地方政府投融資平臺風險管理的政策偏差及矯正

【摘要】：積極穩(wěn)妥化解累積的地方政府債務風險,堅決遏制隱性債務增量,是目前中國政府經(jīng)濟管理工作的主要任務之一。面對地方政府融資平臺的債務風險,中央政府在不同階段實施了相應的政策進行風險管理。通過對平臺風險管控政策的階段性梳理,我們發(fā)現(xiàn)在平臺風險治理過程中存在著各部門意見不統(tǒng)一、政策執(zhí)行中出現(xiàn)實際操作難題、政策制定缺乏連續(xù)性及法律和社會安全風險形成等風險管理偏差問題。解決這些問題需要加強債務監(jiān)管協(xié)調(diào),建立有效的晉升激勵機制,加快建立規(guī)范的地方政府舉債融資機制和強化債務監(jiān)管制度體系建設。
[Abstract]:It is one of the main tasks of Chinese government economic management to actively and steadily resolve the accumulated risk of local government debt and resolutely curb the increase of implicit debt. In the face of the debt risk of local government financing platform, the central government implements the corresponding policy to manage the risk in different stages. Through the periodic analysis of the platform risk control policy, we find that there are different opinions in the platform risk management process, and practical operational problems arise in the implementation of the policy. Lack of continuity in policy making and risk management bias such as legal and social security risk formation. To solve these problems, we need to strengthen the coordination of debt supervision, establish an effective incentive mechanism for promotion, accelerate the establishment of a standardized financing mechanism for local governments' borrowing and strengthen the construction of debt supervision system.
