開(kāi)封市人地掛鉤的實(shí)施研究
[Abstract]:The construction of the Central Plains Economic Zone has brought an infinite vitality to the development of Henan, and the development of Zheng's integration has put forward a new challenge for the development of Kaifeng. In such a era of the rapid development of the social economy, a new breakthrough has to be sought in the traditional mode of development _ not only the rapid development of the economy but also the protection of the cultivated land. The suggestion of the human-to-earth link provides the possibility for opening the city to realize the harmonious development of the people and the sustainable development of the society. In recent years, Kaifeng has made great efforts to build a famous historical and cultural city, but in the traditional development mode, the rapid development of the city has brought great trouble to the regional balance development of the whole town. In the process of the rapid development of the urbanization, the expansion of the urban population, the limited use of the urban construction land and the extensive development of the rural areas have hindered the process of urbanization to some extent. The emergence of these problems shows that the development of the town requires a new and creative land management mode. The implementation of the human-ground linkage has promoted the balance of the development of the urban and rural areas, laid the foundation for the urban and rural land-use optimization and the sustainable development, and provided the basis for strengthening the land-use control system. This paper is based on the theory of land use space optimization, system optimization theory, land ecological optimization theory, intensive conservation and utilization theory and application control theory. In this paper, the city of Kaifeng is divided into six regions, namely, Kaifeng City (including Longting District, Shunhe Hui District, Gulou District, Yu Wangtai District and Jinming District), Yinxian, Tongxu County, Weishi County, Kaifeng County (Xiangzi District) and Lankao County. On the basis of population prediction and combining with the actual process speed of local urbanization and the local direction, the number and layout of the urban land are quantitatively predicted by the per capita standard quota prediction model, The paper, using the entropy method to revise the theoretical potential of the settlement of the farming point, then puts forward the index and the layout of the local construction land, and puts forward concrete suggestions for the implementation of the hook and the realization of the city's scientific development. Based on the study of the index and layout of the people in Kaifeng City, the following conclusions are drawn: (1) With the development of urbanization, the demand for urban construction land in Kaifeng is still on the rise. It is predicted that the total population of Kaifeng City is 5937846 in 2020, and the total population in the urban area is 1236654, and the number of rural residents is 645826. The new population of the town is more than that of the rural area. In the process of the development of the urbanization, it may be necessary to make use of the refresh of the farming point to make appropriate adjustment, so as to achieve the structural optimization of the regional development and the optimization of the spatial layout of the land use. Therefore, it is very important for the reasonable planning and arrangement of the farming point. (2) The sustainable development of the regional development is favorable to the development of the theory potential of the rural residence. The new construction land for the town in 2020, the total of 8036.32 hectares in the whole city, the theoretical tentage of the farming point is 47356.99 hectares, and the potential for the real-time withdrawal is 7474.76 ha; The correction factor is between 0.126 and 0.267. This data indicates that the realistic difficulty of the arrangement of the agricultural residence in Kaifeng City is relatively large. The lack of reasonable planning for rural development, the lack of reasonable legal circulation of the land ownership and the shortage of funds in the construction of new rural areas are likely to increase the difficulty of the arrangement of the rural residence. Only by establishing a fair, just and reasonable land trading platform, effective distribution and supervision of the flow of land resources between urban and rural areas, ensuring the legal circulation of land resources, and ensuring that the funds of land resources flow are used in the construction of new rural areas, So as to realize the sustainable utilization of the resources and promote the synchronous development of the urban and rural areas. (3) The reasonable planning of the arrangement of the farming point can help the coordination of regional development. From the realistic potential of the point of farming, the county of Kaifeng is in a condition that can't be self-sufficient, but from the theoretical potential, the potential of the arrangement of the rural residence is still relatively large. Therefore, the reasonable planning and layout of the rural population point provides the necessary foundation for the optimization of the land resource utilization between the urban and rural areas, and provides the power for the development of the urban and rural areas, thus improving the coordination of the development of the whole region, promoting the development of the integration of the city and the city, and accelerating the construction of the Central Plains Economic Zone.
