忠縣農(nóng)村土地資產(chǎn)市場發(fā)展研究

【摘要】:推動農(nóng)村土地資產(chǎn)市場的發(fā)展,可緩解城市用地緊張和偏遠地區(qū)農(nóng)地利用率低下的問題,同時還可以有效降低農(nóng)地自發(fā)流轉的潛在風險,推進農(nóng)地集約規(guī)模利用,實現(xiàn)土地資產(chǎn)在城鄉(xiāng)的高效配置。依法建立農(nóng)村土地資產(chǎn)市場,盤活農(nóng)村土地資產(chǎn),為農(nóng)村土地資產(chǎn)交易提供平臺,提高農(nóng)民收入是必要的。建立健全農(nóng)村土地資產(chǎn)市場,確保城鄉(xiāng)之間在資源配置和利用方面擁有平等的權利和機會,才能實現(xiàn)真正意義上的公平和正義。有序推進農(nóng)村土地資產(chǎn)市場的發(fā)展,是實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展的必然要求,也是新農(nóng)村建設的必要基礎,同時對于構建和諧社會也具有特別重要的意義。重慶市作為中國城鄉(xiāng)統(tǒng)籌綜合改革試驗區(qū)、戶籍制度改革和社會主義新型農(nóng)村社區(qū)建設的先行區(qū),在農(nóng)村土地流轉方面做了大量的先行試驗,取得了大量的成果。本文選取三峽移民大縣忠縣為例,通過文獻梳理及實地調研,采取參與式農(nóng)戶調查法、定性分析與定量分析相結合的方法和規(guī)范研究與實證研究相結合的方法進行農(nóng)村土地資產(chǎn)市場發(fā)展研究,以期為今后農(nóng)村土地制度改革及農(nóng)村土地建設用地入市提供一定理論參考,本文主要解決了三個問題:一是基于粗糙集理論,通過綜合評價法對忠縣2007年及2012年農(nóng)村土地資產(chǎn)市場的發(fā)展進行評價,了解忠縣農(nóng)村土地資產(chǎn)市場發(fā)展狀況。二是基于重慶市忠縣調研數(shù)據(jù),通過頭腦風暴法及德爾菲法探索影響農(nóng)村土地資產(chǎn)市場發(fā)展的因素,再運用廣義灰色關聯(lián)分析法定量分析影響因子。三是運用德爾菲法、頭腦風暴法探索農(nóng)村土地資產(chǎn)建設風險源,并且采用層次分析法(AHP)對農(nóng)村資產(chǎn)市場構建風險進行定量分析。得出了以下結論:(1)農(nóng)村土地資產(chǎn)市場在2007-2012年間發(fā)生了較大的變化,總體變化趨勢良好,評價模型滿分為1,總體得分從2007年的0.2278上升到2012年的0.7476,上升值達0.5198。分數(shù)提高值從高到低為農(nóng)戶認知C5、交易方式C1、交易規(guī)模C2、市場監(jiān)督C4、中介組織C3(2)通過德爾菲法和廣義灰色關聯(lián)分析法,定性定量分析影響忠縣農(nóng)村土地資產(chǎn)市場交易量變化的影響因子,并歸納為農(nóng)村改革發(fā)展政策驅動、農(nóng)村經(jīng)濟社會變化驅動和農(nóng)戶生計變化驅動三大類因素。從單個因子看,土地集約經(jīng)營規(guī)模、現(xiàn)代農(nóng)業(yè)龍頭企業(yè)、涉農(nóng)金融貸款規(guī)模與農(nóng)民就業(yè)培訓覆蓋率是影響農(nóng)村土地資產(chǎn)變化的重要驅動因子。(3)通過頭腦風暴法及德爾菲法從6個方面定性分析風險源,并采取層次分析法(AHP)計算得出,農(nóng)村土地資產(chǎn)市場發(fā)展過程中,可能存在農(nóng)村土地產(chǎn)權管理隱患、農(nóng)村社會保障體系不健全、農(nóng)村土地制度改革滯后、收益分配不合理等風險。
[Abstract]:Promoting the development of the rural land asset market can alleviate the problems of the shortage of urban land use and the low utilization rate of agricultural land in remote areas. At the same time, it can also effectively reduce the potential risks of the spontaneous circulation of agricultural land and promote the intensive use of agricultural land.To achieve efficient allocation of land assets in urban and rural areas.It is necessary to establish rural land asset market according to law, to activate rural land assets, to provide a platform for rural land asset transaction, and to raise farmers' income.Only by establishing and perfecting the market of rural land assets and ensuring equal rights and opportunities in the allocation and utilization of resources between urban and rural areas can we achieve real fairness and justice.To promote the development of rural land assets market in an orderly manner is an inevitable requirement for the overall development of urban and rural areas, and also a necessary basis for the construction of new rural areas. At the same time, it is also of special significance to the construction of a harmonious society.As a pilot area of comprehensive reform in China's urban and rural areas, Chongqing has made a large number of pilot experiments on the transfer of rural land and achieved a great deal of achievements in the reform of the household registration system and the construction of a new socialist rural community.This paper selects Zhongxian County of the three Gorges Migration County as an example, through literature review and field investigation, adopts the participatory peasant household investigation method.The method of combining qualitative analysis with quantitative analysis, and the method of combining normative research with empirical study, are used to study the development of rural land asset market.In order to provide some theoretical reference for the reform of rural land system and the entry of rural land construction land into the market, this paper mainly solves three problems: first, based on rough set theory,The development of rural land asset market in Zhongxian in 2007 and 2012 was evaluated by comprehensive evaluation method to understand the development of rural land asset market in Zhongxian.Secondly, based on the investigation data of Zhongxian County in Chongqing, the factors influencing the development of rural land assets market are explored by brainstorming method and Delphi method, and then the influence factors are quantitatively analyzed by generalized grey relational analysis.The third is to use Delphi method and brainstorming method to explore the risk source of rural land asset construction, and use AHP (Analytic hierarchy process) to quantitatively analyze the risk of rural asset market construction.The following conclusions are drawn: (1) the rural land asset market has changed greatly in the period of 2007-2012, and the overall change trend is good. The full score of the evaluation model is 1, the total score rises from 0.2278 in 2007 to 0.7476 in 2012, and the rising value reaches 0.5198.The improvement value from high to low is the farmers' cognition C5, transaction mode C1, transaction scale C2, market supervision C4, intermediary organization C3C2) through Delphi method and generalized grey relational analysis.Qualitative and quantitative analysis of the impact factors affecting the market volume of rural land assets in Zhongxian County, and summed up as rural reform and development policy driven, rural economic and social changes and farmers' livelihood change driven three categories of factors.From a single factor perspective, the scale of intensive land management, the leading enterprises in modern agriculture,The scale of agriculture-related financial loans and the coverage rate of farmers' employment training are the important driving factors that affect the change of rural land assets. The risk sources are qualitatively analyzed by brainstorming method and Delphi method, and calculated by the Analytic hierarchy process (AHP).In the course of the development of rural land assets market, there may be hidden dangers in the management of rural land property rights, imperfect rural social security system, lagging reform of rural land system, unreasonable income distribution, and so on.
