基于節(jié)能潛力的區(qū)域能源規(guī)劃模型研究及應(yīng)用

【摘要】:能源資源是人類社會賴以生存和發(fā)展的重要物質(zhì)基礎(chǔ),是經(jīng)濟(jì)社會可持續(xù)發(fā)展的重要支柱。截止2012年,我國能源消費(fèi)總量達(dá)到36.2億噸標(biāo)準(zhǔn)煤,能源消費(fèi)量的快速增長,不僅使得供需矛盾日益加劇,還使得生態(tài)環(huán)境壓力日益增大。面對嚴(yán)峻的能源與環(huán)境形勢,能源規(guī)劃顯得尤為重要,它是指導(dǎo)能源發(fā)展的重要綱領(lǐng)性文件,對引導(dǎo)能源發(fā)展和制定節(jié)能措施具有十分重要的意義。 本文從節(jié)能潛力的角度出發(fā),探索建立了基于節(jié)能潛力的區(qū)域能源規(guī)劃模型,并以北京市2015年的能源規(guī)劃為例介紹了該模型的具體應(yīng)用。該規(guī)劃模型旨在保持區(qū)域經(jīng)濟(jì)社會發(fā)展所需能源供應(yīng)的前提下,最大限度的節(jié)約能源資源。在本文的研究的中,首先分別從產(chǎn)業(yè)結(jié)構(gòu)、要素結(jié)構(gòu)和能源結(jié)構(gòu)三個方面對區(qū)域的結(jié)構(gòu)節(jié)能潛力進(jìn)行分析,并提出相應(yīng)的節(jié)能潛力測算方法。然后通過對區(qū)域能源需求和供應(yīng)能力的預(yù)測,以及結(jié)構(gòu)節(jié)能潛力的測算,,運(yùn)用能源系統(tǒng)分析方法將區(qū)域劃分為經(jīng)濟(jì)、社會、能源、環(huán)境與政策調(diào)整五個子系統(tǒng),并通過從整體上分析各子系統(tǒng)之間的聯(lián)系建立區(qū)域能源規(guī)劃模型。最后以北京市2015年的能源規(guī)劃為例,對該模型的具體應(yīng)用進(jìn)行了介紹。北京市的能源規(guī)劃結(jié)果顯示,通過產(chǎn)業(yè)結(jié)構(gòu)、要素結(jié)構(gòu)和能源結(jié)構(gòu)的優(yōu)化調(diào)整,可為北京市節(jié)約能源377.13億千瓦時當(dāng)量電,占當(dāng)年能源消費(fèi)總量的9.83%。
[Abstract]:Energy resources are the important material foundation for the survival and development of human society and the important pillar of sustainable economic and social development. By 2012, the total energy consumption in China has reached 3.62 billion tons of standard coal, and the energy consumption has increased rapidly. It not only intensifies the contradiction between supply and demand, but also increases the pressure of ecological environment. In the face of severe energy and environmental situation, energy planning is particularly important, and it is an important programmatic document to guide energy development. It is of great significance to guide energy development and formulate energy saving measures. In this paper, a regional energy planning model based on energy conservation potential is established from the perspective of energy conservation potential. Taking the energy planning of Beijing in 2015 as an example, the concrete application of the model is introduced. The planning model aims to save energy resources to the maximum extent on the premise of maintaining the energy supply for regional economic and social development. Firstly, the paper analyzes the energy saving potential of regional structure from three aspects: industrial structure, element structure and energy structure, and puts forward the corresponding calculation method of energy saving potential, and then forecasts the regional energy demand and supply capacity. And the calculation of the potential of structural energy conservation, the use of energy system analysis method to divide the region into economic, social, energy, environment and policy adjustment five subsystems, Finally, taking the energy planning of Beijing in 2015 as an example, the application of the model is introduced. The results of energy planning in Beijing show that, Through the optimization and adjustment of industrial structure, element structure and energy structure, energy can be saved by 37.713 billion kilowatt-hour equivalent electricity in Beijing, accounting for 9.83 percent of the total energy consumption in that year.
