【摘要】：精準(zhǔn)扶貧的"五個(gè)一批"脫貧途徑中,多數(shù)貧困戶通過產(chǎn)業(yè)脫貧。產(chǎn)業(yè)對于經(jīng)營者既是機(jī)遇又是挑戰(zhàn),也構(gòu)成產(chǎn)業(yè)基礎(chǔ)上富裕與貧窮的社會分化動力。引入產(chǎn)業(yè)"伴隨風(fēng)險(xiǎn)"概念,提出在貧困戶對接產(chǎn)業(yè)"銷戶撤卡"后,扶貧政策的客體就從貧困戶轉(zhuǎn)向了產(chǎn)業(yè)與經(jīng)營者,政策問題隨之變化,相應(yīng)的政策需要及時(shí)跟進(jìn)和轉(zhuǎn)換,才能保證脫貧致富與奔小康階段性目標(biāo)的有機(jī)銜接,進(jìn)而從鄉(xiāng)鎮(zhèn)治理現(xiàn)代化等系統(tǒng)性角度,提出政策轉(zhuǎn)換的若干思考。
[Abstract]:Among the "five batch" ways to get rid of poverty, most poor households get rid of poverty through industry. Industry is both an opportunity and a challenge for operators, and it also constitutes the driving force of social differentiation between wealth and poverty on the basis of industry. This paper introduces the concept of "accompanying risk" in the industry, and puts forward that after the poor households connect with the industry, the object of the poverty alleviation policy changes from the poor households to the industries and operators, and the corresponding policies need to be followed up and transformed in a timely manner. In order to ensure the organic connection between getting rid of poverty and getting rich and running to the stage goal of well-off society, and then from the systematic point of view of modernization of township governance, this paper puts forward some thoughts on policy transformation.
