【摘要】：近年來,湘潭進入飛速發(fā)展階段,各經(jīng)濟指標(biāo)遠超出湖南省同期水平。而綜合保稅區(qū)作為區(qū)域發(fā)展開放型經(jīng)濟的平臺和載體,集最高開放層次、最多優(yōu)惠政策、最齊全功能、最簡化手續(xù)為一體。為適應(yīng)湘潭快速發(fā)展的要求,建設(shè)區(qū)域性的綜合保稅區(qū)變得非常重要。本文旨在研究湘潭綜合保稅區(qū)的定位與布局規(guī)劃。論文綜合運用文獻分析法、企業(yè)調(diào)研法、灰色預(yù)測法、SWOT分析法和實證分析法等,開展相關(guān)研究工作。首先梳理了物流園區(qū)、綜合保稅物流園區(qū)、物流園區(qū)規(guī)劃等理論,結(jié)合對相關(guān)文獻資料的整理與綜述,了解了國內(nèi)外對綜合保稅物流園區(qū)研究的相關(guān)情況。在此基礎(chǔ)上,開展實地調(diào)研,從地理位置、自然資源、周邊交通狀況、區(qū)域的經(jīng)濟發(fā)展等方面了解湘潭綜合保稅物流園區(qū)的概況,從湘潭工業(yè)、農(nóng)業(yè)、商貿(mào)業(yè)以及物流業(yè)發(fā)展等方面開展湘潭綜合保稅物流園區(qū)市場需求分析,并且建立灰色預(yù)測模型對湘潭保稅貨物貨運量進行預(yù)測。然后,運用SWOT分析法對湘潭綜合保稅物流園區(qū)內(nèi)部優(yōu)勢和劣勢、外部機會和威脅進行分析,找出湘潭綜合保稅物流園區(qū)發(fā)展戰(zhàn)略和發(fā)展方向,確定湘潭綜合保稅物流園區(qū)的戰(zhàn)略定位與功能定位。最后,以湘潭綜合保稅物流園區(qū)的園區(qū)規(guī)劃為例開展實證分析,主要從園區(qū)的功能結(jié)構(gòu)及布局規(guī)劃、土地使用規(guī)劃、道路交通規(guī)劃、綠地與環(huán)境規(guī)劃等方面開展研究。結(jié)果表明,本文對湘潭綜合保稅物流園區(qū)的定位與規(guī)劃具有一定合理性與實用性。本文研究有利于推動湘潭及周邊地區(qū)開放型經(jīng)濟發(fā)展,促進產(chǎn)業(yè)轉(zhuǎn)型升級,促進現(xiàn)代商貿(mào)與物流一體化發(fā)展。本文研究成果還可以為相關(guān)政府部門政策制定提供決策依據(jù)。
[Abstract]:In recent years, Xiangtan has entered the stage of rapid development, the economic indicators far exceed the level of Hunan Province in the same period. As the platform and carrier of the regional development of open economy, the comprehensive bonded zone integrates the highest open level, the most preferential policies, the most complete functions and the most simplified procedures. In order to meet the requirements of Xiangtan's rapid development, it is very important to build a regional comprehensive bonded area. The purpose of this paper is to study the location and layout of Xiangtan Comprehensive bonded area. This paper makes use of literature analysis, enterprise investigation, grey forecast, SWOT analysis and empirical analysis to carry out relevant research work. First of all, combing the logistics park, comprehensive bonded logistics park, logistics park planning and other theories, combined with the related literature collation and review, to understand the domestic and foreign comprehensive bonded logistics park research related situation. On this basis, we should carry out field research to understand the general situation of Xiangtan Comprehensive bonded Logistics Park from the aspects of geographical location, natural resources, surrounding traffic conditions, regional economic development, and from Xiangtan industry, agriculture, etc. The market demand analysis of Xiangtan Comprehensive bonded Logistics Park is carried out in the aspects of trade and logistics industry development, and the grey forecasting model is established to forecast the freight volume of Xiangtan bonded goods. Then, using SWOT analysis method to analyze the internal advantages and disadvantages, external opportunities and threats of Xiangtan Comprehensive bonded Logistics Park, and find out the development strategy and development direction of Xiangtan Comprehensive bonded Logistics Park. To determine the Xiangtan comprehensive bonded logistics park strategic positioning and functional positioning. Finally, taking Xiangtan Comprehensive bonded Logistics Park as an example, the paper carries out empirical analysis, mainly from the functional structure and layout planning, land use planning, road traffic planning, green space and environmental planning and so on. The results show that this paper is reasonable and practical for the location and planning of Xiangtan Comprehensive bonded Logistics Park. This paper is conducive to promoting the open economy development of Xiangtan and its surrounding areas, promoting industrial transformation and upgrading, and promoting the integration of modern commerce and logistics. The research results of this paper can also provide the decision basis for the policy-making of relevant government departments.
