太原市低收入家庭公共租賃住房支付能力研究

【摘要】:居民的住房成本隨著房價(jià)的增長出現(xiàn)了水漲船高的趨勢,公眾把更多的注意力集中到了住房問題上。隨著廉租房,經(jīng)濟(jì)適用房等一系列住房保障政策的出臺,使不同收入階層的住房條件都得到了明顯改善。然而,廉租房與經(jīng)濟(jì)適用房的政策并不是十全十美的,作為保障對象的主體卻難以享受到該有的保障,這都容易引起民眾的不滿情緒。2010年6月出臺了《關(guān)于加快發(fā)展公共租賃住房的指導(dǎo)意見》,作為解決“夾心層”住房問題的公共租賃住房首次被提出,而且,“十二五”劃中明確了公共租賃住房作為我國保障房主體的定位。2013年發(fā)布《關(guān)于公共租賃住房和廉租住房并軌運(yùn)行的通知》要求從2014年起公租房和廉租房并軌運(yùn)行。至此,公共租賃住房成為覆蓋面最廣的保障性住房。“以租為主,租售并舉”成為我國住房保障的主要方式。如今隨著大量公共租賃住房建成交付,各地陸續(xù)啟動(dòng)公共租賃住房配租工作。然而,部分城市在最初定價(jià)時(shí)沒有考慮租戶的實(shí)際收入情況,租金定價(jià)偏高,保障對象難以承受,導(dǎo)致了租戶棄租,公共租賃住房空置,造成公共資源巨大的浪費(fèi)。本文通過分析研究國內(nèi)外相關(guān)資料,結(jié)合太原的實(shí)際情況,從太原市地方經(jīng)濟(jì)增長情況、房價(jià)增長情況、城鎮(zhèn)居民可支配收入增長情況、房價(jià)的上漲與城鎮(zhèn)居民可支配收入情況等方面分析太原市公共租賃房產(chǎn)生和發(fā)展的背景,同時(shí)結(jié)合太原市城鎮(zhèn)居民的收支情況,以“太原市低收入家庭公共租賃住房支付能力”為研究對象,運(yùn)用租金收入比和剩余收入法來衡量當(dāng)前太原市低收入家庭公共租賃住房支付能力。選取太原市低收入家庭進(jìn)行實(shí)證測算,并按照不同規(guī)模家庭分別對其支付能力進(jìn)行評估。并通過構(gòu)建GM(1,1)預(yù)測模型,借助灰色建模軟件GMS(7.0)預(yù)測未來五年太原市低收入家庭公共租賃住房支付能力,最后就如何提高低收入家庭住房支付能力給出了相關(guān)的政策建議,對政府出臺住房保障政策和制定住房規(guī)劃具有一定的參考價(jià)值。同時(shí),以此來檢驗(yàn)我國公共租賃住房保障政策的實(shí)施效果,以期對住房保障政策的進(jìn)一步完善提供政策依據(jù)。

Through the analysis of relevant information at home and abroad, combined with the actual situation of Taiyuan, from the Taiyuan local economic growth, housing price growth. This paper analyzes the background of the emergence and development of public rental housing in Taiyuan from the aspects of the growth of disposable income of urban residents, the rise of house prices and the situation of disposable income of urban residents. At the same time, combined with the income and expenditure situation of urban residents in Taiyuan. Using rent income ratio and residual income method to measure the current low income families in Taiyuan to pay for public rental housing capacity. With the help of the grey modeling software GMS7.0, this paper predicts the affordability of public rental housing for low-income families in Taiyuan in the next five years, and finally gives some relevant policy recommendations on how to improve the housing affordability of low-income families. It has certain reference value for the government to issue the housing security policy and make the housing plan. At the same time, it can test the effect of the public rental housing security policy in our country. In order to further improve the housing security policy to provide policy basis.
