【摘要】：為使廣大農(nóng)村居民享受到良好的醫(yī)療保障,中共中央、國(guó)務(wù)院在2003年做出了建立新型農(nóng)村合作醫(yī)療保障制度的重大決策。為了對(duì)新型農(nóng)村合作醫(yī)療保障制度的實(shí)施狀況有更深入清晰的了解,本文對(duì)江都區(qū)的運(yùn)行狀況進(jìn)行了研究。江都區(qū)新型農(nóng)村合作醫(yī)療制度已歷經(jīng)10年的發(fā)展,取得了一定的成效,但在運(yùn)行過(guò)程中也出現(xiàn)了很多問(wèn)題,影響了實(shí)施的效果。本文采取文獻(xiàn)研究、理論分析、問(wèn)卷調(diào)查、入戶(hù)訪談等方法,在對(duì)江都區(qū)新型農(nóng)村合作醫(yī)療保障制度的實(shí)施狀況進(jìn)行調(diào)查分析的基礎(chǔ)上,提出了相應(yīng)的建議,為更好的實(shí)施提供了參考依據(jù)。 本文共分五個(gè)部分：第一部分：緒論。介紹了新型農(nóng)村合作醫(yī)療問(wèn)題的背景、研究的目的和意義、先前的研究綜述、研究的內(nèi)容和方法、研究的思路。第二部分：概念界定與理論基礎(chǔ)。介紹了新型農(nóng)村合作醫(yī)療的基本概念,并運(yùn)用公共產(chǎn)品理論、委托代理理論為新型農(nóng)村合作醫(yī)療制度的運(yùn)行實(shí)踐提供理論基礎(chǔ)。第三部分：關(guān)于江都區(qū)新型農(nóng)村合作醫(yī)療保障制度實(shí)施情況的調(diào)查分析。從運(yùn)行模式、參合情況、籌資情況、補(bǔ)償情況等方面介紹了江都區(qū)新型農(nóng)村合作醫(yī)療實(shí)施現(xiàn)狀,并從農(nóng)民參合的基本情況、農(nóng)民對(duì)新農(nóng)合的了解、對(duì)新農(nóng)合和定點(diǎn)醫(yī)療機(jī)構(gòu)的滿意度等幾個(gè)方面進(jìn)行了調(diào)查。第四部分：調(diào)查反映的問(wèn)題及原因分析。通過(guò)調(diào)查反映出江都區(qū)新農(nóng)合制度運(yùn)行中存在的問(wèn)題,并分析其產(chǎn)生的原因。第五部分：針對(duì)調(diào)查中存在的問(wèn)題,提出了一系列完善江都區(qū)新型農(nóng)村合作醫(yī)療制度的建議。
[Abstract]:In order for the vast number of rural residents to enjoy good medical care, the CPC Central Committee, In 2003, the State Council made a major decision to establish a new rural cooperative medical security system. In order to have a deeper and clearer understanding of the implementation of the new rural cooperative medical security system, This article has carried on the research to the operation condition of Jiangdu District. The new rural cooperative medical system in Jiangdu District has been developed for 10 years, and has achieved certain results, but there are also many problems in the process of operation. This paper adopts the methods of literature research, theoretical analysis, questionnaire investigation, household interview and so on, based on the investigation and analysis of the implementation of the new rural cooperative medical insurance system in Jiangdu District. The corresponding suggestions are put forward, which provides a reference for better implementation. This paper is divided into five parts: the first part: introduction. It introduces the background of the new rural cooperative medical system, the purpose and significance of the research, the summary of previous research, the contents and methods of the research. The second part: the definition of concept and theoretical basis. Introduced the basic concept of new rural cooperative medical system, and used the theory of public goods, The principal-agent theory provides the theoretical basis for the operation practice of the new rural cooperative medical system. Part three: the investigation and analysis of the implementation of the new rural cooperative medical insurance system in Jiangdu District. This paper introduces the current situation of the implementation of the new rural cooperative medical system in Jiangdu District, and from the basic situation of farmers' participation and cooperation, the farmers' understanding of the new rural cooperative medical system. This paper makes an investigation on the satisfaction degree of NCMS and designated medical institutions. Part 4th: analysis of the problems and causes reflected in the investigation. Through the investigation, the problems existing in the operation of the New Rural Cooperation system in Jiangdu District are reflected. Part 5th: aiming at the existing problems in the investigation, the author puts forward a series of suggestions to perfect the new rural cooperative medical system in Jiangdu district.
