【摘要】：適應于甘肅省能源資源豐富的稟賦條件以及優(yōu)化區(qū)域經濟布局、調整產業(yè)結構、加快轉變經濟發(fā)展方式的發(fā)展要求,落實以建設區(qū)域增長極為目標的區(qū)域發(fā)展戰(zhàn)略和發(fā)展路徑,本文采用雙參數Weibull分布對河西地區(qū)風速的統(tǒng)計特征進行描述,對新能源基地建設的基礎資源稟賦條件進行測度,并結合電網裝備情況對電網輸送能力進行評價,以分析風電產業(yè)發(fā)展環(huán)境。進而采用時間序列趨勢外推估計法進行單因素模擬,對2015年的相應用電數據水平進行推測,結合甘肅省用電負荷的用電特點,提出河西新能源建設與用電市場協(xié)調發(fā)展技術方案。在此基礎上,以甘肅省河西地區(qū)某風電場為例,結合當地自然條件及生態(tài)特征,對其建設與運營期間的資源環(huán)境效率進行評價,分析風電產業(yè)發(fā)展的綜合損益,提出區(qū)域新能源經濟發(fā)展重點以及可能存在和出現(xiàn)的困難和潛在風險,并就此提出相應的政策建議,對甘肅省發(fā)揮資源優(yōu)勢,實施區(qū)域發(fā)展戰(zhàn)略,拓展工業(yè)經濟發(fā)展空間提供一定的參考依據。
[Abstract]:Adapt to the abundant endowment condition of energy resources in Gansu province, optimize the regional economic layout, adjust the industrial structure, speed up the development request of changing the mode of economic development, and implement the regional development strategy and development path aiming at the construction of regional growth.This paper describes the statistical characteristics of wind speed in Hexi area by using two-parameter Weibull distribution, measures the basic resource endowment conditions of the construction of new energy base, and evaluates the transmission capacity of the power grid combined with the situation of power grid equipment.To analyze the wind power industry development environment.Then the time series trend extrapolation method is used to simulate the single factor, and the corresponding power consumption data level in 2015 is speculated, and combined with the power consumption characteristics of Gansu Province,The technical scheme of coordinated development of new energy construction and electricity market in Hexi is put forward.On this basis, taking a wind farm in Hexi area of Gansu Province as an example, combining with local natural conditions and ecological characteristics, the paper evaluates the efficiency of resources and environment during its construction and operation, and analyzes the comprehensive gains and losses of wind power industry development.Put forward the development focus of regional new energy economy, the difficulties and potential risks that may exist and appear, and put forward corresponding policy recommendations in order to give full play to the advantages of resources and implement the regional development strategy in Gansu Province,Expand the industrial economic development space to provide certain reference basis.
