【摘要】：“積極穩(wěn)妥推進城鎮(zhèn)化，合理調(diào)節(jié)各類城市人口規(guī)模，提高中小城市對人口的吸引能力，始終節(jié)約用地，保護生態(tài)環(huán)境；城鎮(zhèn)化要發(fā)展，農(nóng)業(yè)現(xiàn)代化和新農(nóng)村建設(shè)也要發(fā)展，同步發(fā)展才能相得益彰，要推進城鄉(xiāng)一體化發(fā)展�！薄泄仓醒肟倳洝抑飨�、中央軍委主席習(xí)近平。新時期的城鎮(zhèn)化已經(jīng)發(fā)生了很多變化，，相對于舊有的城鎮(zhèn)化發(fā)展模式，我國的新型城鎮(zhèn)化更加強調(diào)“集約、和諧、公平、可持續(xù)”，本質(zhì)上更注重市民的實質(zhì)性轉(zhuǎn)變。 在沈陽經(jīng)濟區(qū)成立之前，區(qū)內(nèi)各城市自建國起經(jīng)歷了城鎮(zhèn)化的準(zhǔn)備階段、曲折發(fā)展階段、快速發(fā)展階段,己經(jīng)均已進入穩(wěn)定階段,未來的發(fā)展趨向和工作重點也變?yōu)樘嵘擎?zhèn)化發(fā)展的內(nèi)在質(zhì)量。作為東北老工業(yè)基地的重要組成部分，2010年4月，國家發(fā)展改革委員會已正式批復(fù)沈陽經(jīng)濟區(qū)為國家新型工業(yè)化綜合配套改革試驗區(qū)，預(yù)計到2020年，沈陽經(jīng)濟區(qū)要基本實現(xiàn)區(qū)域經(jīng)濟一體化，綜合實力達到中等發(fā)達國家水平，成為東北亞地區(qū)重要的經(jīng)濟中心。 本文以新型城鎮(zhèn)化為主線，從沈陽經(jīng)濟區(qū)城鎮(zhèn)化演變歷程、現(xiàn)狀特征和發(fā)展趨勢入手，專注于其新型城鎮(zhèn)化的動力運作機制，并使用的數(shù)據(jù)描述和數(shù)據(jù)回歸分析等計量經(jīng)濟學(xué)方法對動力機制進行實證分析，最后對沈陽經(jīng)濟區(qū)新型城鎮(zhèn)化提出了有針對性的對策與建議。

Only by simultaneous development can we complement each other and promote the development of integration between urban and rural areas. Compared with the old pattern of urbanization, China's new urbanization has more emphasis on "intensive, harmonious, fair and sustainable". Before the establishment of Shenyang Economic Zone, the cities in the region have experienced the preparatory stage of urbanization, the tortuous development stage and the rapid development stage since the founding of the country, and have all entered the stable stage. The future development trend and work focus also become to improve the internal quality of urbanization development. As an important part of the old industrial base in Northeast China, April 2010. The National Development and Reform Commission has officially approved the Shenyang Economic Zone as the national experimental area for the comprehensive reform of new industrialization. It is expected that the Shenyang Economic Zone will basically realize regional economic integration by 2020. Comprehensive strength reached the level of medium-developed countries and became an important economic center in Northeast Asia. This article takes the new urbanization as the main line, from the Shenyang economic zone urbanization evolution course, the present situation characteristic and the development trend, concentrates on its new type urbanization motive force operation mechanism. The econometrics methods, such as data description and data regression analysis, are used to empirically analyze the dynamic mechanism. Finally, the countermeasures and suggestions for the new urbanization in Shenyang Economic Zone are put forward.
