【摘要】：邊境口岸作為國家之間政治、經濟、文化交流與合作的前沿陣地,在物流、商流、資金流和信息流的頻繁交換過程中蘊含著巨大的發(fā)展?jié)摿�。緬甸是中國大西南地區(qū)連接東南亞、南亞等國,通向印度洋最便捷的陸路通道,是資源、能源等生產要素流動的重要渠道。深入研究云南對緬甸邊境口岸物流的發(fā)展,構建云南對緬甸邊境口岸物流體系,對于加快邊境地區(qū)經濟社會發(fā)展,提高邊境口岸經貿服務水平,促進滇緬雙邊乃至多邊經貿持續(xù)快速增長具有非常重要的戰(zhàn)略意義。本文以建立層次分明、分工合理的云南對緬甸邊境口岸物流體系為著眼點,以增長極理論為指導,運用文獻研究、定性與定量相結合、層次分析等研究方法,主要從以下幾個方面對云南對緬甸邊境口岸物流體系的建設與發(fā)展進行了研究。首先,從口岸分布、貿易發(fā)展以及基礎設施建設等幾個方面分析了云南對緬甸邊境口岸物流發(fā)展的現(xiàn)狀,通過研究發(fā)現(xiàn)云南對緬甸邊境口岸的物流發(fā)展面臨著與邊境城鎮(zhèn)關聯(lián)度不高、口岸之間物流發(fā)展不平衡、物流業(yè)發(fā)展滯后、易受緬甸政局影響以及中緬跨境運輸合作存在阻力等問題。其次,運用層次分析法構建評價指標模型對云南對緬甸11個邊境口岸的物流發(fā)展水平進行了分析評價,依據得分排序將11個口岸物流節(jié)點劃分為核心口岸、重要口岸和一般口岸三個發(fā)展層次。在此基礎上,創(chuàng)新物流體系建設模式,結合各口岸的地理位置、戰(zhàn)略地位、交通聯(lián)系、腹地區(qū)域、產業(yè)發(fā)展等因素,建立了分別以猴橋口岸、瑞麗口岸、孟定清水河口岸和打洛口岸為區(qū)域物流增長極的四大口岸物流區(qū),并針對每個口岸物流區(qū)的實際情況設計了物流體系的建設方案。最后,從跨境通道、臨岸產業(yè)、物流園區(qū)、信息平臺以及通關環(huán)境五個方面構建了云南對緬甸邊境口岸物流發(fā)展的支撐體系。其中,跨境通道建設、物流園區(qū)建設與臨岸產業(yè)建設是形成口岸物流增長極的關鍵,物流信息平臺建設與優(yōu)化通關環(huán)境是口岸物流體系發(fā)展必不可少的條件。本文以云南對緬甸邊境口岸物流為研究對象,構建了云南對緬甸邊境口岸物流體系,彌補了學術界關于滇緬邊境口岸這一特殊區(qū)域物流的研究空白,充實了邊境口岸物流體系建設領域的研究內容,這是本文的創(chuàng)新之處。今后,還需要對邊境口岸物流需求、邊境口岸物流與腹地城鎮(zhèn)之間的經濟關聯(lián)等方面進行更深入的研究。
[Abstract]:Border ports are at the forefront of political, economic and cultural exchanges and cooperation among countries, in logistics and commercial flows, The frequent exchange of capital flows and information flows has great potential for development. Myanmar is the most convenient land route to the Indian Ocean and a natural resource for countries such as Southeast Asia and South Asia in the Greater Southwest of China. An important channel for the flow of energy and other factors of production. A thorough study of the development of Yunnan's logistics to Myanmar's border ports and the construction of a Yunnan to Myanmar border port logistics system will speed up the economic and social development of border areas. It is of great strategic significance to improve the level of economic and trade service at border ports and to promote the sustained and rapid growth of bilateral and multilateral economic and trade between Yunnan and Myanmar. Guided by the theory of growth pole, using the methods of literature research, qualitative and quantitative analysis and hierarchical analysis, this paper mainly studies the construction and development of Myanmar border port logistics system in Yunnan Province from the following aspects. This paper analyzes the present situation of Yunnan's logistics development to Myanmar's border port from the aspects of port distribution, trade development and infrastructure construction, and finds out that Yunnan's logistics development to Myanmar border port is not highly related to border towns. The development of logistics between ports is not balanced, the development of logistics industry is lagging behind, and it is vulnerable to the influence of the political situation in Myanmar, and there are some problems such as the resistance of Sino-Myanmar cross-border transportation cooperation. Secondly, This paper analyzes and evaluates the logistics development level of Myanmar's 11 border ports in Yunnan Province by using AHP to construct an evaluation index model, and divides the 11 port logistics nodes into core ports according to the ranking of scores. On the basis of this, we should innovate the construction mode of logistics system and combine the geographical location, strategic position, transportation links, hinterland region, industrial development of each port, etc. Established four port logistics zones with monkey bridge port, Ruili port, Mengding Qingshuihe port and Daluo port as regional logistics growth poles, and designed the logistics system construction plan according to the actual situation of each port logistics area. From five aspects of cross-border access, coastal industry, logistics park, information platform and customs environment, Yunnan has constructed a supporting system for the development of logistics at Myanmar's border ports. Among them, the construction of cross-border channels. The construction of logistics parks and coastal industries is the key to the formation of port logistics growth poles. The construction of logistics information platform and the optimization of customs clearance environment are essential conditions for the development of port logistics system. This paper takes Yunnan to Myanmar border port logistics as the research object, constructs the Yunnan to Myanmar border port logistics system. It makes up for the gaps in the research of Yunnan and Myanmar border ports, and enriches the research contents in the field of border port logistics system construction. This is the innovation of this paper. In the future, the logistics needs of border ports are also needed. The economic relationship between border port logistics and hinterland towns is studied more deeply.
