【摘要】：自從農(nóng)村居民最低生活保障制度(簡稱“農(nóng)村低�！�)在我國全面實行以來,越來越多的農(nóng)村貧困人口享受到了這一政策的福利。然而,在一些農(nóng)村地區(qū),低保政策并未完全按照制度規(guī)定落實,導(dǎo)致部分低收入農(nóng)民享受不到低保政策的福利。本文以湖南省湘西自治州保靖縣一個土家族農(nóng)村的低�！奥涞亍边^程為個案,對2014年溪州村低保公開評選的過程及結(jié)果進行了詳細描述與剖析。論文以“低保分配”為線索,具體考察了溪州村“低保不公開——村民與村干部因低保分配產(chǎn)生矛盾——低保走向公開”的過程。當?shù)氐拇迕衽c村干部因低保不公開而產(chǎn)生矛盾。此后,村民拿起了“弱者的武器”,表達他們對村干部的不滿,不配合村干部的工作。村干部為了順利開展“同建同治”活動,只好對村民妥協(xié),同意在2014年進行公開評選低保。同時,鄉(xiāng)政府的監(jiān)督,以及村民的監(jiān)督,共同推動了該村的低保公開。低保公開,既滿足了村民的權(quán)利要求,也使村兩委完成了來自鄉(xiāng)政府的行政任務(wù),使得村內(nèi)各方所得利益大致均衡。盡管溪州村的低保制度尚待完善、操作還需要更規(guī)范,但低保已經(jīng)在公開、公平、公正的基礎(chǔ)上“落地”了。最后,論文探討了低保“落地”的原因,以及農(nóng)村低保政策的有效實現(xiàn)形式。通過對溪州村的個案研究可知,在湘西農(nóng)村地區(qū),為完善農(nóng)村低保政策,需要在落實低保及相關(guān)公共政策的過程中,增強農(nóng)民的權(quán)利意識,探索有效的監(jiān)督約束機制,以保障農(nóng)村低保政策得到公開、公平、公正的落實。在經(jīng)濟發(fā)展不同步的地區(qū),尤其需要根據(jù)當?shù)貙嶋H情況來探討農(nóng)村低保政策的有效實現(xiàn)形式。只有讓制度“落地”,讓監(jiān)督到位,讓民主有效運轉(zhuǎn)起來,公共政策的預(yù)期效果才能更好地實現(xiàn)。
[Abstract]:Since the implementation of the rural minimum living security system in China, more and more rural poor people enjoy the benefits of this policy. However, in some rural areas, The policy of minimum living allowance has not been fully implemented in accordance with the regulations of the system, resulting in some low-income farmers not enjoying the benefits of the policy. This article takes the "landing" process of a Tujia village in Baojing County, Xiangxi Autonomous Prefecture of Hunan Province, as a case study. This paper describes and analyzes the process and result of the public selection of minimum living allowance in Xizhou Village in 2014. The paper specifically examines the process of "the minimum subsistence allowance is not open-the contradiction between the villagers and the village cadres due to the distribution of the minimum subsistence allowance-- the minimum subsistence allowance goes public". The local villagers and the village cadres have contradictions because the minimum subsistence allowance is not disclosed. Since then, The villagers took up the "weapon of the weak" to express their dissatisfaction with the village cadres and did not cooperate with the work of the village cadres. In order to smoothly carry out the activities of "building and governing together," the village cadres had to compromise with the villagers and agreed to open the selection of minimum allowances on 2014. At the same time, The supervision of the township government, as well as the supervision of the villagers, has jointly promoted the openness of the village's minimum subsistence allowance, which has not only satisfied the villagers' demand for rights, but also enabled the two committees of the village to complete the administrative tasks from the township government. So that the benefits of all parties in the village are roughly balanced. Although the minimum security system of Xizhou village is still to be improved and the operation needs to be more standardized, the minimum living standard has already "landed" on the basis of openness, fairness, and fairness. Finally, The paper discusses the reason of "landing" and the effective realization form of rural minimum security policy. Through the case study of Xizhou village, we can know that in rural areas of western Hunan, we can improve the rural minimum security policy. In the process of implementing the minimum living standard and related public policies, we need to enhance the farmers' awareness of their rights and explore an effective supervision and restraint mechanism to ensure that the rural minimum security policy is implemented openly, fairly and impartially. In areas where economic development is not synchronized, In particular, it is necessary to explore the effective realization form of the rural minimum security policy according to the local actual conditions. Only when the system "falls to the ground", the supervision is put in place and the democracy is operated effectively, the expected effect of the public policy can be better realized.
