【摘要】：內(nèi)蒙古地跨三北,是亞歐大陸重要經(jīng)濟(jì)走廊和我國重要能源基地。未來一段時(shí)期,城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)、縣域經(jīng)濟(jì)發(fā)展、傳統(tǒng)能源和新型環(huán)保能源項(xiàng)目建設(shè)、生態(tài)文明建設(shè)等均將進(jìn)入全面快速發(fā)展期,會(huì)極大催生對(duì)土地開發(fā)的需求。那么如何解決好現(xiàn)實(shí)用地模式中農(nóng)與建的矛盾,充分利用好未利用土地這一用地模式中的新變量,有效走出“非此即彼”兩難困局,就必須發(fā)揮好自治區(qū)未利用地資源數(shù)量大、分布廣,各盟市未利用地資源可開發(fā)前景廣闊的優(yōu)勢,加強(qiáng)對(duì)區(qū)域內(nèi)豐富的未利用地資源開發(fā)。而自治區(qū)西部區(qū)的阿拉善盟、烏海市、鄂爾多斯市和巴彥淖爾市集中著內(nèi)蒙古自治區(qū)1360.00萬公頃未利用資源,占全區(qū)未利用地總面積的72.94%,因此開展西部地區(qū)未利用的研究對(duì)科學(xué)合理解決我國西北部地區(qū)用地供需矛盾、切實(shí)保護(hù)耕地、加強(qiáng)生態(tài)環(huán)境保護(hù)和經(jīng)濟(jì)建設(shè)發(fā)展等提供了非常有價(jià)值的科學(xué)依據(jù),為開展土地利用總體規(guī)劃修編及主體功能區(qū)規(guī)劃奠定了基礎(chǔ)。本文用限制因素法和指數(shù)開方法等方法,通過對(duì)西部地區(qū)四盟市未利用地潛力等級(jí)和適宜類進(jìn)行研究,西部四盟市未利用地資源中可利用類93.53萬公頃,占西部未利用地總面積的6.88%,主要類型包括荒草地、鹽堿地和沙地等。西部可利用未利用地資源中,建設(shè)用地適宜類4.91萬公頃;耕地適宜類3.39萬公頃;林地適宜類0.62萬公頃;人工草地適宜類3.57萬公頃。結(jié)合四盟市自身自然地理?xiàng)l件和未利用地開發(fā)現(xiàn)狀,以及國家為支持內(nèi)蒙古經(jīng)濟(jì)又好又快實(shí)施的一系列利好政策,從四個(gè)盟市發(fā)展今后一段時(shí)期的發(fā)展思路考慮,提出西部四個(gè)盟市未利用地開發(fā)潛力及下一步發(fā)展方向的建議:一是在內(nèi)蒙古西部地區(qū),未利用地的開發(fā)不應(yīng)該盲目遵從“適宜開發(fā)為農(nóng)用地的,要優(yōu)先開發(fā)為農(nóng)用地”這一原則。應(yīng)該從四盟市自身未利用地?cái)?shù)量和質(zhì)量以及適宜類幾個(gè)方面綜合考慮。二是土地差別化政策是保護(hù)耕地資源的重要基礎(chǔ)。放開對(duì)未利用地指標(biāo)使用的控制,對(duì)符合一定條件的未利用地轉(zhuǎn)為建設(shè)用地,給予一定的新增建設(shè)用地土地有償使用費(fèi)減免政策,才能進(jìn)一步提高未利用地使用效率,從根本上達(dá)到保護(hù)耕地的目的。

How to solve the practical mode of construction and peasants contradiction, make full use of the unused land for the new variable mode, effectively out of the dilemma, we must either this or that "play a large number of unused land resources, regional wide distribution, the Union City unused land resources development prospects the advantage, strengthen the region rich in unused land resources development. While the Western District of the autonomous region Alashan, Wuhai City, Ordos city and Bayannaoer city of the Inner Mongolia Autonomous Region on 1360 Million hectares of unused resources, the region accounted for 72.94% of the total area of unused land, so to carry out the research in the western area did not use a reasonable solution in northwest area of China land supply and demand of science, effectively protecting farmland, strengthen ecological environment protection and economic development provides a very valuable scientific basis for the development of the land. The four Union City from its unused land quantity and quality as well as the appropriate class several aspects of the comprehensive consideration. The two is land differentiation policy is an important basis for the protection of arable land resources.
