【摘要】：隨著社會經(jīng)濟的不斷深入發(fā)展,城市化水平的加速推進。土地、人口、資源與環(huán)境之間的矛盾問題也越來越凸顯。在此背景下,如何科學合理高效的利用城鎮(zhèn)土地資源顯得尤為必要,城鎮(zhèn)土地的分等定級是土地資源得到合理利用,得到優(yōu)化配置的基礎(chǔ)和前提。新疆地區(qū)地處西北,交通條件落后,區(qū)域經(jīng)濟社會發(fā)展水平較低。而且對于城鎮(zhèn)土地分等定級的研究也存在諸多不足,難以為城鎮(zhèn)土地的優(yōu)化開發(fā)和利用提供決策支持。 本文首先對城鎮(zhèn)土地分等定級的基礎(chǔ)理論,如地租理論、區(qū)位理論、土地供求理論等進行梳理和概述,從而對城鎮(zhèn)土地分等定級的基礎(chǔ)理論有一個更為全面深入的把握。對于城鎮(zhèn)土地分等定級的影響因素,分析方法都進行了分析,在一定程度上明晰了城鎮(zhèn)土地分等定級的基本方法,解決了技術(shù)與方法層面的問題。同時,為以后的進一步研究積累了相應(yīng)的資料。 本文通過對新疆重點城鎮(zhèn)土地分等定級的研究。有利于我們科學合理全面準確的掌握新疆重點城鎮(zhèn)城鎮(zhèn)土地質(zhì)量及利用狀況,在利用重點城鎮(zhèn)土地的問題上能夠做到科學管理并不斷提高土地使用率,為國家、全區(qū)等各級政府綜合制定各項土地政策以及相應(yīng)的宏觀調(diào)控措施提供基礎(chǔ)依據(jù),同時為新疆重點城鎮(zhèn)的土地估價、土地稅費征收提供依據(jù)。 本文綜合運用了多因素比較法和系統(tǒng)聚類分析法對新疆22個重點城鎮(zhèn)的土地分等定級進行了研究。并對克拉瑪依和喀什的具體情況進行了分析。認為隨著城市規(guī)劃的發(fā)展,區(qū)域趨同性在逐漸降低,不同的開發(fā)特色逐漸得以顯現(xiàn)。此外,通過與全國重點城市土地分等定級的比較研究,發(fā)現(xiàn)疆內(nèi)的土地分等情況與全國重點城市的土地分等情況存在著巨大的差距。
[Abstract]:With the deepening of the economic and social development, accelerate the city level. Land, population, the contradiction between resources and environment has become increasingly prominent. Under this background, how to scientific and rational use of urban land resources, it is necessary to divide the urban land grading, and so is the rational use of land resources, optimize the foundation and the premise of configuration. The Xinjiang area is located in the northwest region, traffic condition is backward, low level of economic and social development. But there are also many problems for the study of urban land classification, it is difficult for the development and optimization of urban land use to provide decision support.
Firstly, basic theory of urban land classification, such as land rent theory, location theory, review and overview of the land supply and demand theory, and basic theory of urban land classification has a more comprehensive grasp. Influencing factors in urban land classification, analysis methods are analyzed in a certain the degree of clarity the basic method of urban land classification, solve the technical problems and methods. At the same time, for further study the accumulation of the corresponding data.
This paper mainly through the study of Xinjiang urban land classification. We can accurately grasp the scientific and reasonable comprehensive Xinjiang key towns urban land quality and utilization of urban land, in the use of key issues to do scientific management and improve the efficiency of land use, for the country, the region at all levels of government to develop the land policy and macro comprehensive appropriate control measures provide the basis for Xinjiang at the same time, focus on urban land valuation, land tax collection provides the basis.
This paper uses multi factor comparison method and cluster analysis method of land classification of Xinjiang 22 key towns were studied. And the specific situation of Karamay and Kashi were analyzed. With the development of city planning, regional convergence gradually reduced, the different development features gradually emerge. In addition, through a comparative study with the national key city land classification, land grading and found in Xinjiang national key city land grading situation there is a huge gap.
