重慶新型城鎮(zhèn)化進程中的公共服務供給研究

【摘要】：城鎮(zhèn)化是現(xiàn)代化的必由之路。但由于城鄉(xiāng)二元社會結構的作用下,城鄉(xiāng)在公共服務供給、公共設施條件與服務能力上都存在著巨大的差距,并呈擴大之勢,極大阻礙了城鎮(zhèn)化和社會主義現(xiàn)代化進程。走以人為本的新型城鎮(zhèn)化道路是破解城鄉(xiāng)二元社會結構的重要舉措,而公共服務供給體系的完善程度則成為判定城鎮(zhèn)質量的重要指標。換言之,公共服務供需失衡的矛盾則會直接影響城鎮(zhèn)化進程和我國社會主義現(xiàn)代化建設進程。論文研究表明,走以人為本的新型城鎮(zhèn)化道路和實現(xiàn)公共服務供給的有效提升有內在的邏輯聯(lián)系。在新型城鎮(zhèn)化道路的指引下,對公共服務的供給模式選擇是多元主體的供給方式。重慶市探索出一條在新型城鎮(zhèn)化進程中不斷完善公共服務供給的道路:政府在公共服務領域能按照“守住底線、突出重點、完善制度和引導輿論”的供給要求,創(chuàng)新公共服務提供方式,鼓勵市場和社會力量參與到公共服務供給體系中來。通過理論和實證的分析證明,以現(xiàn)實需求為導向,公共服務多元供給方式的合理性和有效性。通過保障性住房、戶籍制度改革、“地票”交易制度和行政審批制度改革有效的提升了基本公共服務,激發(fā)了市場和社會力量的積極性。所以,要求我們對城鎮(zhèn)化進程的階段有著準確的把握,完善相關制度保障,科學合理劃分財權和事權,積極鼓勵市場力量參與到公共服務的供給體系。最后,本文建議通過完善功能分區(qū)促進新型城鎮(zhèn)化建設,建立與新型城鎮(zhèn)化要求相適應的公共服務供給體系。強化政府公共服務職能,強化政府公共服務責任,完善政府公共服務政策,提升政府公共服務水平。公共服務領域更多引入市場和社會機制。充分發(fā)揮市場在公共服務資源配置中的作用,充分調動社會在公共服務中的積極作用。真正形成在公共服務供給主體多元化、供給方式多元化,由此形成多元主體間公平競爭格局,為公眾提供選擇機會,從而保障在新型城鎮(zhèn)化進程中公共服務的有效供給。
[Abstract]:Urbanization is the only way to modernization. However, due to the dual social structure in urban and rural areas, there is a huge gap between urban and rural areas in the provision of public services, public facilities conditions and service capacity, and the trend of expansion has greatly hindered the process of urbanization and socialist modernization. It is an important measure to break through the dual social structure of urban and rural areas by taking the new urbanization road of people-oriented, and the perfection of public service supply system is an important index to judge the quality of cities and towns. In other words, the imbalance between supply and demand of public services will directly affect the process of urbanization and socialist modernization in China. The research shows that there is an inherent logic relation between taking the new urbanization road of people-oriented and realizing the effective promotion of public service supply. Under the guidance of the new way of urbanization, the supply mode of public service is the supply mode of multiple subjects. Chongqing has explored a way to continuously improve the supply of public services in the process of new urbanization: the government can follow the supply requirements of "keeping the bottom line, highlighting the key points, perfecting the system and guiding public opinion" in the field of public services. Innovation of public service provision, encouraging market and social forces to participate in the public service supply system. Through theoretical and empirical analysis, it is proved that the multi-mode of public service supply is reasonable and effective. Through the reform of indemnificatory housing, household registration system, land ticket transaction system and administrative examination and approval system, the basic public service has been effectively promoted, and the enthusiasm of market and social forces has been aroused. Therefore, we need to have an accurate grasp of the stage of urbanization, improve the relevant system protection, scientifically and rationally divide the financial power and power, and actively encourage market forces to participate in the supply system of public services. Finally, this paper suggests to promote the construction of new urbanization by perfecting the functional zoning, and to establish a public service supply system suitable to the demands of new urbanization. Strengthen the government public service function, strengthen the government public service responsibility, perfect the government public service policy, improve the government public service level. More market and social mechanisms are introduced into public service. Give full play to the role of the market in the allocation of public service resources, fully mobilize the positive role of society in public service. It is really formed in the diversification of the main body of public service supply and the diversification of supply mode, which forms the pattern of fair competition among the pluralistic subjects, and provides the public with the opportunity to choose, thus ensuring the effective supply of public service in the process of new urbanization.
