【摘要】：人力資源作為區(qū)域經(jīng)濟(jì)發(fā)展的“第一要素”，對(duì)其他經(jīng)濟(jì)要素的配置效率發(fā)揮著決定性的作用。從烏魯木齊縣農(nóng)村的整體情況出發(fā)，從人口、資源、環(huán)境等發(fā)展要素來看，人口數(shù)量眾多但人力資源整體素質(zhì)不高，人口增長過快導(dǎo)致資源承載能力負(fù)擔(dān)過重的問題是制約其經(jīng)濟(jì)發(fā)展的根本因素。所以研究農(nóng)村人力資源開發(fā)不僅對(duì)烏魯木齊縣有著十分重要的意義，而且對(duì)新疆農(nóng)村經(jīng)濟(jì)發(fā)展也有著現(xiàn)實(shí)意義。 本文以人力資源理論、農(nóng)村人力資源開發(fā)理論為理論基礎(chǔ)，采用問卷調(diào)查、文獻(xiàn)綜述等方法，以烏魯木齊縣農(nóng)村為例，就如何加快農(nóng)村人力資源開發(fā)進(jìn)行了一些探索。本論文首先歸納和總結(jié)了國內(nèi)外的研究理論，比較和分析了相關(guān)的研究成果。通過調(diào)研和走訪的方式，然后對(duì)烏魯木齊縣農(nóng)村人力資源開發(fā)的現(xiàn)狀進(jìn)行描述，從現(xiàn)狀的分析中得出相關(guān)數(shù)據(jù)，從而找出農(nóng)村人力資源開發(fā)中存在的問題和影響因素。最后探索性地提出了一些完善烏魯木齊縣農(nóng)村人力資源開發(fā)的對(duì)策建議，，包括控制人口增長、加大醫(yī)療衛(wèi)生的投入力度、完善醫(yī)療服務(wù)體系、加大基礎(chǔ)教育的力度、優(yōu)化農(nóng)村富余勞動(dòng)力的轉(zhuǎn)移、增加農(nóng)村職業(yè)技能培訓(xùn)的投入等對(duì)策及建議。
[Abstract]:As the first element of regional economic development, human resources play a decisive role in the allocation efficiency of other economic elements. Proceeding from the overall situation in the rural areas of Urumqi County, the population is large but the overall quality of human resources is not high in terms of population, resources, environment and other development elements. Too fast population growth leads to the excessive burden of resource carrying capacity, which is the fundamental factor restricting its economic development. Therefore, the study of rural human resources development is not only of great significance to Urumqi County, but also to the development of rural economy in Xinjiang. Based on the theory of human resource and the theory of rural human resource development, this paper makes some exploration on how to speed up the development of rural human resources by means of questionnaire survey and literature review, taking Urumqi County as an example. This paper first summarizes and summarizes the domestic and foreign research theory, compares and analyzes the related research results. Through the way of investigation and visit, this paper describes the current situation of rural human resource development in Urumqi County, obtains the relevant data from the analysis of the present situation, and finds out the existing problems and influencing factors in the development of rural human resources. Finally, some countermeasures and suggestions are put forward to improve the development of rural human resources in Urumqi County, including controlling population growth, increasing the investment in medical and health care, perfecting the medical service system, and increasing the strength of basic education. To optimize the transfer of surplus rural labor force and increase the input of rural vocational skills training and other countermeasures and suggestions.
