【摘要】：正無論從何種理論視角出發(fā),在審慎認識產業(yè)政策有效性邊界的前提下,認識并矯正中國現(xiàn)行產業(yè)政策的不足,充分發(fā)揮產業(yè)政策助推經濟發(fā)展的作用,是當前中國產業(yè)政策研究必須回答的核心問題。產業(yè)政策的本質是通過政策措施的適度干預來解決市場失敗、多主體協(xié)調和系統(tǒng)失敗問題(賀俊,2017)。如果企業(yè)行為的外部性造成市場投資不足或投資過度,產業(yè)政策的合理性在于激勵市場主體的投資向全社會最優(yōu)水平收斂。如果產業(yè)發(fā)展路徑存在多重均衡的可能性,產業(yè)政策的經濟學意義在于協(xié)調各
[Abstract]:No matter from any theoretical perspective, on the premise of prudently understanding the effective boundary of industrial policies, we should recognize and correct the shortcomings of China's current industrial policies, and give full play to the role of industrial policies in promoting economic development.
