【摘要】：后金融危機(jī)時(shí)代我國(guó)經(jīng)濟(jì)全面進(jìn)入轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式時(shí)期,從過去嚴(yán)重忽視生態(tài)環(huán)境價(jià)值的傳統(tǒng)粗放發(fā)展轉(zhuǎn)為高效率、低成本、可持續(xù)的低碳發(fā)展。這種客觀條件的變化,導(dǎo)致中國(guó)經(jīng)濟(jì)必然從高速增長(zhǎng)轉(zhuǎn)向高中速增長(zhǎng),從結(jié)構(gòu)不合理轉(zhuǎn)向結(jié)構(gòu)優(yōu)化,從要素投入驅(qū)動(dòng)轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)。所以,經(jīng)濟(jì)發(fā)展新常態(tài)意味著,中國(guó)經(jīng)濟(jì)進(jìn)入了深度轉(zhuǎn)型升級(jí)的關(guān)鍵時(shí)期。特別對(duì)于尚處于后發(fā)趕超的湖南來說,進(jìn)入經(jīng)濟(jì)發(fā)展新常態(tài)就是要建立兩型生產(chǎn)方式,全面實(shí)施綠色發(fā)展戰(zhàn)略。
[Abstract]:In the post-financial crisis era, the economy of our country has entered the period of changing the mode of economic development, from the traditional extensive development which neglected the value of ecological environment seriously in the past, to the development of high efficiency, low cost and sustainable low carbon development. The change of objective conditions leads to the change of Chinese economy from high to high speed growth, from irrational structure to structural optimization, from factor input driving to innovation driving. Therefore, the new normal economic development means that China's economy has entered a critical period of deep transformation and upgrading. Especially for Hunan, which is still in late development, entering the new normal of economic development is to establish a two-type production mode and implement the green development strategy in an all-round way.
