【摘要】：京津冀協同發(fā)展已成為國家發(fā)展重大戰(zhàn)略,河北省作為環(huán)繞京津省份,面臨著區(qū)域經濟發(fā)展差異日益突出的問題。由于資源稟賦、社會環(huán)境、最終需求、技術構成不同等原因,省內的11個設區(qū)市區(qū)域經濟發(fā)展存在的差異不斷擴大,區(qū)域間產業(yè)結構各異且不合理,經濟發(fā)展水平和質量出現了明顯的不協調現象。其經濟發(fā)展質量已經成為影響京津冀協同發(fā)展和我省穩(wěn)增長、調結構、治污染、抓改革、惠民生及經濟轉型升級的重要問題,引起了社會各界的廣泛關注。本論文主要運用投入產出技術,案例對比分析方法,在參考了國內外大量文獻基礎上,一是將河北省11個設區(qū)市區(qū)域作為研究對象,首先,為了綜合和重點分析各區(qū)域產業(yè)發(fā)展特點,將最新編制的2012年42部門投入產出表(目前我國只有我省編制11市投入產出表),經過科學分類,進一步將其歸并整理為11個設區(qū)市的10部門投入產出表。二是根據11個設區(qū)市的10部門投入產出表,重點對各區(qū)域經濟發(fā)展現狀和梯度發(fā)展的特點、差異進行產業(yè)關聯研究。三是計算11個設區(qū)市各產業(yè)發(fā)展的關聯系數進行對比分析,并以感應度系數為橫坐標,影響力系數為縱坐標,繪制出二維波及效果散點圖分析和選擇主導產業(yè)。揭示出各區(qū)域產業(yè)發(fā)展的特點與規(guī)律。四是在分析了省內各區(qū)域經濟差異狀況的基礎上,從資源稟賦、最終需求、技術進步等影響方面研究各區(qū)域經濟發(fā)展的優(yōu)勢、劣勢和形成差異的原因。最后,根據河北省各區(qū)域經濟發(fā)展差異、特點的實證研究,結合省“十三五”國民經濟和社會發(fā)展規(guī)劃綱要,提出河北省和各市級區(qū)域產業(yè)與京津冀對接和梯度發(fā)展的對策建議,為促進河北省區(qū)域經濟協調發(fā)展,實現京津冀協同發(fā)展提供了參考。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei has become a major national development strategy. Hebei Province, as a province surrounding Beijing and Tianjin, is facing increasingly prominent regional economic development differences. The differences in the regional economic development of the 11 districts and cities in the province are constantly expanding, and the industrial structure among the regions is different and unreasonable. The level and quality of economic development are clearly out of coordination. The quality of economic development has become an important issue affecting the coordinated development of Beijing-Tianjin-Hebei and the steady growth, structural adjustment, pollution control, reform, and economic transformation and upgrading of the Beijing-Tianjin-Hebei province. This paper mainly uses input-output technology, case comparative analysis method, on the basis of reference a lot of literature at home and abroad, the first is to take 11 districts and cities in Hebei Province as the research object, first of all, In order to synthesize and focus on the characteristics of regional industrial development, the newly compiled input-output tables of 42 departments in 2012 (at present, only 11 municipal input-output tables are compiled by our province) are classified scientifically. It is further consolidated into an input-output table of 10 departments in 11 districts and cities. Second, according to the input-output table of 10 departments in 11 districts and cities, the emphasis is placed on the current situation of regional economic development and the characteristics of the gradient development. The third is to calculate the correlation coefficient of the industrial development in 11 districts and cities, and take the inductance coefficient as the horizontal coordinate, the influence coefficient as the vertical coordinate, Drawing out two-dimensional spread plot analysis and selection of leading industries, revealing the characteristics and laws of the development of regional industries. Fourthly, on the basis of analyzing the economic differences in various regions of the province, from the perspective of resource endowment and final demand, This paper studies the advantages, disadvantages and causes of regional economic development. Finally, according to the differences and characteristics of regional economic development in Hebei Province, Combined with the outline of the 13th Five-Year Plan for National Economic and Social Development of Hebei Province, the countermeasures and suggestions for the docking and gradient development of regional industries in Hebei Province and each city level with Beijing, Tianjin and Hebei are put forward in order to promote the coordinated development of regional economy in Hebei Province. A reference is provided to realize the coordinated development of Beijing, Tianjin and Hebei.
