【摘要】："駐村幫扶"是我國(guó)扶貧開發(fā)工作的重要模式之一。河北省饒陽(yáng)縣寨子村以心理基礎(chǔ)、有效服務(wù)、造血機(jī)能、聯(lián)系制度為依托,形成有機(jī)統(tǒng)一的"駐村幫扶"精準(zhǔn)扶貧模式,呈現(xiàn)出扶志與扶智協(xié)同并舉、激勵(lì)與積力融合發(fā)展、駐村與助村有效推進(jìn)的特點(diǎn)。然而,寨子村"駐村幫扶"精準(zhǔn)扶貧模式存在著脫貧致富內(nèi)生動(dòng)力激發(fā)不充分、脫貧攻堅(jiān)舉措持續(xù)性欠缺、脫貧致富長(zhǎng)效治理機(jī)制不健全等缺陷。實(shí)現(xiàn)精準(zhǔn)扶貧、精準(zhǔn)脫貧,需要強(qiáng)化文化貧困人口的精準(zhǔn)識(shí)別;構(gòu)建"駐村幫扶"長(zhǎng)效運(yùn)行機(jī)制;推動(dòng)精準(zhǔn)扶貧力量相互配合與持續(xù)接力;健全精準(zhǔn)扶貧內(nèi)外路徑融合架構(gòu),不斷促進(jìn)"駐村幫扶"精準(zhǔn)扶貧模式良好運(yùn)轉(zhuǎn)。
[Abstract]:Helping in villages is one of the important models of poverty alleviation and development in China. Based on the psychological basis, effective service, hematopoietic function and connection system, Zhaizi Village, Raoyang County, Hebei Province, forms an organic and unified model of "helping and helping the Village" in order to help the poor, showing the coordinated development of the spirit and the wisdom, and the combination of encouragement and accumulation. The characteristics of effective promotion in the village and in the village. However, the precision poverty alleviation model in Zhaizi Village has some defects, such as insufficient endogenous motive force to get rid of poverty and prosperity, lack of sustained measures to overcome poverty and difficulties, and imperfect long-term management mechanism of poverty and prosperity. In order to achieve precision poverty alleviation, we need to strengthen the accurate identification of the cultural poor population, construct the long-term operation mechanism of "helping the village", promote the precision poverty alleviation forces to cooperate with each other and continue the relay; Improve the internal and external path of precision poverty reduction fusion structure, and constantly promote the "village help" precision poverty reduction model good operation.
