【摘要】：讓現(xiàn)有標(biāo)準(zhǔn)下4335萬農(nóng)村貧困人口全部脫貧,是決勝全面小康的艱巨任務(wù)。長期以來,我國扶貧工作存在扶貧目標(biāo)偏離、運動式扶貧、貧困人口有"等、靠、要"依賴性思想等方面的問題,為此,提高扶貧的精準(zhǔn)性尤為重要。通過對阿馬蒂亞·森可行能力理論的研究可知,可行能力理論與精準(zhǔn)扶貧在精準(zhǔn)性、主動性和長效性上有高度的相關(guān)性,可為我國扶貧事業(yè)提供理論向?qū)�。本文提出政府�?yīng)從基本公共服務(wù)、基本醫(yī)療衛(wèi)生和基本公共教育三個維度提升貧困人口的可行能力,進(jìn)而推動我國精準(zhǔn)扶貧事業(yè)的發(fā)展,確保所有貧困人口如期在2020年全面實現(xiàn)小康。
[Abstract]:It is an arduous task to break out of poverty of 43.35 million rural poor people under the existing standards. For a long time, there are some problems in poverty alleviation in our country, such as deviation of poverty alleviation target, movement poverty alleviation, poor population, depending on, depending on thought, etc. Therefore, it is very important to improve the accuracy of poverty alleviation. Through the study of Amartya Sen's theory of feasible ability, it can be seen that the theory of feasible ability has a high correlation with precision, initiative and long-term effect, which can provide a theoretical guide for the cause of poverty alleviation in China. This paper puts forward that the government should improve the feasible ability of the poor population from the three dimensions of basic public service, basic medical and health care and basic public education, and then promote the development of the cause of precision poverty alleviation in our country. Ensure that all poor people will be fully well-off by 2020.
