【摘要】：研究目的:基于生態(tài)文明理念,根據(jù)生態(tài)系統(tǒng)管理的一體化原則,構(gòu)建海岸灘涂綜合管理體制。研究方法:文獻(xiàn)分析法、比較分析法和綜合分析法。研究結(jié)果:(1)海岸灘涂是一個(gè)典型的自然—經(jīng)濟(jì)—社會(huì)復(fù)合生態(tài)系統(tǒng),結(jié)構(gòu)復(fù)雜、功能多樣、動(dòng)態(tài)開放、敏感脆弱、生態(tài)價(jià)值高;(2)中國現(xiàn)行海岸灘涂管理體制是地方政府主導(dǎo)的、分權(quán)分散的、資源資產(chǎn)管理體制,管理決策缺乏技術(shù)支撐,管理過程缺乏公眾參入;(3)當(dāng)前的管理體制導(dǎo)致海岸灘涂管理秩序混亂,開發(fā)無序,面積銳減,生態(tài)環(huán)境惡化。研究結(jié)論:構(gòu)建海岸灘涂管理委員會(huì)決策的、綜合管理辦公室協(xié)調(diào)的、職能部門實(shí)施的、專家配合的、公眾參入的生態(tài)系統(tǒng)綜合管理體制,統(tǒng)籌協(xié)調(diào)海岸灘涂的開發(fā)、利用和保護(hù)之間的關(guān)系,實(shí)現(xiàn)沿海地區(qū)的可持續(xù)發(fā)展。
[Abstract]:Objective: based on the concept of ecological civilization and the principle of the integration of ecosystem management, the integrated management system of coastal beach was constructed. Methods: literature analysis, comparative analysis and comprehensive analysis. The results are as follows: (1) the coastal tidal flat is a typical natural, economic and social complex ecosystem with complex structure, diverse functions, dynamic opening, sensitive and fragile, and high ecological value; (2) the current coastal tidal flat management system in China is dominated by local governments. Decentralization, resources and assets management system, the lack of technical support for management decisions, lack of public participation in the management process; (3) the current management system leads to the coastal beach management order chaos, development disorder, area decline, ecological environment deterioration. Conclusion: to construct the integrated management system of the coastal tidal flat management committee, which is coordinated by the integrated management office, implemented by the functional department, cooperated by the experts, and participated by the public, so as to coordinate the development of the coastal tidal flat as a whole. The relationship between utilization and protection to realize the sustainable development of coastal areas.
