【摘要】：受區(qū)域經(jīng)濟發(fā)展激勵影響,地方政府可能為污染企業(yè)俘獲而放松規(guī)制,現(xiàn)有研究多從實證角度予以證明,本研究根據(jù)理論建模,首次理論上探討了影響規(guī)制俘獲的要素及其影響方向。研究發(fā)現(xiàn),政府的經(jīng)濟發(fā)展需求越強、企業(yè)規(guī)模越大、污染排放越低、居民的污染治理意識越差,規(guī)制俘獲越容易發(fā)生。一反已有規(guī)制能力建設與規(guī)制收益負相關的悲觀結論,本文進一步的動態(tài)研究證明,在克服規(guī)制俘獲后,規(guī)制能力的建設存在正反饋規(guī)制激勵,這一發(fā)現(xiàn)為政府公共管理實踐提供了正向理論支持。治理主體多元化更是公民社會運動的基石,生態(tài)治理與環(huán)境保護是非政府組織最為活躍的領域,但非政府組織在環(huán)境治理領域中的環(huán)境貢獻研究少見發(fā)表。本文通過污染排放與污染"消費"的模型識別,證明了非政府組織在環(huán)境規(guī)制中的貢獻,為規(guī)制革新提供了理論基礎。
[Abstract]:Under the influence of regional economic development incentives, local governments may relax regulations for the capture of polluting enterprises. Most of the existing studies have been proved from the empirical point of view, and this study is based on theoretical modeling. For the first time, the factors affecting the capture of regulation and its influence direction are discussed theoretically. It is found that the stronger the demand for economic development of the government is, the larger the scale of the enterprise is, and the lower the pollution emission is, and the worse the pollution control consciousness of the residents is. The more easily the regulatory capture occurs, the more negative the negative correlation between the regulatory capacity construction and the regulation income, the further dynamic research in this paper proves that after overcoming the regulatory capture, there are positive feedback regulatory incentives in the regulatory capacity building. This discovery provides positive theoretical support for the practice of government public management. The diversification of governance subjects is the cornerstone of civil society movement, and ecological governance and environmental protection are the most active fields of non-governmental organizations. However, the research on the environmental contribution of non-governmental organizations in the field of environmental governance is rarely published. This paper proves the contribution of non-governmental organizations in environmental regulation by identifying the model of pollution emissions and pollution "consumption". It provides a theoretical basis for regulation innovation.
