【摘要】：本文采用宏觀分析與微觀分析相結(jié)合、理論與實際相結(jié)合的方法,對陜西省農(nóng)業(yè)標準體系與農(nóng)產(chǎn)品檢測體系現(xiàn)狀及存在的問題進行了較為深入而系統(tǒng)的研究,對實施農(nóng)業(yè)標準化的政府決策提供一定的參考依據(jù),對陜西省農(nóng)業(yè)標準化的全面實施具有重要指導(dǎo)意義。本研究獲得的主要研究結(jié)果如下:(1)本文分析農(nóng)業(yè)標準體系的相關(guān)理論,對標準、農(nóng)業(yè)標準的概念及內(nèi)涵進行分析,論述陜西省農(nóng)業(yè)標準體系現(xiàn)狀與存在問題。認為陜西省農(nóng)業(yè)標準體系形成和運行過程中存在的主要問題有:農(nóng)業(yè)標準的實施還沒有成為農(nóng)戶的自覺行動;農(nóng)業(yè)標準化問題研究不夠深入;農(nóng)業(yè)標準體系不夠健全;農(nóng)業(yè)標準推廣體制和措施缺失;推進農(nóng)業(yè)標準化的長效機制還沒有形成。(2)根據(jù)陜西省農(nóng)業(yè)標準工作特點及其面臨的形勢與問題,提出建立農(nóng)業(yè)標準化推廣的長效機制,保障農(nóng)業(yè)標準化的全面實施,提出強化宣傳與培訓;結(jié)合陜西省情,加強農(nóng)業(yè)標準化科研;因地制宜,建立結(jié)構(gòu)合理、科學實用的農(nóng)業(yè)標準化體系框架;加強農(nóng)業(yè)標準化隊伍建設(shè)的對策。(3)本文分析農(nóng)產(chǎn)品檢測體系的現(xiàn)狀,論述陜西省農(nóng)產(chǎn)品檢測體系現(xiàn)狀與存在問題。認為陜西省農(nóng)產(chǎn)品檢測體系形成和運行過程中存在的主要問題有:功能定位不清晰,整體效能不高;制度落實不到位,政府投入不足,經(jīng)費渠道單一;重硬件建設(shè)輕能力建設(shè),基層檢測機構(gòu)運行乏力;缺乏有效激勵約束機制,發(fā)展后勁不足。(4)根據(jù)國內(nèi)外農(nóng)產(chǎn)品質(zhì)量安全檢測特點及其面臨的形勢與任務(wù),提出農(nóng)產(chǎn)品檢測體系的改進措施:明確各級檢測機構(gòu)功能定位;對縣級檢測機構(gòu)進行整合,發(fā)揮檢測中心的作用;落實完善農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管職責;加強人才隊伍建設(shè),開展檢測人員資質(zhì)考核;建立考核評價體系,實施動態(tài)管理。
[Abstract]:Based on the combination of macro-analysis and micro-analysis, and the combination of theory and practice, this paper makes a thorough and systematic study on the present situation and existing problems of agricultural standard system and agricultural product detection system in Shaanxi Province. It provides a certain reference basis for the government decision to implement agricultural standardization, and has important guiding significance for the overall implementation of agricultural standardization in Shaanxi Province. The main results obtained in this study are as follows: (1) this paper analyzes the relevant theories of agricultural standard system, analyzes the standard, the concept and connotation of agricultural standard, and discusses the present situation and existing problems of agricultural standard system in Shaanxi Province. The main problems existing in the formation and operation of agricultural standard system in Shaanxi Province are as follows: the implementation of agricultural standard has not become the conscious action of farmers, the research on agricultural standardization is not deep enough, the agricultural standard system is not perfect enough, and the agricultural standard system is not perfect enough. Lack of agricultural standard extension system and measures; The long-term mechanism to promote agricultural standardization has not been formed yet. (2) according to the characteristics of agricultural standards in Shaanxi Province and the situation and problems faced by them, it is proposed to establish a long-term mechanism for agricultural standardization extension to ensure the full implementation of agricultural standardization. Put forward to strengthen propaganda and training; According to the situation of Shaanxi Province, we should strengthen the scientific research of agricultural standardization, set up the frame of agricultural standardization system with reasonable structure, scientific and practical, and take measures according to local conditions. Countermeasures to strengthen the construction of agricultural standardization team. (3) this paper analyzes the present situation of agricultural product testing system and discusses the present situation and existing problems of agricultural product testing system in Shaanxi province. It is considered that the main problems existing in the formation and operation of the agricultural product testing system in Shaanxi Province are as follows: the function orientation is not clear, the overall efficiency is not high, the system is not implemented, the government input is insufficient, and the funding channel is single. Emphasis on hardware construction rather than capacity construction, grass-roots testing institutions are weak; Lack of effective incentive and restraint mechanism, lack of development momentum. (4) according to the quality and safety inspection characteristics of agricultural products at home and abroad and the situation and tasks faced, the improvement measures of agricultural product inspection system are put forward: to clarify the functional orientation of inspection agencies at all levels; To integrate the county-level inspection institutions and give full play to the role of the testing center; to implement and perfect the responsibilities of supervision and control of the quality and safety of agricultural products; to strengthen the construction of the talent team; to carry out the assessment of the qualifications of the testing personnel; to establish the assessment and evaluation system
