基于碳匯交易視角的東北國(guó)有林區(qū)綠色就業(yè)分析

【摘要】:1998年以來(lái),我國(guó)陸續(xù)啟動(dòng)了天然林保護(hù)、退耕還林、京津風(fēng)沙源治理、“三北”及長(zhǎng)江中上游防護(hù)林體系建設(shè)、重點(diǎn)地區(qū)速生豐產(chǎn)林建設(shè)、野生動(dòng)植物保護(hù)及自然保護(hù)區(qū)建設(shè)等六大林業(yè)重點(diǎn)工程。成為國(guó)際、國(guó)內(nèi)有史以來(lái)實(shí)施面積最大、參與人數(shù)最多、影響頗為顯著的林業(yè)生態(tài)建設(shè)工程,引起了國(guó)內(nèi)外的高度關(guān)注。與此同時(shí),東北國(guó)有林區(qū)民生問(wèn)題還未得到解決,林區(qū)職工還未實(shí)現(xiàn)充分就業(yè)。因此,開(kāi)展林業(yè)行動(dòng)對(duì)全面改善我國(guó)生態(tài)環(huán)境,推動(dòng)生態(tài)文明建設(shè)的同時(shí),實(shí)施工程對(duì)調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、改善生產(chǎn)條件、提高綜合生產(chǎn)能力、促進(jìn)我國(guó)充分開(kāi)展綠色就業(yè)提供了渠道。 本文首先利用綠色經(jīng)濟(jì)理論、綠色就業(yè)理論和可持續(xù)發(fā)展理論,結(jié)合林業(yè)重點(diǎn)工程對(duì)就業(yè)影響相關(guān)理論研究,為黑龍江省國(guó)有林區(qū)綠色就業(yè)分析提供理論依據(jù)。其間以黑龍江省國(guó)有林區(qū)為樣本案例,通過(guò)實(shí)地調(diào)研收集一手資料,對(duì)東北國(guó)有林區(qū)就業(yè)問(wèn)題進(jìn)行相關(guān)分析。其次,闡述了應(yīng)對(duì)氣候變化的主要林業(yè)行動(dòng),并分析了應(yīng)對(duì)氣候變化的主要林業(yè)行動(dòng)對(duì)東北國(guó)有林區(qū)就業(yè)的影響分析;诖,在對(duì)森林碳匯市場(chǎng)的研究背景進(jìn)行深入了解的基礎(chǔ)上,通過(guò)對(duì)黑龍江省開(kāi)發(fā)CDM造林和再造林項(xiàng)目可行性進(jìn)行分析,預(yù)測(cè)黑龍江省開(kāi)發(fā)CDM造林和再造林項(xiàng)目引致的直接和間接就業(yè)量。 通過(guò)研究表明:黑龍江省國(guó)有林區(qū)在各個(gè)方面符合CDM造林和再造林碳匯項(xiàng)目的開(kāi)發(fā)要求,在林業(yè)碳匯方面具有巨大潛力。研究表明如果黑龍江省國(guó)有林區(qū)開(kāi)發(fā)CDM造林和再造林項(xiàng)目可以使得林區(qū)直接和間接就業(yè)量增加,增加綠色就業(yè)崗位,在一定程度上緩解林區(qū)職工就業(yè)困難問(wèn)題。此外,發(fā)展CDM造林和再造林項(xiàng)目為改善生態(tài)環(huán)境,促進(jìn)經(jīng)濟(jì)可持續(xù)發(fā)展具有重大意義。同時(shí)也能為全國(guó)國(guó)有林區(qū)綠色就業(yè)建立理論上的準(zhǔn)備。
[Abstract]:Since 1998, China has successively initiated the protection of natural forests, the conversion of farmland to forests, the management of wind and sand sources in Beijing and Tianjin, the construction of shelterbelt systems in the "three North" and the middle and upper reaches of the Yangtze River, and the construction of fast-growing and high-yielding forests in key areas. Six major forestry key projects, such as wildlife conservation and nature reserve construction, have become the largest forestry ecological construction projects ever implemented in China, with the largest area and the largest number of participants in the history of China. At the same time, the livelihood problems of the state-owned forest areas in Northeast China have not been solved, and the workers in the forest areas have not yet achieved full employment. Therefore, the development of forestry actions will comprehensively improve the ecological environment of our country. While promoting the construction of ecological civilization, the implementation of the project provides a channel for adjusting the industrial structure, improving the production conditions, increasing the comprehensive production capacity, and promoting the full development of green employment in China. In this paper, first of all, using green economy theory, green employment theory and sustainable development theory, combined with forestry key projects on employment related theory research. It provides the theoretical basis for the analysis of green employment in the state-owned forest area of Heilongjiang Province. In the meantime, taking the state-owned forest area of Heilongjiang Province as a sample case, through field investigation and collection of primary data, this paper analyzes the employment problem of the state-owned forest area in Northeast China. Secondly, This paper expounds the main forestry actions to deal with climate change, and analyzes the impact of the main forestry actions on the employment of state-owned forest regions in Northeast China. Based on this, the research background of forest carbon sink market is deeply understood. By analyzing the feasibility of developing CDM afforestation and reforestation projects in Heilongjiang Province, the direct and indirect employment amount caused by the development of CDM afforestation and reforestation projects in Heilongjiang Province was predicted. The research shows that the state-owned forest area in Heilongjiang Province meets the requirements of CDM afforestation and reforestation carbon sequestration projects in all aspects. Research shows that the development of CDM afforestation and reforestation projects in state-owned forest areas of Heilongjiang Province can increase direct and indirect employment and increase green jobs in forest areas. In addition, to develop CDM afforestation and reforestation projects in order to improve the ecological environment, It is of great significance to promote the sustainable development of economy.
