【摘要】：棉花一度曾是山東棉區(qū)經(jīng)濟發(fā)展發(fā)展、棉農(nóng)增收的支柱性產(chǎn)品,但最近幾年山東棉花生產(chǎn)呈現(xiàn)長時間、大幅度萎縮衰退的趨勢。山東省棉花生產(chǎn)大幅衰退背后的基本事實是山東省內(nèi)棉花生產(chǎn)區(qū)域的大幅調(diào)整。本文在國內(nèi)外文獻中已有研究成果的基礎(chǔ)上,以比較優(yōu)勢理論和農(nóng)業(yè)區(qū)劃理論為指導(dǎo),采用文獻研究法和統(tǒng)計方法,利用山東省棉花生產(chǎn)的各級數(shù)據(jù)研究山東省棉花生產(chǎn)的區(qū)域演化問題。無論是從全球可能還是全國看,棉花生產(chǎn)呈現(xiàn)出比較明顯的集中化趨勢。目前山東省依然是重要的棉花生產(chǎn)大省,但棉花生產(chǎn)衰退趨勢十分明顯。山東省棉花生產(chǎn)的衰退更多地表現(xiàn)為棉花主產(chǎn)區(qū)分布的集聚化,而這種集聚化又是由部分植棉區(qū)的衰退導(dǎo)致的。在過去20年中,山東棉花生產(chǎn)的區(qū)域布局越來越符合區(qū)域棉花生產(chǎn)的比較優(yōu)勢,棉花生產(chǎn)的區(qū)域布局得到了優(yōu)化。山東棉花生產(chǎn)布局的演化是農(nóng)民根據(jù)棉花生產(chǎn)的市場機會、棉花生產(chǎn)的相對比較優(yōu)勢和機會成本、棉花生產(chǎn)的產(chǎn)業(yè)匹配性,以及宏觀市場經(jīng)濟環(huán)境做出的或擴大、或保留或減少棉花播種面積的結(jié)果。這些選擇都是棉農(nóng)在現(xiàn)有約束下基于成本和收益比較做出的最優(yōu)選擇。政府應(yīng)在棉花生產(chǎn)上做出具有針對性的產(chǎn)業(yè)布局指導(dǎo),有進有退,進一步完善山東省棉花生產(chǎn)區(qū)域布局。同時在生產(chǎn)優(yōu)勢區(qū)實施具有針對性的棉花產(chǎn)業(yè)政策,進一步加大對鹽堿地棉花育種與栽培技術(shù)的科研支持力度,爭取讓國家目標(biāo)價格政策覆蓋到三大優(yōu)勢區(qū)域。
[Abstract]:Cotton was once a pillar of economic development and cotton farmers' income in Shandong Province. However, in recent years, cotton production in Shandong Province has shown itself for a long time. The basic fact behind the sharp decline of cotton production in Shandong Province is the substantial adjustment of cotton production area in Shandong Province. Guided by the theory of comparative advantage and the theory of agricultural regionalization, the regional evolution of cotton production in Shandong Province is studied by using the data of all levels of cotton production in Shandong Province, both globally and nationally. Cotton production shows a relatively obvious trend of concentration. At present, Shandong Province is still an important province in cotton production. However, the decline trend of cotton production is very obvious. The decline of cotton production in Shandong Province is mainly due to the agglomeration of cotton production areas, which is caused by the decline of some cotton growing areas. The regional distribution of cotton production in Shandong is more and more in line with the comparative advantage of regional cotton production, and the regional distribution of cotton production has been optimized. The comparative advantage and opportunity cost of cotton production, the industrial matching of cotton production, and the expansion or expansion of the macro market economy environment, These choices are the best choices made by cotton farmers under existing constraints based on comparison of costs and benefits. The government should provide targeted industrial layout guidance for cotton production, both progressive and regressive. To further improve the regional distribution of cotton production in Shandong Province. At the same time, to implement targeted cotton industry policies in the dominant areas of production, and to further increase the scientific research support for cotton breeding and cultivation techniques in saline and alkaline areas. Strive to make the national target price policy to cover the three major advantages of the region.
