【摘要】：近年來,“三農(nóng)”問題一直受到國家的高度重視,2015年,中央一號文件更是關(guān)注到了糧食安全問題�！皣赞r(nóng)為本,農(nóng)以種為先”。農(nóng)作物種子作為農(nóng)業(yè)生產(chǎn)的基本物質(zhì)資料,其質(zhì)量從源頭上決定了農(nóng)產(chǎn)品及其加工產(chǎn)品的質(zhì)量。農(nóng)業(yè)生產(chǎn)的延續(xù)和發(fā)展依靠的是優(yōu)良作物種子的保留和選育。農(nóng)作物種子的研究、生產(chǎn)和經(jīng)營對于我國糧食安全的重要性不言而喻。小麥?zhǔn)俏覈魇吃现?對于國民食品供應(yīng)與生活質(zhì)量有著巨大的影響。河南省是全國第一大小麥生產(chǎn)基地,小麥種植面積、產(chǎn)出量,均居全國之首。河南省小麥種植面積常年維持在7300萬畝左右,占全國小麥種植面積的1/6,總產(chǎn)量2300萬噸左右,占全國小麥總產(chǎn)1/4強(qiáng)。小麥的穩(wěn)產(chǎn)豐產(chǎn),對于河南省經(jīng)濟(jì)建設(shè)和社會發(fā)展具有巨大的推動作用,也對國家糧食安全有突出貢獻(xiàn)。河南省內(nèi)小麥生產(chǎn)的規(guī)模、結(jié)構(gòu)以及質(zhì)量,直接由上游的小麥種子研發(fā)、生產(chǎn)和經(jīng)營決定。本文對于河南省小麥種業(yè)的考察和分析,采用產(chǎn)業(yè)組織理論市場結(jié)構(gòu)-市場行為-市場績效,即SCP經(jīng)典分析范式,首先從市場集中度、產(chǎn)品差異、市場壁壘等構(gòu)成要素方面對小麥種業(yè)市場結(jié)構(gòu)進(jìn)行了分析；接著,分析了小麥種業(yè)公司的企業(yè)定價(jià)、非價(jià)格競爭等市場行為；最后對小麥種業(yè)企業(yè)的市場績效加以評論。在集中度上,小麥種業(yè)市場相當(dāng)分散,接近完全競爭市場,但各企業(yè)的主推產(chǎn)品已經(jīng)存在明顯的差異化,競爭激勵；制種加工、銷售環(huán)節(jié)的甚至出現(xiàn)了過度競爭的情況。于是,各麥種公司為增強(qiáng)市場勢力,取得競爭優(yōu)勢,采取了諸多差異化的市場行為,尤其是在非價(jià)格競爭方面。由此形成的市場績效是可觀的。在充分和較為全面的剖析了河南省小麥種業(yè)市場結(jié)構(gòu)-市場行為-市場績效兩兩之間的關(guān)系以及三者之間的關(guān)系之后,嘗試結(jié)合產(chǎn)業(yè)經(jīng)濟(jì)學(xué)關(guān)于產(chǎn)業(yè)調(diào)整的經(jīng)典論斷與國內(nèi)種業(yè)及其他行業(yè)相關(guān)探索實(shí)踐,提出河南省小麥種業(yè)市場結(jié)構(gòu)調(diào)整優(yōu)化的政策建議。
[Abstract]:In recent years, the issue of "agriculture, countryside and farmers" has been highly valued by the state. In 2015, the first document of the Central Committee paid more attention to the issue of food security. "the country is based on agriculture, and agriculture is the first." crop seeds are the basic material materials for agricultural production. Its quality determines the quality of agricultural products and processed products from the source. The continuation and development of agricultural production depends on the preservation and breeding of fine crop seeds. The importance of production and management for food security in China is self-evident. Wheat is one of the staple food raw materials in China, which has a great impact on the food supply and quality of life of the people. Henan Province is the largest wheat production base in China. The planting area and yield of wheat in Henan Province are the highest in the whole country. The cultivated area of wheat in Henan Province is maintained at about 73 million mu all year round, accounting for 1 / 6 of the national wheat planting area, and the total yield is about 23 million tons, accounting for more than 1/4 of the total wheat yield in the whole country. It plays an important role in promoting economic construction and social development in Henan Province, and also contributes significantly to national food security. The scale, structure and quality of wheat production in Henan Province are directly developed by wheat seeds in the upper reaches. The study and analysis of wheat seed industry in Henan Province is based on the theory of industrial organization, market structure, market behavior and market performance, which is the classical analysis paradigm of SCP. The market structure of wheat seed industry is analyzed in terms of market barriers, and then the market behaviors of wheat seed companies such as enterprise pricing, non-price competition and so on are analyzed. Finally, the paper reviews the market performance of wheat seed industry enterprises. In the concentration degree, the wheat seed industry market is quite dispersed, close to the completely competitive market, but the main products of the enterprises have been obviously differentiated, competitive incentives, seed processing, There was even excessive competition in the sales links. Therefore, in order to enhance market power and gain competitive advantage, various wheat seed companies adopted a number of differentiated market behaviors. Especially in the aspect of non-price competition, the resulting market performance is considerable. The relationship between market structure, market behavior and market performance of wheat seed industry in Henan province is fully and comprehensively analyzed. After the relationship, Based on the classical theory of industrial economics and the exploration practice of domestic seed industry and other industries, this paper puts forward some policy suggestions for optimizing the market structure of wheat seed industry in Henan Province.
