【摘要】：城鄉(xiāng)統(tǒng)籌是我國目前協(xié)調(diào)城鄉(xiāng)發(fā)展，改變城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)的的重要戰(zhàn)略，其目標(biāo)是在城鄉(xiāng)互動、優(yōu)勢互補(bǔ)的發(fā)展進(jìn)程中縮小農(nóng)村與城市的發(fā)展差距，從根本上改善農(nóng)村的生產(chǎn)生活環(huán)境和農(nóng)民發(fā)展?fàn)顩r，實(shí)現(xiàn)二者的共同發(fā)展。鄉(xiāng)村旅游作為溝通城鄉(xiāng)社會經(jīng)濟(jì)的橋梁和紐帶，在實(shí)現(xiàn)農(nóng)民增收就業(yè)和農(nóng)村經(jīng)濟(jì)社會的發(fā)展等方面無不起著積極的推動作用。 城鄉(xiāng)統(tǒng)籌的制定和頒布為我國旅游業(yè)尤其是鄉(xiāng)村旅游業(yè)發(fā)展帶來史無前例的發(fā)展機(jī)遇。鄉(xiāng)村旅游存在于廣闊的農(nóng)村，其強(qiáng)大的社會、經(jīng)濟(jì)和文化價值，大力發(fā)展鄉(xiāng)村旅游，對于協(xié)調(diào)城鄉(xiāng)統(tǒng)籌發(fā)展中起到巨大作用。 吉林省是國家生態(tài)建設(shè)示范省，也是我國農(nóng)業(yè)大省，旅游資源豐富，特色鮮明，，且有將近70%的旅游資源分布在鄉(xiāng)村。本文從鄉(xiāng)村旅游的角度出發(fā)，就如何在城鄉(xiāng)統(tǒng)籌的視域下發(fā)展吉林省的鄉(xiāng)村旅游進(jìn)行探討，力求探尋適合吉林省鄉(xiāng)村旅游發(fā)展的有效途徑。 文章首先分析了城鄉(xiāng)統(tǒng)籌與鄉(xiāng)村旅游之間的相互關(guān)系，指出城鄉(xiāng)統(tǒng)籌為鄉(xiāng)村旅游發(fā)展提供巨大的動力，鄉(xiāng)村旅游是實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌的最具實(shí)效性的路徑選擇；其次從資源和市場分析著手，對吉林省的鄉(xiāng)村旅游發(fā)展現(xiàn)狀進(jìn)行分析，得出了吉林省鄉(xiāng)村旅游資源的類型和空間分布特點(diǎn)，以及吉林省鄉(xiāng)村旅游客源市場的特征，總結(jié)了吉林省鄉(xiāng)村旅游發(fā)展的優(yōu)勢、劣勢、機(jī)遇和挑戰(zhàn)。再次根據(jù)吉林省鄉(xiāng)村旅游的發(fā)展現(xiàn)狀分析，提出了目前吉林鄉(xiāng)村旅游發(fā)展存在的問題，包括缺乏政策指導(dǎo)、缺乏科學(xué)規(guī)劃、監(jiān)管力度不強(qiáng)、專業(yè)人次稀缺、鄉(xiāng)村旅游產(chǎn)業(yè)鏈不完整等。最后，通過對比分析我國發(fā)達(dá)地區(qū)—浙江省在城鄉(xiāng)統(tǒng)籌發(fā)展中鄉(xiāng)村旅游發(fā)展的優(yōu)秀案例，總結(jié)其在規(guī)劃、政策措施等方面的成功經(jīng)驗(yàn)并借鑒到吉林省鄉(xiāng)村旅游發(fā)展之中，根據(jù)吉林省的實(shí)際情況，提出城鄉(xiāng)統(tǒng)籌視域下，吉林省鄉(xiāng)村旅游發(fā)展的具體措施。
[Abstract]:Urban and rural planning is an important strategy to coordinate the development of urban and rural areas and change the dual economic structure of urban and rural areas. Its goal is to narrow the gap between rural and urban development in the process of urban-rural interaction and complementary advantages. Fundamentally improve the rural production and living environment and the development of farmers to achieve the common development of the two. Rural tourism, as a bridge and link between urban and rural social economy, plays a positive role in increasing farmers' income and employment and rural economic and social development. The formulation and promulgation of urban and rural planning brings unprecedented opportunities for the development of tourism, especially rural tourism. Rural tourism exists in the vast rural areas, its strong social, economic and cultural values, vigorously develop rural tourism, to coordinate the overall development of urban and rural areas play a great role. Jilin Province is a demonstration province of national ecological construction and a big agricultural province in China. The tourism resources are rich and distinctive, and nearly 70% of the tourist resources are distributed in the countryside. From the point of view of rural tourism, this paper probes into how to develop rural tourism in Jilin Province from the perspective of urban and rural planning, in order to find an effective way for the development of rural tourism in Jilin Province. This paper first analyzes the relationship between urban and rural planning and rural tourism, and points out that urban-rural overall planning provides a huge power for the development of rural tourism, rural tourism is the most effective path to achieve urban-rural integration. Secondly, starting with the analysis of resources and market, this paper analyzes the present situation of rural tourism development in Jilin Province, and concludes the types and spatial distribution characteristics of rural tourism resources in Jilin Province, as well as the characteristics of rural tourist source market in Jilin Province. This paper summarizes the advantages, disadvantages, opportunities and challenges of the development of rural tourism in Jilin Province. Thirdly, based on the analysis of the present situation of rural tourism in Jilin Province, the paper points out the problems existing in the development of rural tourism in Jilin Province, including the lack of policy guidance, the lack of scientific planning, the weak supervision and the scarcity of professional people. The rural tourism industry chain is incomplete and so on. Finally, through the comparative analysis of the outstanding cases of rural tourism development in the urban-rural overall development of Zhejiang Province, this paper summarizes its successful experience in planning, policy and measures, and draws lessons from the development of rural tourism in Jilin Province. According to the actual situation of Jilin Province, this paper puts forward the concrete measures for the development of rural tourism in Jilin Province under the view of overall planning of urban and rural areas.
