【摘要】：農(nóng)民工市民化是推進(jìn)新型城鎮(zhèn)化建設(shè)的重要內(nèi)容,隨著進(jìn)城務(wù)工人員的不斷增加,農(nóng)民工市民化成為我國城鎮(zhèn)化進(jìn)程中的焦點(diǎn)問題。在對農(nóng)民工市民化問題的研究中,市民化的成本估算以及政策選擇是一個重要問題,其中,高額成本是影響農(nóng)民工市民化的關(guān)鍵。本文選取東、中、西三個地區(qū)、不同規(guī)模的九個城市,基于2010年到2015年的宏觀數(shù)據(jù)對農(nóng)民工市民化的公共成本及個人成本分別進(jìn)行估算,以尋求有助于推進(jìn)農(nóng)民工市民化的政策。本研究對于更好地推動農(nóng)民工市民化,實(shí)現(xiàn)我國新型城鎮(zhèn)化建設(shè)有著重要意義。首先,對我國農(nóng)民工市民化的現(xiàn)狀進(jìn)行了描述統(tǒng)計(jì)分析。具體是先從農(nóng)民工的基本特征進(jìn)行分析,再從收入與居住情況以及農(nóng)民工的權(quán)益保障情況,對我國農(nóng)民工市民化的現(xiàn)狀進(jìn)行分析和描述。以期從中得出目前我國農(nóng)民工在進(jìn)入城市的過程中面臨著較高的成本問題以及諸多的政策阻礙。其次,對農(nóng)民工市民化的理論基礎(chǔ)以及估算方法的選擇進(jìn)行分析。分別從城鎮(zhèn)化發(fā)展理論和市民化成本理論入手,分析研究我國的農(nóng)民工市民化的理論基礎(chǔ)。再根據(jù)已有農(nóng)民工市民化成本估算方法的研究,將農(nóng)民工市民化過程中的成本進(jìn)行了個人成本和公共成本的劃分,同時把成本細(xì)分來進(jìn)行估算。再次,根據(jù)各城市的經(jīng)濟(jì)發(fā)展水平以及數(shù)據(jù)的可獲得性,在東、中、西三個地區(qū),以城區(qū)常住人口為統(tǒng)計(jì)口徑的不同規(guī)模的城市中選取九個城市,在已有研究的基礎(chǔ)上,將農(nóng)民工市民化的成本分為公共成本與個人成本。通過收集整理各類統(tǒng)計(jì)年鑒、統(tǒng)計(jì)公報(bào)以及相關(guān)部門官方網(wǎng)站公布的農(nóng)民工市民化各類成本的相關(guān)數(shù)據(jù),估算出不同地區(qū)、不同城市規(guī)模農(nóng)民工市民化的成本,并對結(jié)果進(jìn)行對比分析。最后,基于前述理論分析以及實(shí)證分析的結(jié)果,結(jié)合實(shí)際情況并比較分析,提出推進(jìn)農(nóng)民工市民化的政策建議。
[Abstract]:The urbanization of migrant workers is an important part of the construction of new urbanization. With the increasing of migrant workers, the urbanization of migrant workers has become the focus in the process of urbanization in China. The cost estimation and policy choice of urbanization is an important issue, among which the high cost is the key to affecting the urbanization of migrant workers. This paper selects nine cities of different sizes in three regions of east, middle and west. Based on the macroscopic data from 2010 to 2015, the paper estimates the public cost and personal cost of the urbanization of migrant workers, in order to find out the policies that will help to promote the urbanization of migrant workers. It is of great significance to realize the construction of new urbanization in China. First of all, this paper describes and analyzes the present situation of the urbanization of migrant workers in China. And then from the income and housing situation as well as the rights and interests of migrant workers protection situation, This paper analyzes and describes the status quo of the urbanization of migrant workers in China, hoping to draw the conclusion that the migrant workers in our country are facing higher cost problems and many policy obstacles in the process of entering the city. Secondly, This paper analyzes the theoretical basis and the selection of estimation methods for the urbanization of migrant workers, starting with the theory of urbanization development and the theory of the cost of urbanization. This paper analyzes the theoretical basis of the study on the urbanization of migrant workers in China. Then, according to the research of the existing methods of estimating the cost of the urbanization of migrant workers, the author divides the cost of individual and public in the process of the urbanization of migrant workers. Again, according to the level of economic development of each city and the availability of data, nine cities of different sizes, in the east, middle and west regions, with the urban resident population as their statistical caliber, are selected. On the basis of the existing research, the cost of peasant workers' citizenship is divided into public cost and individual cost. Through collecting and sorting out all kinds of statistical yearbooks, The statistical bulletin and the relevant data published on the official website of the relevant departments on the various costs of the urbanization of migrant workers estimate the costs of the urbanization of migrant workers in different regions and cities of different sizes, and make a comparative analysis of the results. Finally, Based on the above theoretical analysis and empirical analysis, combined with the actual situation and comparative analysis, this paper puts forward some policy recommendations to promote the urbanization of migrant workers.
