【摘要】：政府投資項(xiàng)目績(jī)效評(píng)估作為政府績(jī)效評(píng)估體系的有機(jī)組成部分,是全面建立科學(xué)的政府績(jī)效管理體系,積極推動(dòng)服務(wù)政府、責(zé)任政府、法治政府、廉潔政府建設(shè)的必然要求。開(kāi)展政府投資項(xiàng)目績(jī)效評(píng)估有其獨(dú)特性和必要性。本文分析了國(guó)內(nèi)外政府投資項(xiàng)目績(jī)效評(píng)估發(fā)展歷程和現(xiàn)狀,闡述了政府投資項(xiàng)目績(jī)效評(píng)估的特點(diǎn),以及與投資評(píng)審、績(jī)效審計(jì)、項(xiàng)目后評(píng)價(jià)等傳統(tǒng)績(jī)效評(píng)價(jià)的區(qū)別,提出了應(yīng)在合作行政的框架下開(kāi)展績(jī)效評(píng)估的觀(guān)點(diǎn)。在研究績(jī)效評(píng)估模式和具體方法的過(guò)程中,強(qiáng)調(diào)項(xiàng)目實(shí)施過(guò)程的項(xiàng)目管理規(guī)范性,著重對(duì)指標(biāo)體系的構(gòu)建、指標(biāo)的設(shè)置和評(píng)分標(biāo)準(zhǔn)的劃分進(jìn)行了研究,使其盡可能具備科學(xué)性、客觀(guān)性及可操作性。為驗(yàn)證實(shí)際效果,采用結(jié)合具體案例的方式,對(duì)案例進(jìn)行評(píng)估,并對(duì)評(píng)估結(jié)論進(jìn)行分析,找出其中存在的不足,進(jìn)一步驗(yàn)證和優(yōu)化績(jī)效評(píng)估指標(biāo)體系。最后,分析政府投資項(xiàng)目績(jī)效評(píng)估面臨的困難,并對(duì)如何實(shí)施好項(xiàng)目績(jī)效評(píng)估工作,提高政府投資項(xiàng)目管理水平提出了展望。
[Abstract]:As an organic part of the government performance evaluation system, the government investment project performance evaluation is to establish a scientific government performance management system, actively promote the service government, responsible government, government ruled by law. It is necessary and unique to carry out the performance evaluation of government investment projects. This paper analyzes the development history and present situation of performance evaluation of government investment projects at home and abroad, and expounds the characteristics of performance evaluation of government investment projects. And the differences from traditional performance evaluation, such as investment review, performance audit, post-project evaluation, etc. The paper puts forward the viewpoint that performance evaluation should be carried out under the framework of cooperative administration. The standardization of project management in the process of project implementation is emphasized, and the construction of the index system, the setting of the index and the division of the scoring standard are studied in order to make it as scientific, objective and operable as possible. This paper uses the method of combining the concrete cases to evaluate the cases, analyzes the evaluation conclusions, finds out the shortcomings, and further verifies and optimizes the performance evaluation index system. This paper analyzes the difficulties faced by the performance evaluation of government investment projects, and puts forward the prospect of how to carry out the project performance evaluation and improve the management level of government investment projects.
