土地市場對城市建設用地擴張的影響——基于285個城市面板數(shù)據(jù)的分析

【摘要】:為了研究土地市場發(fā)展對城市建設用地擴張有何具體的影響,本文根據(jù)中國土地市場的特征構建了兩者作用的理論框架并建立計量經(jīng)濟模型,運用中國大陸地區(qū)281個地級市和4個直轄市2001-2008年的面板數(shù)據(jù),采取聚類穩(wěn)健標準誤差和異方差穩(wěn)健的豪斯曼檢驗得到固定效應模型,分別對全國及東部、中部和西部地區(qū)的城市進行了回歸分析,以揭示土地市場結(jié)構對城市建設用地擴張影響的區(qū)域差異。結(jié)果表明:(1)一級市場成交面積的增加和土地有償使用率的提高能夠明顯減緩城市建設用地的擴張,而一級市場成交總價款的增加卻會明顯促進城市的擴張,與此同時,一級市場成交均價及二級市場流轉(zhuǎn)面積、成交價款和轉(zhuǎn)讓均價對城市擴張的影響尚不顯著;(2)從區(qū)域差異來看,東部和中部地區(qū)的一級市場發(fā)育都能明顯影響城市擴張的進程,而西部地區(qū)土地市場的作用則相對減弱了許多;(3)從時間變化來看,一級市場成交面積增長對城市擴張的抑制作用隨時間呈波動趨勢,一級市場成交價款增長對城市擴張的促進作用則呈逐年波動加強的趨勢,土地交易市場化程度的提高對城市擴張的減緩作用也在逐年減弱。
[Abstract]:In order to study the influence of land market development on urban construction land expansion, this paper constructs a theoretical framework and econometric model according to the characteristics of land market in China. Using the panel data of 281 prefecture-level cities and 4 municipalities directly under the Central Government from 2001 to 2008 in mainland China, a fixed effect model is obtained by using the Hausmann test of clustering robust standard error and heteroscedasticity robustness. In order to reveal the regional difference of the influence of the land market structure on the urban construction land expansion, the regression analysis of cities in the central and western regions was carried out. The results show that the increase of the transaction area in the primary market and the increase of the paid land use rate can obviously slow down the expansion of urban construction land, while the increase in the total transaction price of the primary market will obviously promote the expansion of the city, at the same time, The average transaction price and the circulation area of the secondary market, the effect of the transaction price and the average transfer price on the urban expansion are not significant.) from the regional differences, the development of the primary market in the eastern and central regions can obviously affect the process of urban expansion. However, the role of the land market in the western region has been relatively weakened.) from the point of view of the time changes, the restraining effect of the increase in the volume area of the primary market on urban expansion shows a trend of fluctuation with time. On the other hand, the effect of the increase of the transaction price on the urban expansion is increasing year by year, and the slowing effect of the marketization of the land transaction on the urban expansion is weakening year by year.
