公租房供應(yīng)量與定價(jià)優(yōu)化模型研究

【摘要】:大力推進(jìn)包括公租房在內(nèi)的保障性安居工程建設(shè),是黨中央、國務(wù)院為保持房地產(chǎn)市場(chǎng)平穩(wěn)健康發(fā)展,并保障和改善民生采取的重大舉措。自運(yùn)行公租房保障方式以來,我國公租房建設(shè)進(jìn)展順利,不僅發(fā)揮了平抑市場(chǎng)房?jī)r(jià)的關(guān)鍵作用,而且解決了我國大量中低收入群體的住房問題。公租房的建設(shè)同樣拉動(dòng)了內(nèi)需,為穩(wěn)定我國的經(jīng)濟(jì)增長(zhǎng)做出了積極的貢獻(xiàn)。研究基于我國公租房發(fā)展的現(xiàn)狀,并在已有文獻(xiàn)的基礎(chǔ)上,參考了國內(nèi)外關(guān)于公租房制度、供給模式、租金定價(jià)方法的研究成果,借鑒發(fā)達(dá)國家的公租房建設(shè)和運(yùn)營管理的經(jīng)驗(yàn),針對(duì)我國公租房制度實(shí)施過程中出現(xiàn)的問題提出對(duì)策和建議。重點(diǎn)分析了目前我國常見的兩種公租房供給模式,公私合營模式和以政府為主體模式下的最優(yōu)供應(yīng)量和定價(jià)的問題。研究根據(jù)公租房中租住戶的住房需求特點(diǎn),將我國公租房的租住戶分為兩類,即短期租住戶和長(zhǎng)期租住戶,考慮長(zhǎng)期租住戶的策略行為,并引入最優(yōu)供應(yīng)量和定價(jià)模型,基于公私合營和以政府為主體的公租房供給模式,研究我國公租房供應(yīng)主體的策略,提出為了提高公租房建設(shè)的社會(huì)效益,需要加大宣傳和引導(dǎo)短期租住戶的租住,并采用限量配給的原則來供應(yīng)公租房。研究假定租住戶最大支付意愿都是在支撐集上服從均勻分布的情況,而長(zhǎng)期的租住戶策略行為的效用函數(shù)是冪函數(shù)的形式,通過數(shù)學(xué)模型科學(xué)驗(yàn)證假設(shè);同時(shí)研究采用了實(shí)證分析的方法,分別對(duì)兩種公租房供應(yīng)模式的情況進(jìn)行舉例說明,并通過賦值計(jì)算得出結(jié)論,證明假設(shè)結(jié)果。研究對(duì)我國公租房當(dāng)前制度以及供給模式提出了對(duì)策建議,提出合理規(guī)劃公租房建設(shè)布局、改革政府相關(guān)績(jī)效考核標(biāo)準(zhǔn)來激發(fā)政府動(dòng)力;創(chuàng)新融資模式、多渠道籌集房源;科學(xué)定價(jià)、保障公租房配租公平等建議。
[Abstract]:Vigorously promoting the construction of affordable housing projects, including public rental housing, is a major measure taken by the CPC Central Committee and the State Council to maintain the steady and healthy development of the real estate market and to safeguard and improve the people's livelihood. Since the operation of public rental housing security, the construction of public rental housing in China has been progressing smoothly, which not only plays a key role in stabilizing market housing prices, but also solves the housing problems of a large number of low and middle income groups in China. The construction of public rental housing has also stimulated domestic demand and made positive contributions to stabilizing China's economic growth. Based on the current situation of the development of public rental housing in China, and on the basis of the existing literature, the research results of the public rental housing system, supply model, rent pricing methods at home and abroad have been consulted. Based on the experience of the construction and operation management of public rental housing in developed countries, this paper puts forward some countermeasures and suggestions for the problems in the implementation of the public rental housing system in China. This paper focuses on the analysis of two common modes of public rental housing supply, public-private partnership and the optimal supply and pricing under the model of government as the main body. According to the characteristics of the housing demand of the tenants in the public rental housing, the paper divides the public rental households into two categories, that is, the short-term tenants and the long-term tenants, and considers the strategic behavior of the long-term tenants, and introduces the optimal supply and pricing model. Based on the public housing supply model of public rental housing and public housing joint venture and the government as the main body, this paper studies the strategy of the public rental housing supply main body in our country, and points out that in order to improve the social benefit of the public rental housing construction, it is necessary to increase the publicity and guide the rental of short-term tenants. And use the principle of rationing to supply public rental housing. It is assumed that the maximum willingness to pay is distributed uniformly on the support set, and the utility function of the long-term policy behavior of the tenant is in the form of power function, and the hypothesis is scientifically verified by mathematical model. At the same time, the paper uses the method of empirical analysis to illustrate the situation of two public rental housing supply modes, and obtains the conclusion through the assignment calculation to prove the hypothetical result. The paper puts forward countermeasures and suggestions to the current system and supply mode of public rental housing in our country, proposes reasonable planning of public rental housing construction layout, reforming the relevant government performance appraisal standard to stimulate government motivation, innovating financing mode, and raising housing resources through multiple channels.
