【摘要】：隨著我國(guó)經(jīng)濟(jì)持續(xù)快速增長(zhǎng),城鎮(zhèn)化、工業(yè)化推進(jìn)不斷加速,陸地資源消耗也日趨緊張,環(huán)境問(wèn)題日益凸顯,如何統(tǒng)籌利用蘊(yùn)藏豐富的海洋資源已成為關(guān)鍵性課題。國(guó)家在“十二五”規(guī)劃中明確提出要“堅(jiān)持陸海統(tǒng)籌,制定和實(shí)施海洋發(fā)展戰(zhàn)略,提高海洋開(kāi)發(fā)、控制、綜合管理能力”。南通作為我國(guó)首批沿海開(kāi)放城市,具有豐富的陸海資源,是沿海開(kāi)發(fā)與長(zhǎng)三角一體化兩大國(guó)家戰(zhàn)略疊加城市,是推進(jìn)陸海統(tǒng)籌、破解陸海二元經(jīng)濟(jì)、資源結(jié)構(gòu)難題的首選試點(diǎn)地區(qū)。然而,過(guò)去江蘇一直以沿江開(kāi)發(fā)為戰(zhàn)略核心,導(dǎo)致南通長(zhǎng)期重視沿江發(fā)展,忽略了沿海的發(fā)展,沿江區(qū)域已出現(xiàn)了開(kāi)發(fā)強(qiáng)度過(guò)高、資源供給緊張、污染嚴(yán)重等問(wèn)題。因此開(kāi)展南通市的產(chǎn)業(yè)選擇、產(chǎn)業(yè)布局、沿海開(kāi)發(fā)模式研究,對(duì)合理引導(dǎo)南通陸海區(qū)域的生產(chǎn)力布局,科學(xué)配置陸海資源,促進(jìn)海洋經(jīng)濟(jì)發(fā)展具有重要的現(xiàn)實(shí)意義。本文對(duì)南通市產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀進(jìn)行了評(píng)價(jià),南通資源豐裕,區(qū)位優(yōu)勢(shì)突出,產(chǎn)業(yè)結(jié)構(gòu)總體表現(xiàn)出“退二進(jìn)三”的工業(yè)化后期特征,但從江蘇省范圍來(lái)看,二三產(chǎn)業(yè)發(fā)展優(yōu)勢(shì)并不明顯,產(chǎn)業(yè)集中度較低,對(duì)區(qū)域的經(jīng)濟(jì)發(fā)展的帶動(dòng)作用沒(méi)有充分體現(xiàn)。在借鑒現(xiàn)有研究成果基礎(chǔ)上構(gòu)建南通市主導(dǎo)產(chǎn)業(yè)選擇指標(biāo)體系,分別利用因子分析法與WT (Weaver-Thomas)模型對(duì)南通市工業(yè)主導(dǎo)產(chǎn)業(yè)進(jìn)行選擇,并結(jié)合南通已有工業(yè)產(chǎn)業(yè)規(guī)劃綜合評(píng)定南通市工業(yè)產(chǎn)業(yè)。研究結(jié)果表明：依據(jù)常規(guī)產(chǎn)業(yè)分類方法,南通市工業(yè)主導(dǎo)產(chǎn)業(yè)可劃分為船舶和海洋工程機(jī)械裝備產(chǎn)業(yè)、家紡服裝業(yè)、機(jī)械工業(yè)、化工、輕工食品、生物技術(shù)及醫(yī)藥、電子信息產(chǎn)業(yè)七大類。依據(jù)南通市自然資源、人口、基礎(chǔ)設(shè)施分布條件,建立產(chǎn)業(yè)發(fā)展空間適宜性評(píng)價(jià)指標(biāo)體系,借助GIS空間分區(qū)技術(shù)對(duì)南通市陸域產(chǎn)業(yè)發(fā)展適宜性綜合評(píng)價(jià),評(píng)價(jià)結(jié)果顯示：產(chǎn)業(yè)布局適宜性分區(qū)由高到低呈圈狀分布,高適宜性地區(qū)主要分布在各市縣區(qū)的中心城區(qū)與南通經(jīng)開(kāi)區(qū)部分,呈極核特征,低適宜性地區(qū)在如東縣東部表現(xiàn)出連片分布格局,其余縣市區(qū)域內(nèi)則表現(xiàn)為零散板塊型分布；再通過(guò)對(duì)“十一五”、“十二五”期間的工業(yè)產(chǎn)業(yè)布局規(guī)劃梳理,總結(jié)南通近年來(lái)工業(yè)產(chǎn)業(yè)布局的演化特征;綜合適宜性分區(qū)評(píng)價(jià)結(jié)果與“十二五”工業(yè)產(chǎn)業(yè)規(guī)劃格局,依次開(kāi)展市區(qū)中心、市開(kāi)發(fā)區(qū)、沿江、沿海的產(chǎn)業(yè)布局區(qū)位特征分析,并提出相應(yīng)的產(chǎn)業(yè)布局建議。最后,總結(jié)并歸納國(guó)內(nèi)外沿海開(kāi)發(fā)中的經(jīng)驗(yàn)與啟示,并在南通沿海開(kāi)發(fā)的經(jīng)濟(jì)發(fā)展階段性、產(chǎn)業(yè)結(jié)構(gòu)、資源稟賦、政策需求等影響沿海開(kāi)發(fā)關(guān)鍵因素定性分析基礎(chǔ)上,綜合確定南通沿海應(yīng)選擇綜合性開(kāi)發(fā)模式,并提出相應(yīng)的政策建議。
[Abstract]:With the rapid growth of economy, urbanization and industrialization, the consumption of land resources is becoming more and more intense, and the environmental problems are becoming more and more prominent. How to make full use of the rich marine resources has become a key issue. In the 12th Five-Year Plan, the state clearly proposed to "adhere to the overall plan of land and sea, formulate and implement the strategy of ocean development, improve the ability of ocean development, control and comprehensive management". As the first open coastal city in China, Nantong is rich in land and sea resources. It is a strategic superposition city between coastal development and the integration of the Yangtze River Delta. It is to promote the coordination of land and sea, and to crack the dual economy of land and sea. The preferred pilot area for resource structure problems. However, in the past, Jiangsu has been taking the development along the river as the strategic core, which has led Nantong to attach importance to the development along the river for a long time, ignoring the development of the coastal areas. The development intensity along the river has been too high, the supply of resources is tight, and the pollution