【摘要】:黨的十八大提出“建設(shè)職能科學(xué)、結(jié)構(gòu)優(yōu)化、廉潔高效、人民滿意的服務(wù)型政府”,給政府部門賦予了新的任務(wù),提出了新的挑戰(zhàn)。加快政府效能建設(shè),是貫徹落實(shí)黨的十八大精神,加速地區(qū)經(jīng)濟(jì)社會發(fā)展的必然要求。隨著我國行政管理體制改革的不斷推進(jìn),,效能評估越來越受到地方政府的重視和人民群眾的關(guān)注。政府效能評估是推進(jìn)行政管理體制改革的深入和突破,也是政府管理模式的一種創(chuàng)新探索,它的成功有助于建設(shè)有限的、陽光的服務(wù)型政府。 縣(區(qū))是我國行政管理體制中的重要環(huán)節(jié),既承擔(dān)區(qū)域經(jīng)濟(jì)發(fā)展和社會管理的任務(wù),又要貫徹落實(shí)黨和國家的法律法規(guī)和上級的各項(xiàng)政策?h(區(qū))職能部門是縣(區(qū))具體工作的組織者和實(shí)施者,也是決定縣(區(qū))政府運(yùn)營效率的重要因素,職能部門的工作效率直接影響政府的執(zhí)行力和效能水平。 目前我國縣(區(qū))級政府機(jī)構(gòu)改革大多局限于部門職能的調(diào)整和數(shù)量的增減,對職能部門的管理績效關(guān)注不夠,相關(guān)的理論研究無法滿足改革的需要,一些地方的管理效能評價(jià)實(shí)踐缺乏系統(tǒng)性的制度安排,存在較大的盲目性,極大地影響了縣(區(qū))政府的效能建設(shè)。如何借助企業(yè)績效管理的理論及方法,研究縣(區(qū))政府效能建設(shè),既是對行政體制改革理論的豐富和完善,也具有現(xiàn)實(shí)的指導(dǎo)意義。本文運(yùn)用企業(yè)績效管理理論及方法,選擇珠海市金灣區(qū)職能部門作為研究對象,通過構(gòu)建職能部門效能評價(jià)指標(biāo)體系,分析評估職能部門效能情況,提出優(yōu)化職能部門效能評估優(yōu)化建議。 本文共由六個部分組成:第一部分介紹選題的背景、研究的意義、方法和國內(nèi)外政府效能研究成果。第二部分介紹政府效能評估與企業(yè)績效評估的相同點(diǎn)和不同點(diǎn),明確縣(區(qū))級職能部門效能評估的本質(zhì)與功能,分析政府借鑒企業(yè)績效評估方法的必要性和可行性。第三部分分析金灣區(qū)職能部門效能評估情況,主要包括效能建設(shè)情況、效能評估內(nèi)容、效能評估成效及存在的主要問題。第四部分運(yùn)用企業(yè)績效管理中的KPI(關(guān)鍵績效指標(biāo))方法,構(gòu)建金灣區(qū)職能部門效能評估指標(biāo)體系。第五部分運(yùn)用構(gòu)建的評估指標(biāo)體系,對金灣區(qū)職能部門效能建設(shè)進(jìn)行評估分析。第六部分提出金灣區(qū)職能部門效能評估優(yōu)化建議,總結(jié)研究的不足,提出改進(jìn)方向。
[Abstract]:The 18th National Congress of the Party proposed "building a service-oriented government with scientific functions, optimized structure, clean and efficient, and satisfied people", which has given new tasks to government departments and put forward new challenges. Speeding up the construction of government efficiency is an inevitable requirement for the implementation of the spirit of the 18th CPC National Congress and the acceleration of regional economic and social development. With the development of administrative system reform in our country, the local government pays more and more attention to the efficiency evaluation and the people pay more and more attention to it. The evaluation of government effectiveness is not only a breakthrough in the reform of administrative system, but also an innovative exploration of government management model. Its success is helpful to the construction of a limited and sunny service-oriented government. County (district) is an important link in the administrative system of our country. It not only undertakes the task of regional economic development and social management, but also implements the laws and regulations of the Party and the state and various policies of the higher level. The function department of county (district) is the organizer and implementer of concrete work of county (district), and it is also an important factor that determines the operation efficiency of county (district) government. The working efficiency of functional department directly affects the executive power and efficiency level of the government. At present, the reform of county (district) government institutions in our country is mostly limited to the adjustment of department functions and the increase and decrease of the quantity, and the management performance of the functional departments is not paid enough attention to, and the relevant theoretical research cannot meet the needs of the reform. The practice of evaluation of management effectiveness in some places lacks systematic system arrangement and has great blindness, which greatly affects the efficiency construction of county (district) government. How to study the efficiency construction of county (district) government with the help of the theory and method of enterprise performance management not only enriches and perfects the theory of administrative system reform, but also has practical guiding significance. Based on the theory and method of enterprise performance management, this paper selects the functional department of Jinwan District of Zhuhai City as the research object, and analyzes and evaluates the efficiency of the functional department by constructing the evaluation index system of the functional department effectiveness. Put forward optimization functional effectiveness evaluation optimization recommendations. This paper consists of six parts: the first part introduces the background of the topic, the significance of the study, methods and domestic and foreign government effectiveness research results. The second part introduces the similarities and differences between government efficiency evaluation and enterprise performance evaluation, clarifies the essence and function of functional department effectiveness evaluation at county (district) level, and analyzes the necessity and feasibility of government using enterprise performance evaluation method for reference. The third part analyzes the efficiency evaluation of the functional departments in Jinwan area, including the efficiency construction, the content of efficiency evaluation, the effectiveness of effectiveness evaluation and the main problems. The fourth part uses the KPI (key performance index) method in the enterprise performance management to construct the efficiency evaluation index system of the functional department in Jinwan area. The fifth part uses the evaluation index system to evaluate and analyze the efficiency construction of functional departments in Jinwan area. In the sixth part, the author puts forward the suggestions of efficiency evaluation and optimization of functional departments in Jinwan area, summarizes the shortcomings of the research, and puts forward the direction of improvement.
