【摘要】：人口老齡化是當(dāng)今全球都面臨的共性問(wèn)題。隨著我國(guó)老齡人口的不斷增長(zhǎng),現(xiàn)有的經(jīng)濟(jì)、社會(huì)以及人民生活等各個(gè)方面都將受到一定程度的影響。我們暨需解決的問(wèn)題如何真正實(shí)現(xiàn)老有所養(yǎng)。我國(guó)在應(yīng)對(duì)這一全球性問(wèn)題時(shí),將居家養(yǎng)老服務(wù)作為一項(xiàng)重要的戰(zhàn)略決策。安州區(qū)是“5·12”特大地震的重災(zāi)區(qū)之一,再加之特有的山區(qū)地形,其老齡化程度也較為嚴(yán)重。為緩解這一壓力,切實(shí)解決農(nóng)村老年人的養(yǎng)老問(wèn)題,安州區(qū)委、區(qū)政府高度重視居家養(yǎng)老工作,明確要建設(shè)覆蓋城鄉(xiāng)的“9064”安州養(yǎng)老新格局,并提出構(gòu)建“居家養(yǎng)老為主體、社區(qū)照料為依托、機(jī)構(gòu)養(yǎng)老為支撐、信息服務(wù)為輔助”的社會(huì)養(yǎng)老服務(wù)體系的目標(biāo),通過(guò)幾年的努力,取得了一些成就和工作經(jīng)驗(yàn)。本文以安州區(qū)為例,介紹了安州區(qū)人口老齡化的特點(diǎn)和居家養(yǎng)老服務(wù)工作的現(xiàn)狀及面臨的挑戰(zhàn),通過(guò)對(duì)安州區(qū)老年人口居家養(yǎng)老服務(wù)需求的問(wèn)卷調(diào)查,運(yùn)用文獻(xiàn)資料法、對(duì)比分析法及歸納法等方法統(tǒng)計(jì)分析安州區(qū)農(nóng)村老年人居家養(yǎng)老服務(wù)的需求及其影響因素。本研究通過(guò)老年人的基本特征分析其對(duì)居家養(yǎng)老服務(wù)需求的影響,并收集其在居家養(yǎng)老服務(wù)方面的需求。充分借鑒國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn),聯(lián)系安州區(qū)養(yǎng)老實(shí)際,對(duì)農(nóng)村老年人的居家養(yǎng)老問(wèn)題提出相關(guān)發(fā)展對(duì)策和建議。
[Abstract]:The aging of the population is a common problem facing the whole world. With the continuous growth of the aging population in China, the existing economy, All aspects of society and people's lives will be affected to a certain extent. We and the problems that need to be solved are how to truly achieve a sense of security for the elderly. In dealing with this global problem, Take home pension service as an important strategic decision. Anzhou District is one of the hardest hit areas of the "May 12" earthquake, coupled with the unique mountainous terrain, its aging degree is also relatively serious. In order to alleviate this pressure, The Anzhou District Party Committee and the District Government attach great importance to the work of providing for the aged at home, make it clear that we should build a new pattern of "9064" for the aged in Anzhou, which covers urban and rural areas, and propose to build a new pattern of providing for the aged at home as the main body and community care as the basis. The goal of the social pension service system, which is supported by institutions and supported by information services, has made some achievements and working experiences through several years of efforts. This paper takes Anzhou District as an example. This paper introduces the characteristics of the aging population in Anzhou district, the present situation and the challenges of the service for the aged at home. Through the questionnaire survey on the demand of the elderly population in Anzhou, the paper applies the method of literature and data. Comparative analysis, induction and other methods are used to analyze the demand and influencing factors of the old-age service for the elderly in the rural areas of Anzhou, and the influence on the demand of the old-age service for the elderly is analyzed through the basic characteristics of the elderly. And collect their needs in the home pension service, fully learn from the advanced experience at home and abroad, in connection with the reality of the pension in Anzhou, put forward the rural elderly home pension problems related to the development of countermeasures and suggestions.
