【摘要】:資源配置是經(jīng)濟學(xué)研究的永恒主題。國防工業(yè)是國防經(jīng)濟學(xué)研究的重要領(lǐng)域。因此,國防工業(yè)的科技資源配置問題也就成為國防經(jīng)濟學(xué)需要高度關(guān)注的重要內(nèi)容。我們知道,國防工業(yè)是建設(shè)“鞏固國防和強大軍隊”的物質(zhì)技術(shù)基礎(chǔ),更是推進現(xiàn)代科技發(fā)展與經(jīng)濟社會變革的重要保障。國防工業(yè)科技資源是國防工業(yè)建設(shè)與發(fā)展的“第一資源”,其配置結(jié)構(gòu)的好壞、配置效率的高低,不僅直接影響到我國國防工業(yè)的國防科技創(chuàng)新能力與武器裝備科研生產(chǎn)能力建設(shè),影響到我國國防工業(yè)的轉(zhuǎn)型升級,更是影響到我國戰(zhàn)斗力生成模式和經(jīng)濟發(fā)展方式的有效轉(zhuǎn)變。論文綜合運用了制度經(jīng)濟學(xué)、區(qū)域經(jīng)濟學(xué)、新結(jié)構(gòu)經(jīng)濟學(xué)、管理學(xué)等理論工具,堅持歷史與現(xiàn)實、定性與定量相結(jié)合,沿著概念界定、理論支撐、實證分析與對策思考的研究思路進行論文撰寫。首先,論文在科學(xué)界定國防工業(yè)科技資源的主要分類、要素構(gòu)成與基本屬性的基礎(chǔ)上,運用歷史與現(xiàn)實、定性與定量相結(jié)合的研究思路,通過梳理分析我國國防工業(yè)科技資源配置的歷史軌跡與現(xiàn)實狀況,認為我國國防工業(yè)科技資源配置還存在著“資源有限性約束較強”、“交易費用較高”、“適應(yīng)性效率較低”、“規(guī)模效益不高”、“軍民分割問題突出”和“與區(qū)域經(jīng)濟發(fā)展融合度較小”等主要問題。其次,論文從宏觀、中觀和微觀三個角度來設(shè)計國防工業(yè)科技資源的配置目標(biāo),分析國防工業(yè)科技資源配置呈現(xiàn)的主要特點和需要遵循的基本原則。然后圍繞“誰來配置”和“怎樣配置”的思路,分析國防工業(yè)科技資源配置的主體及主要配置方式。同時,在學(xué)習(xí)借鑒一般科技資源配置規(guī)律的基礎(chǔ)上,結(jié)合國防工業(yè)科技資源的特有屬性,試圖歸納出國防工業(yè)科技資源配置的一般要求。第三,運用制度經(jīng)濟學(xué)、新結(jié)構(gòu)經(jīng)濟學(xué)、管理學(xué)等理論工具,深入分析國防工業(yè)科技資源配置與國防科技進步、國防工業(yè)轉(zhuǎn)型升級的互動機理。通過分析國防科技進步的特殊性,構(gòu)建了測算國防工業(yè)科技資源配置對國防科技進步貢獻度的測算理論模型,并從理論上解釋了國防工業(yè)科技資源優(yōu)化配置促進國防科技進步的作用機理。同時,在界定國防工業(yè)轉(zhuǎn)型升級內(nèi)涵的基礎(chǔ)上,剖析了國防工業(yè)科技資源配置影響國防工業(yè)轉(zhuǎn)型升級的過程與機理。第四,從宏觀到微觀,從定性到定量,深刻分析影響我國國防工業(yè)科技資源配置效率的各類影響因素,并在此基礎(chǔ)上構(gòu)建國防工業(yè)科技資源配置效率的評價指標(biāo)體系。然后,以我國國防工業(yè)領(lǐng)域的航空航天工業(yè)部門為例,運用DEA分析工具來構(gòu)建我國國防工業(yè)科技資源配置效率評價模型,從國內(nèi)、區(qū)域、省域等不同層次進行國防工業(yè)科技資源配置效率分析。研究得出配置效率雖然“明顯改善”,但是依舊存在“區(qū)域失衡現(xiàn)象突出”、“配置規(guī)模與配置結(jié)構(gòu)不盡合理”和“階段性特征顯著”等問題的效率評價結(jié)果。最后,根據(jù)我國國防工業(yè)科技資源配置存在的問題和影響因素,認為實現(xiàn)國防工業(yè)科技資源的優(yōu)化配置,必須遵循中國特色軍民融合式發(fā)展戰(zhàn)略,著眼經(jīng)濟全球化和世界新軍事變革的時代背景,適應(yīng)社會主義市場經(jīng)濟發(fā)展和推進中國特色新軍事變革的需要,始終堅持市場在國防工業(yè)科技資源配置中的導(dǎo)向作用,充分發(fā)揮政府在國防工業(yè)科技資源配置中的調(diào)控作用,高度重視經(jīng)濟全球化背景下國防工業(yè)科技資源全球化配置的戰(zhàn)略補充作用,努力推進國防工業(yè)科技資源的軍民一體化配置。
[Abstract]:The allocation of resources is the eternal theme of economics. The defense industry is an important area of national defense economics. Therefore, science and technology resource allocation problem of the defense industry has become an important part of national defense economics requires a high degree of concern. As we know, the defense industry is the construction of "consolidating national defense and a powerful army" material and technical foundation, is an important guarantee to promote the development of modern science and technology and economic and social change. The defense industry of science and technology resources is the defense industry construction and development of the "first resource", the configuration structure quality, allocation efficiency, not only directly affect the national defense science and technology innovation ability and the ability of weapons and equipment research and production and construction of China's defense industry, affect the transformation of China's national defense industrial upgrading is more effective to influence the transformation of China's mode of generating combat and the mode of economic development. This paper uses the institutional economics, The new structural economics, regional economics, management theory tools, adhere to the history and reality, the combination of qualitative and quantitative, the definition of the concept, theoretical support, research analysis and Countermeasures of empirical write papers. Firstly, the paper defines the main classification of the defense industry of science and technology resources in science, basic elements and basic attributes on the use of history and reality, the combination of qualitative and quantitative research ideas, by analyzing the history of science and technology resources allocation of China's defense industry and current situation that China's defense industry science and technology resources allocation there is "limited resource constraints", "transaction cost", "adaptive efficiency" low ", the scale is not high", "the main problem and segmentation problems" and "integration and regional economic development is small". Finally, according to the factors of science and technology resources allocation of China's defense industry problems and influence, that to achieve the optimal allocation of resources of Science and technology of national defense industry the Chinese must follow the characteristics of civil military integration development strategy, focus on the economic globalization and the change of the world's new military background, to meet the needs of the development of socialist market economy and promote the China characteristics of new military revolution, always adhere to the market in the defense industry in the allocation of resources in the guiding role, give full play to the government in the defense industry in the allocation of resources. Regulation, attaches great importance to the strategic defense industry of science and technology resources allocation globalization under the background of economic globalization a complementary role, efforts to push The integration of military and civilian integration into the science and technology resources of national defense industry.
