【摘要】：貴州省產業(yè)園區(qū)建設起步于1992年,經過十多年的發(fā)展,園區(qū)建設初見成效。按照我國2012年頒布的2300元的國家新貧困標準,在2012年,貴州仍有貧困人口1521萬,占農村人口的45.1%。在100個工業(yè)園的建設中,有許多工業(yè)園位于農村,例如畢節(jié)市黔西工業(yè)園、金沙縣工業(yè)園以及本文作為案例分析的威寧縣五里崗工業(yè)園。威寧縣五里崗工業(yè)園位于縣城以北與縣城相連,涉及縣城所在的草海鎮(zhèn)、羊街鎮(zhèn)7個村,19883人,涉及人口基本全部為農民且大部分生活較為貧困。在五里崗工業(yè)園區(qū)的建設過程中,對周邊農民的生產、生活帶來了巨大影響,對周邊農民增收也起到了一定的作用。本文主要通過以下五個部分對五里崗工業(yè)園區(qū)建設對周邊農民增收作用進行研究。第一部分介紹了本研究所處的歷史背景,目的和意義,以及本文主要的研究方法、研究框架、創(chuàng)新點和國內研究現狀。第二部分介紹了本研究的理論基礎以及對本研究用到的概念進行界定。第三部分介紹五里崗工業(yè)園區(qū)及其周邊農村情況并對周邊農民收入變動情況進行分析。第四部分根據調查問卷對五里崗工業(yè)園區(qū)建設對周邊農村增收作用、問題進行分析。第五部分主要是根據第四部分的分析提出采取加強文化教育、扶持農業(yè)龍頭企業(yè)、促進農業(yè)合作社建立、調整農業(yè)結構、發(fā)展農村金融、健全農村保障體系、完善農村基礎設施等措施促進工業(yè)園區(qū)周邊農民增收。
[Abstract]:The construction of Guizhou industrial park began in 1992. After more than ten years of development, the construction of Guizhou industrial park has achieved initial results. According to the new national poverty standard of 2300 yuan promulgated in 2012, there are still 15.21 million poor people in Guizhou in 2012, accounting for 45.1% of the rural population. In the construction of 100 industrial parks, many industrial parks are located in rural areas, such as Bijie Qianxi Industrial Park, Jinsha County Industrial Park and Wuligang Industrial Park of Weining County as a case study. Wuligang Industrial Park in Weining County is located north of the county seat and connected with the county seat. It involves 7 villages and 19883 people in Caohai Town, Yangjie Town, where the county seat is located. It involves the fact that the population is basically all farmers and most of them live in poverty. In the construction process of Wuligang Industrial Park, it has brought great influence on the production and life of the surrounding farmers, and also played a certain role in increasing the income of the surrounding farmers. This paper mainly studies the effect of Wuligang industrial park construction on increasing farmers' income through the following five parts. The first part introduces the historical background, purpose and significance of the research, as well as the main research methods, research framework, innovation and domestic research status. The second part introduces the theoretical basis of this study and defines the concepts used in this study. The third part introduces the Wuligang Industrial Park and its surrounding rural areas and analyzes the income changes of the surrounding farmers. The fourth part analyzes the effect of Wuligang industrial park construction on the surrounding rural income according to the questionnaire. According to the analysis of the fourth part, the fifth part mainly puts forward some measures, such as strengthening culture and education, supporting agricultural leading enterprises, promoting the establishment of agricultural cooperatives, adjusting the agricultural structure, developing rural finance, perfecting the rural security system, perfecting the rural infrastructure and so on, to promote the increase of farmers' income around the industrial park.
