【摘要】：中心鎮(zhèn)作為一定區(qū)域內集聚產業(yè)、集中人口、集成功能的重點城鎮(zhèn),在區(qū)域的國民經濟與社會發(fā)展中起著重要的節(jié)點作用。隨著生態(tài)文明建設的深入推進,以追求人與自然和諧共存,社會、經濟、生態(tài)同步發(fā)展為目標的生態(tài)城鎮(zhèn)建設逐漸興起。浙江省臨安市太湖源鎮(zhèn)作為省級中心鎮(zhèn),按照生態(tài)文明的價值取向,積極探索生態(tài)經濟化、經濟生態(tài)化的發(fā)展模式,逐步走出了一條生態(tài)與經濟共贏、人與自然和諧相處的路子。本文以太湖源鎮(zhèn)為例,就生態(tài)型中心鎮(zhèn)建設進行系統(tǒng)研究,探索一條適合于在生態(tài)文明背景下,臨安市太湖源鎮(zhèn)建設生態(tài)型中心鎮(zhèn)的有效途徑。本文在了解和學習國內生態(tài)城鎮(zhèn)建設和中心鎮(zhèn)建設經驗的基礎上,對臨安市太湖源鎮(zhèn)建設生態(tài)型中心鎮(zhèn)的實踐進行系統(tǒng)總結和梳理,分析存在的困難和問題,最后提出對策建議:明確思路目標,加強規(guī)劃引領,完善中心鎮(zhèn)功能,培育優(yōu)勢產業(yè)體系,倡導節(jié)約資源、綠色消費的生態(tài)文明理念,提高要素保障水平,加快行政管理體制改革。
[Abstract]:As a key town which gathers industry, concentrates population and integrates functions, central town plays an important role in regional national economy and social development. With the further development of ecological civilization, the construction of ecological towns, which aims at the harmonious coexistence of human beings and nature and the synchronous development of society, economy and ecology, is gradually rising. As a provincial center town, Taihuyuan Town of Lin'an City, Zhejiang Province, according to the value orientation of ecological civilization, actively explores the development mode of ecological economy and economic ecology, and gradually steps out of a win-win situation between ecology and economy. The path of harmony between man and nature. Taking Taihuyuan Town as an example, this paper makes a systematic study on the construction of ecological center town, and explores an effective way to construct ecological center town in Taihuyuan town of Lin'an under the background of ecological civilization. On the basis of understanding and studying the experience of ecological town construction and central town construction in China, this paper systematically summarizes and combs the practice of constructing ecological center town in Taihuyuan Town, Linan City, and analyzes the difficulties and problems. Finally, the countermeasures and suggestions are put forward: make clear the goal of thinking, strengthen the planning guidance, perfect the function of central town, cultivate the superior industrial system, advocate the idea of saving resources and green consumption, and improve the level of the guarantee of the elements. We will speed up the reform of the administrative system.
