【摘要】：高標(biāo)準(zhǔn)農(nóng)田建設(shè)既利于當(dāng)前,又惠及長(zhǎng)遠(yuǎn)。經(jīng)濟(jì)新常態(tài)下財(cái)政資金難以保持大幅增長(zhǎng),高標(biāo)準(zhǔn)農(nóng)田建設(shè)資金需求持續(xù)增加,迫切需要?jiǎng)?chuàng)新財(cái)政支持模式以保證農(nóng)業(yè)綜合開(kāi)發(fā)的速度和質(zhì)量。本文首先分析了PPP基本模式及其應(yīng)用于高標(biāo)準(zhǔn)農(nóng)田建設(shè)的可行性,其次總結(jié)了當(dāng)前高標(biāo)準(zhǔn)農(nóng)田建設(shè)面臨的主要問(wèn)題及未來(lái)發(fā)展思路,通過(guò)分析農(nóng)民、新型農(nóng)業(yè)經(jīng)營(yíng)主體、政府部門(mén)以及金融部門(mén)的利益訴求總結(jié)高標(biāo)準(zhǔn)農(nóng)田建設(shè)投融資的動(dòng)力機(jī)制,并提出開(kāi)征撂荒稅、構(gòu)建新型經(jīng)營(yíng)主體信用擔(dān)保體系以及推行財(cái)政補(bǔ)助、財(cái)政貼息、財(cái)政擔(dān)保三位一體的財(cái)政支持模式等政策建議。
[Abstract]:High-standard farmland construction is beneficial to both the present and the long-term. It is difficult to maintain a substantial increase in financial funds under the new normal state of the economy, and the demand for funds for high-standard farmland construction continues to increase. It is urgent to innovate the financial support model to ensure the speed and quality of agricultural comprehensive development. Firstly, this paper analyzes the basic model of PPP and the feasibility of applying it to the construction of high standard farmland. Secondly, the paper summarizes the main problems facing the construction of high standard farmland and its future development thinking, through the analysis of the farmers, the new agricultural management main body, The interest demands of government departments and financial departments sum up the motive mechanism of investment and financing of high standard farmland construction, and propose to levy abandoned tax, construct a new credit guarantee system of the main body of management, and carry out financial subsidies and financial discount interest. Financial guarantee trinity of financial support model and other policy recommendations.
