【摘要】:產(chǎn)業(yè)援疆是具有中國(guó)特色的政策模式,是在中國(guó)政治進(jìn)程中孕育出來的作為生產(chǎn)力空間轉(zhuǎn)移方式之一、實(shí)現(xiàn)新疆跨越式發(fā)展的主要?jiǎng)恿。產(chǎn)業(yè)援疆對(duì)增強(qiáng)區(qū)域的協(xié)調(diào)發(fā)展,促進(jìn)邊疆民族團(tuán)結(jié)和民族地區(qū)的經(jīng)濟(jì)穩(wěn)定發(fā)展發(fā)展以及區(qū)域間的經(jīng)濟(jì)交流具有積極的作用。自2010年產(chǎn)業(yè)援疆以來,無論是政治上、社會(huì)上還是經(jīng)濟(jì)上都產(chǎn)生了良好的效益。新疆豐富的資源已被確定為我國(guó)經(jīng)濟(jì)發(fā)展的主要支點(diǎn),發(fā)展?jié)摿薮?在承接產(chǎn)業(yè)援助方面具有潛在的自身優(yōu)勢(shì)。援疆省市看重新疆巨大的發(fā)展?jié)摿σ约啊皝啔W橋頭堡”的區(qū)位優(yōu)勢(shì)和豐富的自然資源,紛紛向新疆提供產(chǎn)業(yè)援助,轉(zhuǎn)移相關(guān)產(chǎn)業(yè)。同時(shí),新疆也積極轉(zhuǎn)化發(fā)展戰(zhàn)略,以資源優(yōu)勢(shì)為核心,積極承接發(fā)達(dá)地區(qū)的產(chǎn)業(yè)援助,促進(jìn)新疆區(qū)域經(jīng)濟(jì)的發(fā)展,積極推進(jìn)新疆新型工業(yè)化的進(jìn)程。 本文在分析新一輪產(chǎn)業(yè)援疆的基礎(chǔ)上,評(píng)價(jià)了新疆產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀,從三大產(chǎn)業(yè)及三產(chǎn)內(nèi)部產(chǎn)業(yè)結(jié)構(gòu)出發(fā),分析新疆產(chǎn)業(yè)結(jié)構(gòu)的狀況。對(duì)19省市新一輪援疆從人才援疆、技術(shù)援疆、項(xiàng)目援疆、資金援疆的角度對(duì)新一輪援疆工作取得的成就和存在的問題做了歸納總結(jié)。產(chǎn)業(yè)援疆方面的進(jìn)展主要表現(xiàn)在援疆項(xiàng)目的數(shù)量以及項(xiàng)目資金的數(shù)量上。本文通過對(duì)援疆工作的搜集整理以及對(duì)昌吉州產(chǎn)業(yè)援疆的實(shí)地調(diào)查,對(duì)各省市產(chǎn)業(yè)援疆的項(xiàng)目進(jìn)行了歸納總結(jié),尤其對(duì)昌吉州自產(chǎn)業(yè)援疆以來三大產(chǎn)業(yè)及內(nèi)部結(jié)構(gòu)的變動(dòng)進(jìn)行了詳細(xì)的分析。找出產(chǎn)業(yè)援助昌吉州三年以來,昌吉州產(chǎn)業(yè)結(jié)構(gòu)的變動(dòng)以及仍然存在的問題,并測(cè)算了產(chǎn)業(yè)援助昌吉州對(duì)第二產(chǎn)業(yè)生產(chǎn)總值的貢獻(xiàn)度。最后,以昌吉州為引導(dǎo),分析了產(chǎn)業(yè)援助新疆存在的問題,并從援助方和受援方兩個(gè)角度提出相應(yīng)的對(duì)策建議。本文的結(jié)論主要包括:(1)19省市產(chǎn)業(yè)援疆的主要因素除了國(guó)家政策性的引導(dǎo)之外,還包括資源要素短缺及價(jià)格上升、生產(chǎn)條件變化下的企業(yè)成本上升、人力資源短缺、市場(chǎng)擴(kuò)張與參與國(guó)際分工的需要。(2)在承接19省市產(chǎn)業(yè)援疆優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的對(duì)策上,應(yīng)改善投資環(huán)境,增強(qiáng)產(chǎn)業(yè)承接能力。(3)新疆在承接產(chǎn)業(yè)援助優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的方向是建設(shè)現(xiàn)代制造業(yè)和加快發(fā)展加工業(yè)、促進(jìn)發(fā)展服務(wù)業(yè)的方向發(fā)展。
[Abstract]:Industrial aid to Xinjiang is a policy mode with Chinese characteristics, which is the main motive force for Xinjiang to realize the leap-forward development as one of the ways of spatial transfer of productive forces. Industrial aid plays an active role in strengthening the coordinated development of the region, promoting the national unity in the border areas and the stable development of the economy in the ethnic minority areas, as well as the economic exchange among the regions. Since 2010, industrial aid to Xinjiang has produced good benefits both politically, socially and economically. The abundant resources of Xinjiang have been identified as the main fulcrum of our country's economic development, and the development potential is huge, and it has potential advantages in undertaking industrial assistance. The provinces and cities of Xinjiang attach great importance to Xinjiang's great development potential, the location advantage of "Asia and Europe bridgehead" and abundant natural resources, and offer industrial assistance to Xinjiang one after another to transfer related industries. At the same time, Xinjiang is also actively transforming its development strategy, taking the advantage of resources as the core, actively undertaking industrial assistance from developed regions, promoting the development of Xinjiang's regional economy, and actively promoting the process of Xinjiang's new industrialization. Based on the analysis of the new round of industrial aid to Xinjiang, this paper evaluates the present situation of Xinjiang's industrial structure, and analyzes the status of Xinjiang's industrial structure from the perspective of the three major industries and the internal industrial structure of the three industries. This paper sums up the achievements and existing problems of the new round of aid to Xinjiang from the angles of talents, technical assistance, project aid and financial aid from the perspective of 19 provinces and cities in the new round of aid to Xinjiang. The progress of industrial aid is mainly reflected in the number of projects and the amount of project funds. Through the collection and arrangement of the work of aiding Xinjiang and the field investigation of industrial aid to Xinjiang in Changji Prefecture, this paper sums up and summarizes the projects of industrial aid in various provinces and cities. In particular, the changes of three major industries and their internal structures in Changji Prefecture since industrial aid to Xinjiang are analyzed in detail. This paper finds out the changes of the industrial structure and the problems that still exist in Changji Prefecture during the past three years, and calculates the contribution of industry aid to the GDP of the second industry in Changji Prefecture. Finally, under the guidance of Changji prefecture, this paper analyzes the problems existing in industrial aid to Xinjiang, and puts forward corresponding countermeasures and suggestions from the perspectives of the donor and the recipient. The conclusion of this paper mainly includes the main factors of industrial aid to Xinjiang in 19 provinces and cities, in addition to the guidance of national policy, the shortage of resource elements and price, the rising of enterprise cost and the shortage of human resources under the changing production conditions. The need of market expansion and participation in international division of labor should improve the investment environment. The direction of optimizing the industrial structure in Xinjiang is to construct modern manufacturing industry, accelerate the development of processing industry, and promote the development of service industry.
