基于LESA體系的延安市基本農(nóng)田劃定研究

【摘要】:基本農(nóng)田作為最寶貴的土地資源為糧食作物的生長(zhǎng)提供肥沃的土壤,為社會(huì)進(jìn)步提供堅(jiān)實(shí)的保障,是人類生存和發(fā)展的基礎(chǔ)。因此我國(guó)實(shí)行了世界上最嚴(yán)格的耕地保護(hù)制度和基本農(nóng)田保護(hù)制度。但是在基本農(nóng)田保護(hù)實(shí)施過(guò)程中,無(wú)論從基本農(nóng)田劃定指標(biāo)下達(dá),還是基本農(nóng)田劃定過(guò)程中都存在不合理、不規(guī)范現(xiàn)象。本文針對(duì)上述問(wèn)題,以延安市為研究區(qū)域,在分析延安市各縣本輪土地利用總體規(guī)劃基本農(nóng)田指標(biāo)、基期耕地?cái)?shù)量、本輪土地利用總體規(guī)劃劃定的基本農(nóng)田以及基本農(nóng)田現(xiàn)狀的基礎(chǔ)上,借鑒美國(guó)耕地質(zhì)量和立地條件評(píng)價(jià)體系(LESA)研究延安市市域范圍內(nèi)基本農(nóng)田劃定。旨在探索建立一套科學(xué)的基本農(nóng)田劃定體系,包括基本農(nóng)田指標(biāo)的確定以及基本農(nóng)田劃定實(shí)施。本次延安市在不限制各縣基本農(nóng)田指標(biāo)的前提下劃定基本農(nóng)田數(shù)量為264455.87公頃,基本農(nóng)田耕地綜合評(píng)價(jià)分值大于或等于54.54分。通過(guò)與本輪土地利用總體規(guī)劃劃定基本農(nóng)田對(duì)比分析,發(fā)現(xiàn)在基本農(nóng)田數(shù)量基本相同的情況下,本次劃定基本農(nóng)田總體質(zhì)量更高,布局更合理。通過(guò)本次研究發(fā)現(xiàn):1、我國(guó)現(xiàn)行基本農(nóng)田劃定方法存在弊端,主要表現(xiàn)在基本農(nóng)田指標(biāo)不合理,基本農(nóng)田在劃定過(guò)程中無(wú)硬性的耕地質(zhì)量限制,劃定基本農(nóng)田總體質(zhì)量不高。2、耕地質(zhì)量和立地條件評(píng)價(jià)體系(LESA)能夠保證基本農(nóng)田的科學(xué)劃定。在一定的基本農(nóng)田數(shù)量限定下,通過(guò)耕地質(zhì)量的評(píng)價(jià)對(duì)耕地質(zhì)量進(jìn)行限制,通過(guò)立地條件評(píng)價(jià)寫(xiě)條基本農(nóng)田與其他社會(huì)經(jīng)濟(jì)發(fā)展的關(guān)系,最終科學(xué)劃定基本農(nóng)田。3、延安市基本農(nóng)田有優(yōu)化空間。通過(guò)兩次劃定基本農(nóng)田數(shù)量對(duì)比以及空間分布對(duì)比,延安市有至少56611.78公頃基本農(nóng)田可以調(diào)整優(yōu)化,占延安市基本農(nóng)田總量的21.00%。4、在較大區(qū)域范圍統(tǒng)一劃定基本農(nóng)田有利于基本農(nóng)田總體質(zhì)量的提升。
[Abstract]:As the most valuable land resource, basic farmland provides fertile soil for the growth of food crops, provides a solid guarantee for social progress, and is the basis for the survival and development of human beings.Therefore, our country implements the strictest farmland protection system and the basic farmland protection system in the world.However, in the process of implementing the basic farmland protection, there are unreasonable and non-standard phenomena in the basic farmland demarcation index or in the basic farmland demarcation process.In view of the above problems, taking Yan'an city as the research area, this paper analyzes the basic farmland index of the overall land use planning of each county in Yan'an city, and the amount of cultivated land in the base period.On the basis of the basic farmland and the present situation of the basic farmland defined in this round of land use master plan, the basic farmland delineation in Yanan City is studied by using the evaluation system of farmland quality and site conditions in the United States for reference.The purpose of this paper is to establish a scientific basic farmland delineation system, including the determination of basic farmland indexes and the implementation of basic farmland demarcation.The number of basic farmland in Yanan city is 264455.87 hectares without limiting the basic farmland index of each county, and the comprehensive evaluation score of basic farmland is greater than or equal to 54.54 points.By comparing and analyzing the basic farmland delineated in this round of land use master plan, it is found that the total quality of the basic farmland is higher and the layout is more reasonable when the number of basic farmland is basically the same.Through this study, we found that the current basic farmland demarcation method in China has some drawbacks, mainly reflected in the unreasonable basic farmland indicators and the lack of rigid cultivated land quality restrictions during the demarcation process of basic farmland.The evaluation system of cultivated land quality and site condition can guarantee the scientific demarcation of basic farmland.Under certain limits on the number of basic farmland, the quality of cultivated land is restricted through the evaluation of cultivated land quality, and the relationship between basic farmland and other social and economic development is written through site condition evaluation.The final scientific delineation of basic farmland. 3, Yanan City basic farmland has optimized space.By comparing the number of basic farmland and the spatial distribution twice, Yanan has at least 56611.78 hectares of basic farmland that can be adjusted and optimized.It accounts for 21.00% of the total basic farmland in Yanan city, and it is helpful to improve the overall quality of basic farmland in a large area.
