【摘要】：自1997年的《京都議定書》提出以來,發(fā)展綠色金融已逐步成為各國經(jīng)濟關注的主題,也是推動中國轉變經(jīng)濟發(fā)展方式、實現(xiàn)經(jīng)濟可持續(xù)發(fā)展戰(zhàn)略的必經(jīng)之路。中國作為世界上最大的發(fā)展中大國,推行綠色金融管理是一個龐大而復雜的系統(tǒng)工程,需要深刻把握其內涵,將綠色金融積極納入生態(tài)文明建設和經(jīng)濟轉型戰(zhàn)略中,在開放中不斷優(yōu)化和探尋其發(fā)展路徑。中國綠色金融的理論內涵就是以金融支持為杠桿手段,以推進中國技術創(chuàng)新、促進產(chǎn)業(yè)結構優(yōu)化調整為目的,以促進綠色貿易、有效推動區(qū)域經(jīng)濟可持續(xù)發(fā)展、有助于加快經(jīng)濟社會的生態(tài)文明建設為特點。本文結合制約中國綠色金融發(fā)展中的產(chǎn)品創(chuàng)新不足、市場機制不健全等瓶頸問題,從八個方面探索性地提出了與中國國情相適應的綠色金融實現(xiàn)路徑:一是積極推行綠色融資管理,優(yōu)化發(fā)展綠色金融的頂層設計;二是盡快完善綠色金融的法制法規(guī)建設;三是加快綠色金融市場機制建設;四是創(chuàng)新綠色金融產(chǎn)品及業(yè)務模式;五是鼓勵綠色發(fā)展項目的投資組合;六是發(fā)揮政策性金融機構在綠色金融領域的引導作用;七是培育好中介服務體系;八是完善信息共享,強化部門合作。
[Abstract]:Since the "Kyoto Protocol" was put forward in 1997, the development of green finance has gradually become the theme of all countries' economic attention, and it is also the only way to push China to change the mode of economic development and realize the strategy of sustainable economic development. As the largest developing country in the world, the implementation of green financial management is a huge and complex system engineering. It needs to grasp its connotation deeply and actively incorporate green finance into the construction of ecological civilization and the strategy of economic transformation. In the opening to optimize and explore its development path. The theoretical connotation of green finance in China is to use financial support as leverage, to promote technological innovation in China, to promote the optimization and adjustment of industrial structure, to promote green trade and to effectively promote the sustainable development of regional economy. It helps to speed up the construction of economic and social ecological civilization. This paper combines the bottleneck problems of restricting the development of green finance in China, such as insufficient product innovation, imperfect market mechanism, etc. From eight aspects, the paper puts forward the way to realize green finance in accordance with China's national conditions: first, actively promoting green financing management, optimizing the top-level design of developing green finance; second, perfecting the legal system and law construction of green finance as soon as possible; Third, accelerating the construction of green financial market mechanism; fourth, innovating green financial products and business models; fifth, encouraging the portfolio of green development projects; sixth, giving full play to the leading role of policy-oriented financial institutions in the field of green finance; Seven is to foster a good intermediary service system; eight is to improve information sharing and strengthen departmental cooperation.
