【摘要】:農(nóng)村的可持續(xù)發(fā)展關(guān)系到我國經(jīng)濟(jì)體制改革的成敗,如何解決農(nóng)村經(jīng)濟(jì)發(fā)展過程帶來的環(huán)境污染、能源浪費(fèi)、生產(chǎn)資料浪費(fèi)嚴(yán)重等發(fā)展瓶頸問題,具有良好的現(xiàn)實意義。循環(huán)經(jīng)濟(jì)是以遵循生態(tài)學(xué)原理為指導(dǎo),提高資源利用效率為核心,以減量化、再利用、再循環(huán)為原則,以人類社會與自然界和諧發(fā)展為目的,獲得最大的經(jīng)濟(jì)效益、社會效益和環(huán)境效益。農(nóng)村循環(huán)經(jīng)濟(jì)是循環(huán)經(jīng)濟(jì)理論體系的重要組成部分,其發(fā)展模式及路徑來源于實踐,用之于實踐。 本文針對農(nóng)村經(jīng)濟(jì)中發(fā)展速度較快、環(huán)境污染問題較為嚴(yán)重、資源浪費(fèi)較為突出的畜禽養(yǎng)殖業(yè),提出采用循環(huán)經(jīng)濟(jì)模式,利用沼氣發(fā)酵解決畜禽養(yǎng)殖業(yè)畜禽糞便和高濃度有機(jī)廢水帶來的環(huán)境污染問題以及能源綜合利用、沼液生態(tài)施肥,進(jìn)而有力推動區(qū)域經(jīng)濟(jì)、社會、環(huán)境協(xié)調(diào)發(fā)展,,獲得經(jīng)濟(jì)發(fā)展、環(huán)境保護(hù)、社會和諧的共贏。 本文采用定性和定量相結(jié)合的方法,以七臺河呂生奶牛養(yǎng)殖有限責(zé)任公司循環(huán)經(jīng)濟(jì)發(fā)展水平為案例,建立了農(nóng)村沼氣發(fā)酵適宜性評估體系,從經(jīng)濟(jì)發(fā)展、環(huán)境影響、社會進(jìn)步和可持續(xù)發(fā)展四個角度篩選了25個評價指標(biāo),對以沼氣發(fā)酵為中心的農(nóng)村循環(huán)經(jīng)濟(jì)模式進(jìn)行綜合評價,綜合評分結(jié)果為:優(yōu)占0%、良占53%、中占43%、差占4%。評價結(jié)果表明:四個指標(biāo)層中環(huán)境影響評價結(jié)果和可持續(xù)發(fā)展指標(biāo)評價結(jié)果良,表明超過了標(biāo)準(zhǔn)值的要求,經(jīng)濟(jì)發(fā)展和社會進(jìn)步指標(biāo)評價結(jié)果中,接近標(biāo)準(zhǔn)值的要求。根據(jù)最大隸屬原則可知,七臺河呂生奶牛養(yǎng)殖有限責(zé)任公司循環(huán)經(jīng)濟(jì)發(fā)展水平為良,表明該公司通過發(fā)展循環(huán)經(jīng)濟(jì)取得了較好的經(jīng)濟(jì)、環(huán)境和社會效益,并且此循環(huán)經(jīng)濟(jì)模式有一定的可持續(xù)發(fā)展?jié)摿ΑF髽I(yè)通過發(fā)展循環(huán)經(jīng)濟(jì)實現(xiàn)了工業(yè)和農(nóng)業(yè)能源利用率的提高,廢棄物及行業(yè)的特征污染廢物綜合利用率較高,廢水、廢氣和廢物都得到了很好的利用,降低了化肥施用量,提高了農(nóng)產(chǎn)品及其副產(chǎn)品的綠色度,并且耕地產(chǎn)出率也有一定提高,總體上促進(jìn)了農(nóng)產(chǎn)品的價值和品質(zhì)的提升,各個生產(chǎn)環(huán)節(jié)都能在附近找到替代原料來源,一個生產(chǎn)環(huán)節(jié)出現(xiàn)問題不會對其他環(huán)節(jié)造成嚴(yán)重的影響,且體系內(nèi)部產(chǎn)品種類較多,良好的內(nèi)部運(yùn)行結(jié)構(gòu)加上企業(yè)管理制度的制定和實施的有效性使得循環(huán)體系具有很好的抗市場沖擊能力。 存在的問題是由于農(nóng)村涉及范圍較廣的經(jīng)濟(jì)體系,眾多其他的影響因素,在主觀因素判斷上難免會出現(xiàn)疏漏,在指標(biāo)體系的構(gòu)建過程中,因農(nóng)業(yè)生產(chǎn)要素的復(fù)雜性導(dǎo)致的問題我們將通過進(jìn)一步深入研究來逐步完善。
[Abstract]:The sustainable development of rural areas related to China's economic system reform, how to solve the rural economic development process of environmental pollution, energy waste, serious waste of production development bottleneck, has a good practical significance. The circular economy is to follow the principle of ecology, improve resource utilization efficiency as the core, to reduce, reuse, recycling as the principle, to human society and the nature harmonious development, economic benefits, social benefits and environmental benefits. An important part of rural circular economy is the theory of circular economy system, its development model and path from the practice, for practice.
According to the rural economy in the development of faster, more serious environmental pollution, waste of resources is more prominent in the livestock industry, put forward the mode of circular economy, solve the problem of environmental pollution of livestock and poultry manure and high concentration organic wastewater by anaerobic fermentation and bring about comprehensive utilization of energy, Biogas Ecological fertilization, which effectively promoted the regional economy and society. The coordinated development of environment, economic development, environmental protection, social harmony and win-win.
This paper uses the combined method of qualitative and quantitative, to Qitaihe Lu raw cow breeding Co. the level of development of circular economy as an example, the establishment of the rural biogas suitability assessment system, environmental impact from economic development, social progress and sustainable development of the four angles screened 25 evaluation index, comprehensive evaluation of rural areas the mode of circular economy to biogas as the center, the comprehensive evaluation results: excellent in 0%, good for 53%, accounted for 43%, accounted for the 4%. evaluation results showed that the results in the environmental impact assessment of four indicators and sustainable development evaluation results show that good, than the standard value of the evaluation results, economic index the development and progress of society, close to the standard value. According to the principle of maximum membership that Qitaihe Lu raw cow breeding Co. the development level of circular economy is good, the company through the table The development of circular economy has achieved good economic, environmental and social benefits, and the mode of circular economy has the potential for sustainable development. Some enterprises through the development of circular economy to achieve the industry and agriculture to improve the energy efficiency, waste and waste pollution characteristics of comprehensive industry with higher utilization rate of waste water, waste gas and waste have been used well, reduce the amount of chemical fertilizer, improve the degree of green agricultural products and by-products, and land rate has improved, overall promote the value of agricultural products and improving the quality of the various production processes can find alternative sources of raw materials in the vicinity of a production process will not cause problems serious impact on other sectors, and more types of products within the system, the effectiveness of the formulation and implementation of internal structure and good operation of the enterprise management system makes the circulation system Good ability to resist the impact of the market.
The problem is due to the rural economic system which involves a wide range, many other factors influence on subjective factors judgment will inevitably appear omissions in the construction process of the index system, due to the complexity of the problems of our agricultural production factors through further research to gradually improve.
