基于A服務(wù)外包企業(yè)外聘管理中的問題研究

【摘要】:當前,隨著科學(xué)技術(shù)的白熱化發(fā)展,全球科學(xué)技術(shù)競爭日趨激烈,且據(jù)國務(wù)院最新公布的《關(guān)于促進服務(wù)外包產(chǎn)業(yè)加快發(fā)展的意見》,為能更快更好地擴大與提升服務(wù)外包的規(guī)模及質(zhì)量,通過重組價值鏈、優(yōu)化資源配置等方式,降低企業(yè)成本及風(fēng)險,同時增強企業(yè)核心競爭力,面向全球的服務(wù)外包市場潛藏著巨大的機遇與挑戰(zhàn)。服務(wù)外包,作為一種新型的服務(wù)貿(mào)易模式,對各國的經(jīng)濟起到了推波助瀾的作用,但我國的服務(wù)外包相對于其他國家而言,屬于新興行業(yè),擁有的經(jīng)驗不足,且一直處于產(chǎn)業(yè)價值鏈的低端,主要集中在信息技術(shù)外包類別中,如軟件開發(fā)及測試、數(shù)據(jù)錄入等領(lǐng)域,而有關(guān)方案設(shè)計、解決、研發(fā)等高端的業(yè)務(wù)范疇則很少或幾乎未曾涉及。其中,專業(yè)技術(shù)能力不高或能力的有限性直接影響了企業(yè)業(yè)務(wù)空間及利潤空間的提升,而專業(yè)技術(shù)能力取決于企業(yè)的自主創(chuàng)新能力,外聘作為外包行業(yè)的一個入口環(huán)節(jié)就顯得極為重要,外聘管理的成敗將很大程度決定一個企業(yè)能否迅速發(fā)展、能否在本行業(yè)處于競爭優(yōu)勢。為此,本文針對A服務(wù)外包企業(yè)中所面臨的外聘管理問題,通過觀察、比較、關(guān)聯(lián)、分析等途徑對我國服務(wù)外包行業(yè)的發(fā)展現(xiàn)狀進行分析,深入研究了外聘管理中所涉及的招聘相關(guān)理論知識,提出了適應(yīng)本行業(yè)的外聘管理思路,詳細分析了外聘管理瓶頸形成及阻礙服務(wù)外包中所涉及的其他人力資源模塊管理發(fā)展的原因,最后針對服務(wù)外包行業(yè)的外聘特點,通過對相關(guān)策略的分析與研究,提出了一些解決建議與方案。
[Abstract]:At present, along with the fierce development of science and technology, the global science and technology competition is becoming increasingly fierce, and according to the State Council released the latest "on the promotion of service outsourcing industry to accelerate the development of opinions, to expand the scale and quality of service outsourcing and promote faster and better, through the restructuring of value chain, optimizing the allocation of resources, reduce business the costs and risks, and enhance the core competitiveness of enterprises, the global service outsourcing market potential huge challenges and opportunities. Service outsourcing, as a new mode of trade in services, an important role in the world economy, but the service outsourcing in China compared with other countries, is an emerging industry, have the lack of experience, and has been in the low end of the value chain, mainly concentrated in the information technology outsourcing categories, such as software development and testing, data entry and other fields, and the parties concerned Case design, solution, and other high-end R & D business category is very few or almost not involved. Among them, the limited professional technical ability is not high or the ability to directly affect the business space and profit space and enhance the professional technical ability depends on the enterprise's capability of independent innovation, as an external entrance of the outsourcing industry it is very important for the management of external, will largely determine the success or failure of an enterprise can rapid development, whether in the industry a competitive advantage. Therefore, this paper facing the A service outsourcing enterprises in the management of external problems, through observation, comparison, correlation analysis of development status of China's service outsourcing industry analysis, in-depth study of the external involved in the management of recruitment related theoretical knowledge, proposed to adapt to the industry's external management ideas, detailed analysis of the formation and management of external bottleneck The obstacles of service outsourcing in the other module of human resources management development, finally for the service outsourcing industry's external characteristics, through the analysis and Study on the related strategy, and puts forward some solving suggestions and solutions.
