【摘要】：近年來,綠色經(jīng)濟(jì)在我國縣域經(jīng)濟(jì)發(fā)展中已進(jìn)行不同程度的實(shí)踐探索,正在成為縣域經(jīng)濟(jì)加快發(fā)展方式轉(zhuǎn)變的重要選擇,同時(shí)呈現(xiàn)差異化發(fā)展新特點(diǎn),成為縣域避免同質(zhì)化競(jìng)爭(zhēng)、增強(qiáng)特色優(yōu)勢(shì)、實(shí)現(xiàn)可持續(xù)發(fā)展的基本導(dǎo)向�；趨^(qū)域經(jīng)濟(jì)特色發(fā)展與差異競(jìng)爭(zhēng)的需要,本文立足縣域和縣域經(jīng)濟(jì),以綠色經(jīng)濟(jì)為主線,從差異化視角研究縣域綠色經(jīng)濟(jì)發(fā)展,分析研究了宏觀背景、重要意義與相關(guān)理論基礎(chǔ),探析了縣域綠色經(jīng)濟(jì)的概念范疇、演進(jìn)過程、發(fā)展趨勢(shì)與內(nèi)涵特征,在此基礎(chǔ)上提出縣域綠色經(jīng)濟(jì)差異化發(fā)展的概念,明確縣域綠色經(jīng)濟(jì)差異化發(fā)展的內(nèi)涵構(gòu)成,從內(nèi)生影響因素入手分析縣域綠色經(jīng)濟(jì)差異化發(fā)展的機(jī)理,研究縣域綠色經(jīng)濟(jì)差異化發(fā)展的戰(zhàn)略、模式與路徑選擇,建立由4個(gè)層級(jí)、44個(gè)具體指標(biāo)構(gòu)成的縣域綠色經(jīng)濟(jì)評(píng)價(jià)體系,選擇聚類分析法評(píng)價(jià)各個(gè)縣域不同發(fā)展特征,同時(shí)通過對(duì)福建省58個(gè)縣(市)綠色經(jīng)濟(jì)發(fā)展情況進(jìn)行量化評(píng)價(jià)、聚類分析、SWOT分析、發(fā)展方式選擇分析,從定性定量的角度研究縣域綠色經(jīng)濟(jì)發(fā)展在戰(zhàn)略取向、推進(jìn)模式、路徑選擇上的不同方式,驗(yàn)證縣域綠色經(jīng)濟(jì)差異化發(fā)展的演進(jìn)機(jī)理,探究縣域綠色經(jīng)濟(jì)發(fā)展和而不同、合作共贏的基本規(guī)律。 通過理論與實(shí)踐結(jié)合的研究,本文認(rèn)為綠色經(jīng)濟(jì)作為縣域經(jīng)濟(jì)轉(zhuǎn)型發(fā)展、發(fā)揮比較優(yōu)勢(shì)與后發(fā)優(yōu)勢(shì)、增強(qiáng)競(jìng)爭(zhēng)實(shí)力的必然抉擇,特色發(fā)展與差異發(fā)展是個(gè)基本規(guī)律,其實(shí)質(zhì)是求發(fā)展目標(biāo)之同、存比較優(yōu)勢(shì)之異,在競(jìng)爭(zhēng)基礎(chǔ)上加強(qiáng)區(qū)域合作,所以需要建立和完善差別化的政策制度安排,形成科學(xué)合理的考核評(píng)價(jià)機(jī)制。本文研究的思路觀點(diǎn)與提出的政策導(dǎo)向、保障措施和制度安排建議,以期為我國縣域綠色經(jīng)濟(jì)發(fā)展選擇差異化方式與區(qū)域制定差別化的政策導(dǎo)向提供理論與實(shí)踐借鑒。
[Abstract]:In recent years, green economy has been practiced and explored in different degrees in the development of county economy in China. It is becoming an important choice for county economy to speed up the transformation of development mode, and at the same time, it presents new characteristics of differentiated development. To avoid homogenization competition, strengthen characteristic advantage and realize the basic direction of sustainable development. Based on the needs of regional economic characteristic development and differential competition, this paper bases on county and county economy, taking green economy as the main line. This paper studies the development of county green economy from the perspective of differentiation, analyzes the macro background, significance and related theoretical basis, and probes into the concept category, evolution process, development trend and connotation characteristics of county green economy. On this basis, the concept of county green economy differentiation development is put forward, the connotation composition of county green economy differentiation development is clarified, and the mechanism of county green economy differentiation development is analyzed from the perspective of endogenous influence factors. This paper studies the strategy, mode and path choice of the differentiated development of green economy in county area, establishes the evaluation system of green economy in county area, which is composed of 4 levels and 44 concrete indexes, and selects cluster analysis method to evaluate the different development characteristics of each county. At the same time, through the quantitative evaluation of the development of green economy in 58 counties (cities) in Fujian Province, the cluster analysis and SWOT analysis, the selection analysis of development mode, the paper studies the strategic orientation and promotion mode of county green economy development from the perspective of qualitative and quantitative analysis. The different ways of path selection verify the evolution mechanism of the county green economy differentiation and explore the basic law of the county green economy development in harmony but different and win-win cooperation. Through the research of combining theory and practice, this paper holds that green economy is the basic law of the county economy transformation and development, exerting the comparative advantage and the late advantage, enhancing the competitive strength, and the characteristic development and the difference development. Its essence is to seek common development objectives, to preserve differences in comparative advantages and to strengthen regional cooperation on the basis of competition. Therefore, there is a need to establish and improve differentiated policy and institutional arrangements. To form a scientific and reasonable assessment mechanism. The ideas of this study and the proposed policy direction, safeguard measures and institutional arrangements, In order to provide theoretical and practical reference for our country's county green economy to choose the differentiated way and the policy direction of regional development differentiation.
