基于可持續(xù)及可恢復(fù)視角的城市基礎(chǔ)設(shè)施GPA測(cè)算研究

【摘要】:在城市規(guī)模迅速擴(kuò)大、資源與環(huán)境負(fù)擔(dān)日益加重、城市內(nèi)澇等“城市病”頻繁發(fā)生的多重背景下,我國(guó)城市建設(shè)面臨了巨大挑戰(zhàn);A(chǔ)設(shè)施作為城市經(jīng)濟(jì)和社會(huì)發(fā)展的重要載體,其建設(shè)和運(yùn)營(yíng)面臨著更高的要求。一方面要實(shí)現(xiàn)可持續(xù)的目標(biāo),滿足人們生活的基本要求;另一方面要提高基礎(chǔ)設(shè)施應(yīng)對(duì)突發(fā)狀況的可恢復(fù)能力。本文將基礎(chǔ)設(shè)施可持續(xù)性及可恢復(fù)性結(jié)合起來(lái)對(duì)城市基礎(chǔ)設(shè)施進(jìn)行研究,通過(guò)平均成績(jī)基點(diǎn)(GPA)測(cè)算分析,對(duì)城市基礎(chǔ)設(shè)施可持續(xù)性及可恢復(fù)性狀態(tài)進(jìn)行評(píng)價(jià),為決策者制定有效的管理戰(zhàn)略提供參考。本文通過(guò)文獻(xiàn)整理,對(duì)城市基礎(chǔ)設(shè)施概念及分類進(jìn)行界定,明確城市基礎(chǔ)設(shè)施可持續(xù)性與可恢復(fù)性的內(nèi)涵。在分析城市基礎(chǔ)設(shè)施可持續(xù)性及可恢復(fù)性的區(qū)別與聯(lián)系的基礎(chǔ)上,提出將可持續(xù)性及可恢復(fù)性理論應(yīng)用于城市基礎(chǔ)設(shè)施GPA評(píng)價(jià)的構(gòu)念,將基于可持續(xù)(sustainable)及可恢復(fù)(resilient)視角的城市基礎(chǔ)設(shè)施GPA定義為城市基礎(chǔ)設(shè)施SR-GPA,并對(duì)其內(nèi)涵進(jìn)行描述,在此基礎(chǔ)上構(gòu)建城市基礎(chǔ)設(shè)施SR-GPA測(cè)算理論框架。在相關(guān)理論分析的基礎(chǔ)上,明確城市基礎(chǔ)設(shè)施SR-GPA測(cè)算原則和測(cè)算維度,構(gòu)建以城市基礎(chǔ)設(shè)施可持續(xù)性與可恢復(fù)性為目標(biāo),包含需求、供應(yīng)、影響、資源、措施五個(gè)維度的城市基礎(chǔ)設(shè)施SR-GPA測(cè)算指標(biāo)體系,確定各維度指標(biāo)量化方法,利用網(wǎng)絡(luò)分析法對(duì)各指標(biāo)賦權(quán),構(gòu)建城市基礎(chǔ)設(shè)施SR-GPA測(cè)算模型。選取哈爾濱地鐵為研究對(duì)象,對(duì)基于可持續(xù)及可恢復(fù)視角的城市基礎(chǔ)設(shè)施GPA測(cè)算研究進(jìn)行案例分析。構(gòu)建哈爾濱地鐵SR-GPA測(cè)算指標(biāo)體系,采用問(wèn)卷調(diào)查方式對(duì)定性指標(biāo)進(jìn)行量化評(píng)分,通過(guò)查閱相關(guān)資料進(jìn)行定量數(shù)據(jù)統(tǒng)計(jì),在網(wǎng)絡(luò)分析法賦權(quán)的基礎(chǔ)上,對(duì)城市基礎(chǔ)設(shè)施SR-GPA進(jìn)行測(cè)算,分析測(cè)算結(jié)果,并提出針對(duì)哈爾濱地鐵的SR-GPA提升策略,以此指導(dǎo)哈爾濱地鐵未來(lái)的建設(shè)及運(yùn)營(yíng)。
[Abstract]:With the rapid expansion of urban scale, the increasing burden of resources and environment, and the frequent occurrence of urban diseases such as urban waterlogging, urban construction in China is facing a great challenge. As an important carrier of urban economic and social development, infrastructure construction and operation are facing higher requirements. On the one hand, it is necessary to achieve the goal of sustainability and to meet the basic requirements of people's lives; on the other hand, it is necessary to improve the resilience of infrastructure to deal with emergencies. In this paper, the sustainability and restorability of infrastructure are combined to study urban infrastructure, and the sustainability and restorability of urban infrastructure are evaluated by GPA. It provides reference for decision makers to make effective management strategy. In this paper, the concept and classification of urban infrastructure are defined, and the connotation of sustainability and restorability of urban infrastructure is clarified. Based on the analysis of the differences and relations between the sustainability and restorability of urban infrastructure, this paper proposes to apply the theory of sustainability and restorability to the construction of urban infrastructure GPA evaluation. The urban infrastructure GPA based on sustainable and recoverable view is defined as SR-GPA, and its connotation is described. Based on this, the theoretical framework of urban infrastructure SR-GPA measurement is constructed. On the basis of relevant theoretical analysis, this paper clarifies the principle and dimension of SR-GPA measurement of urban infrastructure, constructs the sustainable and restorable urban infrastructure as the goal, including demand, supply, impact, resources. Measure the five dimensions of urban infrastructure SR-GPA measurement index system, determine the quantitative method of each dimension index, use the network analysis method to weight each index, construct the SR-GPA measurement model of urban infrastructure. This paper selects Harbin Metro as the research object, and analyzes the case study of urban infrastructure GPA calculation based on sustainable and recoverable perspective. This paper constructs the SR-GPA measurement index system of Harbin Metro, and uses the questionnaire to evaluate the qualitative index quantitatively, and carries on the quantitative data statistics by referring to the relevant data, on the basis of the network analysis method's empowerment. This paper calculates the SR-GPA of urban infrastructure, analyzes the result of calculation, and puts forward the SR-GPA promotion strategy for Harbin Metro to guide the future construction and operation of Harbin Metro.
