【摘要】：新農(nóng)村建設(shè)與鄉(xiāng)村發(fā)展是目前學(xué)術(shù)界討論的熱點(diǎn)領(lǐng)域。秦皇島市擁有得天獨(dú)厚的地理?xiàng)l件,自然資源優(yōu)渥,新農(nóng)村的建設(shè)和發(fā)展空間巨大。通過(guò)對(duì)我國(guó)社會(huì)主義新農(nóng)村建設(shè)的歷史回顧,從提出問(wèn)題的背景、意義與內(nèi)涵,新農(nóng)村建設(shè)的內(nèi)容和重點(diǎn),新農(nóng)村建設(shè)的途徑等幾個(gè)方面,對(duì)相關(guān)的理論研究成果進(jìn)行了綜述。在對(duì)國(guó)外新農(nóng)村建設(shè)的特點(diǎn)和經(jīng)驗(yàn)進(jìn)行總結(jié)、分析的基礎(chǔ)上,吸收和借鑒國(guó)外新農(nóng)村建設(shè)的有益經(jīng)驗(yàn),立足于秦皇島市新農(nóng)村建設(shè)的實(shí)踐現(xiàn)狀,從農(nóng)業(yè)經(jīng)濟(jì)、社會(huì)結(jié)構(gòu)、社會(huì)服務(wù)與人居環(huán)境、政府引導(dǎo)規(guī)劃、社會(huì)組織作用等方面深刻分析了農(nóng)村發(fā)展的特征及存在各種問(wèn)題。結(jié)合當(dāng)前新農(nóng)村建設(shè)的發(fā)展趨勢(shì),從強(qiáng)化制度與推進(jìn)局部向整體轉(zhuǎn)變進(jìn)程、扶持產(chǎn)業(yè)化龍頭企業(yè)擴(kuò)大生產(chǎn)規(guī)模、新民居建設(shè)與開(kāi)展農(nóng)村環(huán)境建設(shè)等五個(gè)方面對(duì)未來(lái)秦皇島市的新農(nóng)村建設(shè)和發(fā)展進(jìn)行了對(duì)策研究。
[Abstract]:The construction of new countryside and the development of countryside are the hot areas discussed by academia at present. Qinhuangdao City has unique geographical conditions, natural resources are excellent, new rural construction and development space is huge. Based on the historical review of the construction of the new socialist countryside in China, this paper summarizes the relevant theoretical research results from the aspects of the background, significance and connotation of the questions raised, the content and emphasis of the construction of the new countryside, and the approaches to the construction of the new countryside. On the basis of summarizing and analyzing the characteristics and experiences of the construction of the new countryside abroad, this paper absorbs and draws lessons from the beneficial experience of the construction of the new countryside of foreign countries, and bases on the practical situation of the construction of the new countryside of Qinhuangdao City, from the point of view of agricultural economy and social structure, The characteristics and problems of rural development are deeply analyzed in the aspects of social service and human settlement environment, government guiding planning, social organization and so on. In the light of the current development trend of the new rural construction, from strengthening the system and pushing forward the process of transformation from the local to the whole, the leading industrial enterprises are supported to expand their production scale. The construction of new dwellings and the development of rural environment in Qinhuangdao City in the future are studied in five aspects, which are the construction and development of new countryside in Qinhuangdao City.
