虜縣農(nóng)村土地承包經(jīng)營制度研究
[Abstract]:The rural land contract management system is a cornerstone laid by the rural reform, which enables farmers to obtain land and have the opportunity of labor income generation. Today, with the deepening of the reform in an all-round way, the reform of the rural land contract management system has formed an important part of further deepening the comprehensive rural reform and promoting the rural economic and social development, and has always been a fundamental and starting reform, and has become the focus of continuous debate and attention in all aspects of the society. At the end of 2011, Ningxia Lip County was identified as one of the 24 rural comprehensive reform experimental areas in the country. In the face of opportunities and challenges, how to innovate the agricultural management system, let the land contract management, promote the reform of the rural land contract management system, let the broad masses of farmers participate in the modernization process equally, share the achievements of modernization development, is an important work to promote the increase of farmers' income, develop modern agriculture and maintain rural stability, and it is also an important subject that must be explored in deepening the rural reform in an all-round way. On the basis of studying the basic theory and related literature of the existing rural land contract management system, this paper analyzes the present situation and predicament of the rural land contract management system in Xiangxian County, and then probes into the ways to deepen the rural land contract management system in Ju County, and puts forward some countermeasures and suggestions for optimizing the rural land contract management system in Ju County. This study is of great significance to promote and deepen the comprehensive reform of rural areas in Ju County and even the whole country. This paper is mainly divided into five parts for systematic discussion. The first part is the introduction, which mainly introduces the background and significance of this study, summarizes the relevant research status at home and abroad, and explains the main contents, ideas and methods of this study, which paves the way for the following research. The second part explains the profound connotation of the rural land contract management system from the aspects of the definition, essence, characteristics and value of the rural land contract management system, and gradually reveals the limitations and causes of the rural land contract management system by studying the origin and development of the rural land contract management system. The third part is specific to the specific area of Ningxia, which summarizes the current situation and management effect of rural land contract management, including land overview, rural land contract management, rural land contract management measures and so on. The fourth part combs the realistic predicament faced by the rural land contract management system from different angles, including the conflict between the rural property right system reform and the current law and policy, the restriction of the rural property right circulation transaction, the problems existing in the sustainable development of the new agricultural management subject, and so on. Then find out the root and trace the source, and probe into the causes of the predicament of rural land contract management in Xuan County. The fifth part clarifies the overall thinking and main contents of optimizing the rural land contract management system in Jixian County, establishes the basic principles and expected objectives of optimizing the rural land contract management system in Jixian County, and in view of the predicament of the rural land management system in the previous chapter, from earnestly safeguarding the rights and interests of farmers, steadily promoting land circulation, vigorously cultivating new agricultural management subjects and professional farmers, and perfecting the mechanism of voluntary and paid transfer of farmers' property rights, The countermeasures and suggestions of optimizing the rural land contract management system in Jixian County are put forward from seven aspects: carrying out the development of joint-stock management by farmers with land management rights and developing joint-stock management and carrying out the supporting reform of urban and rural social management system.
