【摘要】：全球氣候變暖是當(dāng)前人類面臨的十大環(huán)境問題之一,也是21世紀(jì)人類共同面臨的嚴(yán)峻挑戰(zhàn)。由于森林生態(tài)系統(tǒng)在減緩氣候變暖中扮演著極其重要的角色,森林碳匯服務(wù)也就成為一種稀缺的經(jīng)濟(jì)資源。如何實(shí)現(xiàn)森林碳匯服務(wù)的有效配置,幫助減緩全球氣候變暖就成為當(dāng)今世界林業(yè)經(jīng)營(yíng)和管理討論的焦點(diǎn)問題。而其中用市場(chǎng)化方法或手段實(shí)現(xiàn)森林碳匯服務(wù)的有效配置已引起學(xué)術(shù)各界人士的廣泛關(guān)注,并開展了有益的探索。本文研究的初衷就是用市場(chǎng)機(jī)制解決或弱化資源配置中的的價(jià)格扭曲,對(duì)森林碳匯的經(jīng)濟(jì)效益做出正確客觀的評(píng)價(jià),實(shí)現(xiàn)經(jīng)濟(jì)的良性增長(zhǎng)。而在市場(chǎng)機(jī)制中價(jià)格機(jī)制又處于核心地位,所以本文重點(diǎn)討論在市場(chǎng)交易中價(jià)格的確定,為碳匯交易雙方提供參考依據(jù)。 本論文綜合運(yùn)用經(jīng)濟(jì)學(xué)、環(huán)境經(jīng)濟(jì)學(xué)、資源經(jīng)濟(jì)學(xué)以及資產(chǎn)評(píng)估學(xué)等相關(guān)理論和知識(shí),對(duì)以市場(chǎng)和價(jià)格機(jī)制配置森林碳匯服務(wù)的相關(guān)問題進(jìn)行了深入系統(tǒng)的探討。本文在對(duì)森林碳匯市場(chǎng)的研究背景、研究目的和意義、國(guó)內(nèi)外發(fā)展現(xiàn)狀以及相關(guān)的理論進(jìn)行綜述的基礎(chǔ)上,對(duì)森林碳匯交易價(jià)格進(jìn)行定性和定量分析。文章首先對(duì)森林碳匯服務(wù)商品價(jià)格的影響因素從基本影響因素和二級(jí)影響因素兩個(gè)層面進(jìn)行闡述,屬于定性研究。然后介紹了國(guó)際森林碳匯市場(chǎng)的產(chǎn)生、結(jié)構(gòu)和特征,是我們對(duì)森林碳匯市場(chǎng)的國(guó)際環(huán)境有一個(gè)明確的認(rèn)識(shí)和把握。因?yàn)楣P者認(rèn)為森林碳匯價(jià)格的核算要在綜合考慮國(guó)際、國(guó)內(nèi)各種環(huán)境和政策因素的前提下得出其最優(yōu)價(jià)格。文章在論述價(jià)格確定時(shí)根據(jù)不同的評(píng)價(jià)目標(biāo)給出了不同的評(píng)價(jià)方法、評(píng)價(jià)公式和評(píng)價(jià)內(nèi)容。文章的最后以前文的理論研究為基礎(chǔ),結(jié)合我國(guó)的現(xiàn)實(shí)情況得出了適合我國(guó)的森林碳匯市場(chǎng)模式和定價(jià)機(jī)制,并對(duì)我國(guó)森林碳匯市場(chǎng)今后的發(fā)展提出了一些建議。 我國(guó)的森林碳匯交易市場(chǎng)正處于初步構(gòu)建階段,正確的森林碳匯市場(chǎng)模式和定價(jià)方法、機(jī)制的選擇,對(duì)我國(guó)來說意義重大。森林碳匯項(xiàng)目對(duì)推動(dòng)森林資源的增長(zhǎng)、保護(hù)生態(tài)環(huán)境以及填補(bǔ)我國(guó)生態(tài)補(bǔ)償資金缺口等問題,都有著十分重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:Global warming is one of the ten environmental problems facing mankind, and it is also a severe challenge facing mankind in the 21st century. Because forest ecosystem plays an extremely important role in mitigating global warming, forest carbon sink service has become a scarce economic resource. How to realize the effective allocation of forest carbon sink services and help to mitigate global warming has become the focus of discussion on forestry management and management in the world today. Among them, the effective allocation of forest carbon sink services by market-oriented methods has attracted extensive attention of scholars from all walks of life, and has carried out beneficial exploration. The original intention of this paper is to use the market mechanism to solve or weaken the price distortion in the allocation of resources, to make a correct and objective evaluation of the economic benefits of forest carbon sinks, and to realize the benign growth of the economy. In the market mechanism, the price mechanism is in the core position, so this paper focuses on the price determination in the market transaction, which provides the reference for the carbon sink trading parties. Based on the theories and knowledge of economics, environmental economics, resource economics and asset appraisal, this paper makes a deep and systematic study on the allocation of forest carbon sink services by market and price mechanism. On the basis of summarizing the research background, purpose and significance of forest carbon sink market, domestic and foreign development status and related theories, this paper carries on the qualitative and quantitative analysis to the forest carbon sink transaction price. In this paper, the influencing factors of service commodity price of forest carbon sink are discussed from two aspects: basic factors and secondary factors, which belong to qualitative research. Then it introduces the emergence, structure and characteristics of the international forest carbon sink market, which is our clear understanding and grasp of the international environment of the forest carbon sink market. The author thinks that the best price of forest carbon sink should be obtained on the premise of comprehensive consideration of international and domestic environmental and policy factors. In this paper, different evaluation methods, evaluation formulas and evaluation contents are given according to different evaluation objectives when discussing price determination. At the end of this paper, based on the theoretical research in the previous paper, the market model and pricing mechanism of forest carbon sinks suitable for our country are obtained, and some suggestions for the future development of forest carbon sink market in China are put forward. The forest carbon sink trading market in China is in the initial stage of construction, the correct forest carbon sink market model, pricing methods and mechanisms of choice, for China is of great significance. Forest carbon sequestration project is of great theoretical and practical significance in promoting the growth of forest resources, protecting ecological environment and filling the gap of ecological compensation fund in China.