is serious. Therefore, it is of great practical significance to develop the industrial selection, industrial layout and coastal development model of Nantong City, to guide the distribution of productive forces in the land and sea areas of Nantong, to allocate land and sea resources scientifically, and to promote the development of marine economy. This paper evaluates the present situation of industrial structure in Nantong City. Nantong has abundant resources and prominent location advantages. The industrial structure in general shows the late industrialization characteristics of "retreat from the second to the third", but from the perspective of Jiangsu Province. The development advantage of secondary and tertiary industries is not obvious, the industrial concentration is low, and the driving effect on regional economic development is not fully reflected. Based on the existing research results, this paper constructs the index system of leading industry selection in Nantong city, and uses factor analysis method and WT Weaver-Thomasmodel to select the leading industry in Nantong city. And combined with Nantong industrial planning comprehensive evaluation of the industrial industry in Nantong City. The results show that the leading industries in Nantong can be divided into ship and marine construction machinery industry, home textile and clothing industry, machinery industry, chemical industry, light industrial food, biotechnology and medicine, according to the conventional industrial classification method. Electronic information industry seven categories. According to the distribution conditions of natural resources, population and infrastructure in Nantong City, the evaluation index system of spatial suitability of industrial development is established, and the comprehensive evaluation of the suitability of land industry development in Nantong City is made by means of GIS spatial zoning technology. The evaluation results show that the suitability of industrial layout is distributed in circles from high to low, and the high suitability area is mainly distributed in the central urban area of each city and county district and the part of Nantong Jingkai district, which is characterized by polar nucleus. In the east of Rudong County, the low suitability area shows a continuous distribution pattern, while the other counties and cities show a scattered plate type distribution, and then combing through the industrial layout planning during the 11th Five-Year Plan and the 12th Five-Year Plan, This paper summarizes the evolution characteristics of the industrial layout in Nantong in recent years, and analyzes the location characteristics of the industrial layout in the urban center, the city development zone, the river along the river and the coastal area in turn, after synthesizing the results of the zonal evaluation of suitability and the industrial planning pattern of the 12th Five-Year Plan. And puts forward the corresponding industry layout suggestion. Finally, it summarizes and summarizes the experience and enlightenment of coastal development at home and abroad, and on the basis of qualitative analysis of the key factors affecting coastal development, such as stage of economic development, industrial structure, resource endowment, policy demand, etc. The comprehensive development mode should be selected and the corresponding policy suggestions should be put forward to determine the coastal area of Nantong.
