上海產(chǎn)業(yè)開發(fā)區(qū)的區(qū)域均衡與空間整合研究

【摘要】:改革開放以來,國內(nèi)開發(fā)區(qū)經(jīng)過多年的蓬勃發(fā)展,已然成為拉動經(jīng)濟(jì)增長的重要引擎。但是現(xiàn)階段,我國開發(fā)區(qū)依然存在與區(qū)域發(fā)展不均衡、空間配置差異顯著、部分開發(fā)區(qū)投入產(chǎn)出低等問題。本文以上海市產(chǎn)業(yè)開發(fā)區(qū)為研究對象,構(gòu)建開發(fā)區(qū)空間數(shù)理模型,通過本論文的研究,推動開發(fā)區(qū)產(chǎn)業(yè)布局和開發(fā)區(qū)的基礎(chǔ)理論研究,為開發(fā)區(qū)布局規(guī)劃提供有益的借鑒。本文運(yùn)用統(tǒng)計分析法、文獻(xiàn)研究法、數(shù)理分析法等研究方法,先對產(chǎn)業(yè)開發(fā)區(qū)、空間整合和區(qū)域均衡的概念進(jìn)行界定,其后梳理國內(nèi)外產(chǎn)業(yè)開發(fā)區(qū)的文獻(xiàn)和理論基礎(chǔ);在文章的主體方面,重點(diǎn)分析產(chǎn)業(yè)開發(fā)區(qū)的發(fā)展軌跡以及現(xiàn)階段開發(fā)區(qū)的經(jīng)濟(jì)效益、土地集約利用水平和就業(yè)情況;空間格局方面分析開發(fā)區(qū)的空間密度、空間形態(tài)、圈層結(jié)構(gòu);模型分析部分,以FCVL模型為基礎(chǔ)對當(dāng)前的上海產(chǎn)業(yè)開發(fā)區(qū)進(jìn)行數(shù)理研究,得出5個結(jié)論:第一,某區(qū)域高新品的市場份額越大,則該區(qū)域的高新品定價和中間產(chǎn)品定價越低;第二,短期中當(dāng)政策因素對開發(fā)區(qū)企業(yè)都不構(gòu)成成本時,知識資本的空間分布影響技術(shù)型產(chǎn)業(yè)的空間區(qū)位選擇;第三,長期中當(dāng)政策因素對企業(yè)不構(gòu)成成本時,一般勞動力、知識資本的空間集聚不會引起產(chǎn)業(yè)的空間集聚,長期均衡的具體狀態(tài)與貿(mào)易自由度有關(guān);第四,長期均衡條件下,當(dāng)政府政策使企業(yè)生產(chǎn)成本上漲1個單位時,要保證企業(yè)的市場規(guī)模不變,需要投入大于1個單位的知識資本;第五,產(chǎn)業(yè)集聚對經(jīng)濟(jì)增長率的提高存在"擠出效應(yīng)","擠出效應(yīng)"通過不同高新品之間的替代彈性表現(xiàn)出來。最后,針對當(dāng)前上海產(chǎn)業(yè)開發(fā)區(qū)存在的問題以及綜合空間數(shù)理模型的結(jié)論,提出3點(diǎn)政策建議:提高企業(yè)間的空間關(guān)聯(lián)度,優(yōu)化開發(fā)區(qū)空間整合路徑,推進(jìn)開發(fā)區(qū)與新城的空間整合。
[Abstract]:Since the reform and opening up, domestic development zones have become an important engine of economic growth after years of vigorous development. However, at the present stage, the development zones in China are still uneven with regional development, and the spatial distribution difference is significant. This paper takes the Shanghai Industrial Development Zone as the research object, constructs the spatial mathematical model of the development zone, through the research of this paper, promotes the industrial layout of the development zone and the basic theory research of the development zone. This paper uses the methods of statistical analysis, literature research and mathematical analysis to define the concepts of industrial development zone, spatial integration and regional equilibrium. In the main part of the article, the author analyzes the development track of the industrial development zone, the economic benefit of the development zone at present, the level of intensive land use and the employment situation. Spatial pattern analysis of the development zone spatial density, spatial form, ring structure; Model analysis part, based on the FCVL model for the current Shanghai Industrial Development Zone for mathematical research, draw five conclusions: first, The greater the market share of high new products in a certain region, the lower the pricing of high new products and intermediate products in the region. Second, in the short term, when the policy factors do not constitute a cost to the enterprises in the development zone, The spatial distribution of knowledge capital affects the spatial location choice of technological industry. Thirdly, in the long run, when the policy factors do not constitute the cost to the enterprise, the spatial agglomeration of knowledge capital will not lead to the spatial agglomeration of industry. The specific state of long-term equilibrium is related to the degree of freedom of trade. 4th, under the condition of long-term equilibrium, when the government policy increases the production cost of an enterprise by one unit, it is necessary to ensure that the market size of the enterprise remains unchanged. It needs to invest more than one unit of intellectual capital. 5th, the industrial agglomeration has a "crowding-out effect" on the increase of economic growth rate, and the "crowding-out effect" is manifested through the substitution elasticity between different high new products. In view of the problems existing in the current Shanghai Industrial Development Zone and the conclusion of the comprehensive spatial mathematical model, three policy suggestions are put forward: to improve the spatial correlation degree among enterprises, to optimize the spatial integration path of the development zone, and to promote the spatial integration between the development zone and the new city.
